Organizations Filed Purposes: NRC USA'S PRIMARY OBJECTIVES ARE RAISING MONEY FOR THE NORWEGIAN REFUGEE COUNCIL'S OVERSEAS PROGRAMS THAT MEET THE NEEDS OF CONFLICT AFFECTED REFUGEES AND INTERNALLY DISPLACED PEOPLE, AND PROVIDING HUMANITARIAN POLICY ADVICE TO THE ADMINISTRATION, CONGRESS AND PEER NON-GOVERNMENTAL ORGANIZATIONS. NRC USA IS ALSO A RESOURCE TO UNIVERSITIES, THINK TANKS, AND THE GENERAL PUBLIC ON REFUGEE ISSUES AND SEEKS FINANCIAL SUPPORT AND PARTNERSHIPS WITH U.S. BASED INDIVIDUALS, FOUNDATIONS AND CORPORATIONS.

ADVOCACY:IN 2019 THE ADVOCACY PROGRAM OF THE NORWEGIAN REFUGEE COUNCIL USA FOCUSED ON HIGHLIGHTING THE NEED TO RESPOND TO HUMANITARIAN EMERGENCIES IN YEMEN, SYRIA, IRAQ, AND VENEZUELA. SPECIFIC AREAS OF ATTENTION INCLUDED THE NEED FOR ADDITIONAL FUNDING TO AGENCIES RESPONDING TO THESE EMERGENCIES AND FOR PARTIES TO THE CONFLICTS IN THESE COUNTRIES TO RESPECT INTERNATIONAL HUMANITARIAN LAW AND PROTECT CIVILIANS. STAFF OF NRC USA WERE PART OF REGULAR HIGH LEVEL MEETINGS BETWEEN THE STATE DEPARTMENT AND USAID AND REPRESENTATIVES OF HUMANITARIAN ORGANIZATIONS WORKING IN VENEZUELA. THESE EXCHANGES INCREASED THE AWARENESS OF SENIOR U.S. GOVERNMENT OFFICIALS OF THE NATURE OF THE CRISIS IN VENEZUELA AND THE SURROUNDING REGION AND LED THEM TO INCREASE U.S. FUNDING TO RESPOND TO THE NEEDS OF PEOPLE INSIDE THE COUNTRY AND IN NEIGHBORING STATES OF ASYLUM.

FIELD PROGRAMS SUPPORT/FUNDRAISINGTHE FIELD PROGRAMS OF THE NORWEGIAN REFUGEE COUNCIL ARE RECEIVING SIGNIFICANT FINANCIAL SUPPORT FROM THE HUMANITARIAN FUNDING AGENCIES OF THE U.S. GOVERNMENT, NOTABLY FROM THE OFFICE OF FOREIGN DISASTER ASSISTANCE AND FROM THE STATE DEPARTMENT REFUGEE BUREAU. THE ROLE OF NRC USA IS TO ENSURE THAT IN THE COURSE OF DEVELOPING AND IMPLEMENTING THESE PROGRAMS FIELD STAFF COMPLY WITH U.S. PROGRAM AND FINANCIAL REGULATIONS REQUIRED IN THE GRANT AGREEMENTS. IN 2019 NRC USA PROVIDED NEARLY CONTINUOUS SUPPORT TO NRC COUNTRY PROGRAMS, OFTEN BY PHONE AND BY EMAIL, BUT ALSO THROUGH IN PERSON TRAINING PROGRAMS CONDUCTED IN SENEGAL AND KENYA. THIS RESULTED IN MORE EFFECTIVE AND COMPLIANT PROGRAM IMPLEMENTATION.

OFDA ACCESS GRANT:BUILDING ON A MULTI-YEAR GRANT AWARDED BY USAID OFFICE OF U.S. FOREIGN DISASTER ASSISTANCE, STARTING ON OCTOBER 1, 2019 NRC USA TOOK ON PHASE III OF SAID GRANT, WHICH FOCUSED ON STRENGTHENING FIELD LEVEL CAPACITY ON HUMANITARIAN ACCESS AND NEGOTIATIONS WITH AN EMPHASIS ON SUPPORTING BOTH FIELD WORKERS AND CRITICAL DECISION-MAKERS TO IMPROVE PRESENCE AND PROGRAMMING IN COMPLEX OPERATING ENVIRONMENTS. THE PROJECT INCLUDES THREE MAIN COMPONENTS: 1. ACCESS TRAINING FOR FRONTLINE HUMANITARIANS AND MEMBER-STATE REPRESENTATIVES AT CAPITAL AND REGIONAL LEVEL; 2. AN ADVANCED E-LEARNING PROGRAM ON HUMANITARIAN ACCESS; 3. EVIDENCE GATHERING AND INFORMATION SHARING THROUGH FIELD RESEARCH ON BEST PRACTICE AND KEY OPERATIONAL ISSUES, SUCH AS THE COSTS OF OPERATING IN HARD TO REACH AREAS AND RESPONDING IN COUNTRIES WITH ASSERTIVE GOVERNMENTS.
