Organizations Filed Purposes: THE NATIONAL FOREIGN TRADE COUNCIL WAS FOUNDED IN 1914, AND FROM THAT DATE TO THE PRESENT, THE COUNCIL HAS BEEN A LEADING SPOKESMAN ON BEHALF OF THE PRIVATE SECTOR FOR OPEN INTERNATIONAL TRADE AND INVESTMENT POLICIES THAT SUPPORT MULTILATERAL INSTITUTIONS SUCH AS THE WORLD TRADE ORGANIZATION. THE COUNCIL MAINTAINS OFFICES IN BOTH NEW YORK CITY AND WASHINGTON, D.C. THE COUNCIL'S MEMBERSHIP CONSISTS OF APPROXIMATELY 200 U.S. MANUFACTURING CORPORATIONS, FINANCIAL INSTITUTIONS AND OTHER U.S. FIRMS HAVING SUBSTANTIAL INTERNATIONAL OPERATIONS. THE OVERALL OBJECTIVE OF THE COUNCIL IS TO ADVOCATE PUBLIC POLICIES THAT WILL IMPROVE MEMBERS' COMPETITIVE POSITIONS IN THE INTERNATIONAL MARKET PLACE. THE COUNCIL AGGRESSIVELY SUPPORTS POLICIES TO EXPAND EXPORTS, PROTECT U.S. FOREIGN INVESTMENT, ENHANCE THE COMPETITIVENESS AND PROFITABILITY OF U.S. INDUSTRY AND PROMOTE AND MAINTAIN AN OPEN AND EQUITABLE INTERNATIONAL TRADE SYSTEM. THE COUNCIL'S FOCUS IS ON ACTION IN THREE AREAS: THE REMOVAL OF BARRIER

THE COUNCIL OFFERS A WIDE RANGE OF SERVICES TO ITS MEMBERS, WHICH INCLUDE PARTICIPATION IN SEVERAL COMMITTEES. THESE COMMITTEES ARE RESPONSIBLE FOR THE DEVELOPMENT OF POSITIONS ON IMPORTANT TRADE, TAX, INVESTMENT, HUMAN RESOURCES AND OTHER ECONOMIC ISSUES AND FOR THE COORDINATION OF COUNCIL ADVOCACY OF SUCH POSITIONS. IN ADDITION, THE COUNCIL OFFERS ITS INFORMATION SERVICES TO MEMBERS IN THE FORM OF EMAIL NOTICES, COUNCIL HIGHLIGHTS, AND TRADE MATTERS. EMAILS KEEP SENIOR MANAGEMENT OF MEMBER COMPANIES INFORMED OF MAJOR DEVELOPMENTS AFFECTING U.S. INTERNATIONAL BUSINESS, COUNCIL POSITIONS ON CRITICAL LEGISLATIVE ISSUES AND COMING EVENTS OF SPECIAL IMPORTANCE. LONGER NOTES REFLECT THE WORK OF COUNCIL COMMITTEE MEMBERS AND STAFF IN THE FOLLOWING FIELDS: INTERNATIONAL TRADE POLICY, INTERNATIONAL INVESTMENT POLICY, TAXATION, EXPORT FINANCE, INTERNATIONAL PERSONNEL, IMMIGRATION, FOREIGN POLICY SANCTIONS, INTERNATIONAL COMPENSATION, MANAGEMENT DEVELOPMENT/TRAINING AND MANAGEMENT RESOURCES. COUNCIL HIGHLIGHTS IS A SUMMARY OF COUNCIL ACTIVITIES, AND TRADE MATTERS IS A WEEKLY COMPILATION OF NFTC ACTIVITIES AND EVENTS AND SUMMARIES OF NEWS STORIES FROM LEADING PUBLICATIONS.

AN NFTC-LED COALITION CONTINUES ITS WORK TOWARD BROAD SANCTIONS REFORM. THE NFTC OPPOSES UNILATERAL ECONOMIC SANCTIONS AND WORKS WITH MEMBER COMPANIES TO MODIFY EXISTING SANCTIONS WHERE POSSIBLE. THE COALITION HAS SUCCESSFULLY CHANGED THE TERMS OF DEBATE ABOUT THE USES OF SANCTIONS BY EMPHASIZING THE COSTS TO OUR ECONOMY AND INEFFECTIVENESS OF UNILATERAL SANCTIONS. AS A RESULT, THERE HAS BEEN A DECLINE IN PROPOSED NEW SANCTIONS AND A GROWING CONSENSUS THAT A CAREFUL COST-BENEFIT ANALYSIS IS NEEDED. THE COALITION PROPOSED MAJOR LEGISLATION TO REFORM SANCTIONS POLICY THAT WAS UNDER ACTIVE CONSIDERATION IN CONGRESS. THE COALITION WON ITS CONSTITUTIONAL CHALLENGE TO THE AUTHORITY OF STATE AND LOCAL GOVERNMENTS TO INSTITUTE SANCTIONS AGAINST COMPANIES OPERATING IN THEIR JURISDICTION BECAUSE THEY ALSO OPERATE IN A COUNTRY TARGETED FOR SANCTIONS. ALSO, DURING THE FISCAL YEAR, THE COUNCIL CONTINUED ITS WORK IN SUPPORT OF THE RATIFICATION OF BILATERAL TAX TREATIES. THE COUNCIL ALSO HAS INITIATED A WTO SPECIAL PROJECT THAT DEVELOPS POSITION PAPERS INTENDED TO FACILITATE THE SUCCESSFUL OUTCOME OF MULTILATERAL TRADE NEGOTIATIONS. ALSO IN THE TRADE AREA, THE NFTC HAS SERVED AS SECRETARIAT FOR THE U.S.-MOROCCO FREE TRADE AGREEMENT COALITION, THE U.S.-BAHRAIN FREE TRADE AGREEMENT COALITION, THE MIDDLE EAST FREE TRADE AREA COALITION, THE U.S.-OMAN FREE TRADE AGREEMENT COALITION, AND THE U.S.-SACU FREE TRADE AGREEMENT COALITION. ALL OF THESE ACTIVITIES PROVIDED RELEVANT INFORMATION TO MANY OF OUR MEMBER COMPANIES HAVING INTERNATIONAL OPERATIONS.

THE COUNCIL'S COMMITTEES MEET PERIODICALLY FOR VARIOUS LENGTHS OF TIME - SOME OF THEM FULL DAY OR TWO DAYS, OTHERS OFTEN OVER LUNCH - TO CONDUCT THEIR WORK. SOME COMMITTEES ARE VIRTUAL, MEETING ENTIRELY BY CONFERENCE CALL, SINCE THEIR MEMBERSHIP IS SPREAD THROUGHOUT THE U.S. AND EUROPE.
