AFRICA - PARTNERS FOR SECURITY IN GUINEA PROGRAM (6240) FINANCED BY THE DEPARTMENT OF STATE. THE MAIN POINTS OF SUCCESS FOR THE PROGRAM ARE POLICE SUPPORT FOR WOMEN LEADS TO HONEST DISCLOSURE AND A SAFER COMMUNITY: OWING TO THE OFFICERS' OPEN-MINDED APPROACH AND THE COMPREHENSIVE INSTRUCTIONS GIVEN BY THE PROJECT TEAM ON HOW TO GET HELP FROM THE POLICE, WOMEN-POLICE DIALOGUES WERE OPEN TO TABOO SUBJECTS DURING THIS FISCAL YEAR. THE TWO GROUPS HAD SINCERE DIALOGUES WHERE WOMEN SPOKE ON SENSITIVE TOPICS. FOR EXAMPLE: "FOUR WOMEN EXPLAINED THE SUFFERING IN THEIR HOUSEHOLDS DUE TO THEIR ABUSIVE AND VIOLENT HUSBAND, WHO HAD EVEN RAPED THEM SEVERAL TIMES". THE FOUR HUSBANDS WERE BROUGHT TO JUSTICE AND ARRESTED. THUS, THE FRANK DISCUSSIONS BETWEEN THE POLICE AND WOMEN REPRESENT A NOTABLE INCREASE IN TRUST BETWEEN WOMEN AND POLICE, WHICH IS DIRECTLY A RESULT OF THE PROJECT'S INTERVENTIONS. YOUTH-POLICE DIALOGUES IMPROVED COMMUNITY RELATIONSHIPS AND REDUCED CORRUPTION IN SIGUIRI: THE YOUTH-POLICE DIALOGUES HAVE ALLOWED YOUTH TO DENUNCIATE POLICE OFFICERS WHO WERE RACKETING THE POPULATION OF SIGUIRI. INDEED, DURING A DIALOGUE, A YOUNG ACTIVIST WHO IS A LOCAL JOURNALIST INFORMED THE POLICE OFFICERS THAT SOME OF THEIR COLLEAGUES IMPLEMENTED CHECKPOINTS, IN WHICH A FEE IS ASSESSED FOR PASSAGE. YET, A PRESIDENTIAL DECREE HAS ORDERED THE REMOVAL OF ALL THE CHECKPOINTS THROUGHOUT THE NATIONAL TERRITORY. AS SOON AS INFORMED, THE CENTRAL POLICE COMMISSIONER OF SIGUIRI QUESTIONED THE POLICE OFFICERS RESPONSIBLE OF THIS CORRUPTED ACT AND INSTRUCTED THEM NOT TO PUT THE CHECKPOINTS ON ANY GROUNDS WHATSOEVER. THE COMMISSIONER WENT ALSO TO THE MEDIA TO INFORM THE POPULATION TO KEEP HIM INFORMED IN CASE THEY SAW A CHECKPOINT SOMEWHERE.THE DECISION OF THE POLICE AUTHORITIES AND THE INFORMATION GIVEN BY THE YOUTH SAVED AN ENTIRE COMMUNITY OF AN ENDLESS RACKET. THE COMMUNITY IS VERY SATISFIED WITH THE DECISION OF THE AUTHORITIES TO GIVE THEM ROAD FREEDOM ON THEIR LAND.UNDERSTANDING THE IMPORTANCE OF THESE DIALOGUES, THE PARTICIPANTS IN ALL LOCALITIES REQUESTED TO EXPAND THE NUMBER OF DAYS ALLOTTED TO THE DIALOGUES AND TO OPEN THE DIALOGUES TO MORE WOMEN AND YOUTH IN THEIR COMMUNITIES AND TO ADDITIONAL COMMUNITIES IN THE COUNTRY. THIS LEVEL OF INTEREST POINTS TO AN EFFECTIVE PROJECT WITH GREAT POTENTIAL TO REACH MANY COMMUNITIES.

AFRICA - REFORMING PRETRIAL DETENTION IN KUJE PRISON (REFORM KUJE) PROGRAM (6320) FINANCED BY THE DEPARTMENT OF STATE. THE REFORM KUJE TEAM PROVIDED LEGAL REPRESENTATION TO PRETRIAL DETAINEES IN KUJE PRISON, EDUCATE CITIZENS IN THE ADMINISTRATION OF CRIMINAL JUSTICE ACT (ACJA), AND FOSTER A COLLABORATIVE ENVIRONMENT FOR NIGERIAN AND US LEGAL PRACTITIONERS TO LEARN FROM ONE ANOTHER. THE NETWORK FOR UNIVERSITY LEGAL AID INSTITUTIONS (NULAI), TOGETHER WITH THE LAW CLINIC PARTNERSHIP FOR KUJE PRISON (LCPK) LAW CLINICS AND THE LEGAL AID COUNCIL OF NIGERIA (LACON), CONDUCTED THE MONTHLY PRISON AUDITS. THE AUDITS REVIEWED DATA COLLECTED BY THE CORRECTIONS INFORMATION MANAGEMENT SYSTEM (CIMS) WITH THE PRIMARY PURPOSE OF TRACKING THE IMPLEMENTATION OF RELEVANT PROVISIONS THE ACJA. NULAI CONTINUED TO BUILD RELATIONSHIPS, THROUGH MEETINGS WITH RELEVANT STAKEHOLDERS SUCH AS THE DEPUTY CONTROLLER FCT COMMAND AND THE COMPTROLLER GENERAL, WHO IS IN CHARGE OF THE KUJE CORRECTIONAL CENTER. THE OBJECTIVE OF THE MEETING WAS TO DEMONSTRATE THE IMPACT OF LEGAL REPRESENTATION AND SERVICES PROVIDED BY THE REFORM KUJE PROJECT. SUCH MEETINGS REINFORCE SUPPORT FOR THE PROJECT BY RELEVANT HIGH-LEVEL JUSTICE SECTOR ACTORS.PARTNERS WEST AFRICA NIGERIA (PWAN) CONTINUED ADAPTING ITS COURT OBSERVER APP. IMPLEMENTING PROJECT PARTNERS CONDUCTED TRIAL RUNS TO TEST THE APPS USABILITY AND PROVIDED PWAN WITH FEEDBACK FOR RELEVANT UPDATES. THE APP IS READY FOR USE BY ANDROID USERS BUT AT QUARTER END CONTINUED TO UNDERGO UPGRADES FOR COMPATIBILITY WITH AN IOS SYSTEM. A TOTAL OF 83 INMATES RECEIVED LEGAL REPRESENTATION AT COURT THROUGH THE LCPK PRO-BONO LAWYERS AND LAW STUDENTS FROM THE THREE LCPK CLINICS, UNIVERSITY OF ABUJA, NILE AND BAZE UNIVERSITIES. PRO-BONO LAWYERS AND STUDENTS MADE 20 COURT APPEARANCES THIS QUARTER, 2 CASES WERE DISCHARGED, AND ONE INMATE RELEASED ON BAIL. THE LAWYERS AND STUDENTS VERIFIED A TOTAL OF 207 VERIFICATIONS OF CASES AT COURTS AND 79 AT VARIOUS PROSECUTING AGENCIES. IN JULY, NULAI ORGANIZED A FEEDBACK FORUM FOR PRO-BONO LAWYERS TO DISCUSS DEVELOPMENTS IN THE PROJECT AND TO ADDRESS COMMUNICATION CHALLENGES THE PRO-BONO LAWYERS HAVE BEEN EXPERIENCING.NULAI, PARTNERSGLOBAL AND NEW-RULE WORKED WITH LCPK MEMBERS TO PLAN THREE UPCOMING ACTIVITIES, INCLUDING TWO SKILLS BUILDING TRAININGS: ONE FOR STUDENTS ON INVESTIGATION SKILLS, AND THE OTHER FOR CLINIC TEACHERS ON SUPERVISION SKILLS. THESE WORKSHOPS WILL OVERLAP THE END OF THE CURRENT QUARTER AND NEXT QUARTER AND WILL BE CONDUCTED FROM SEPTEMBER 30 - OCTOBER 5 IN ABUJA. FOLLOWING UP ON THE PRE-TRIAL SERVICES WORKSHOP HELD IN ABUJA IN MAY DURING THE PROJECT'S EXCHANGE VISIT, NEW-RULE, NULAI AND PARTNERS DISCUSSED AND DEVELOPED A CONCEPT NOTE AND OTHER PLANNING MATERIALS FOR A JUSTICE SYSTEM ASSESSMENT (JSA), TO BE INITIATED IN THE NEXT QUARTER. A KUJE PRE-TRIAL COORDINATION COMMITTEE (KPCC) MEETING WAS HELD IN JULY, AND WAS ATTENDED BY THE MINISTRY OF JUSTICE (MOJ), PRISONS, THE NIGERIAN BAR ASSOCIATION (NBA), CIVIL SOCIETY ORGANIZATIONS (CSOS), THE ADMINISTRATION OF CRIMINAL JUSTICE MONITORING COMMITTEE (ACJMC), THE INTERNATIONAL FEDERATION OF WOMEN LAWYERS (FIDA), THE JUDICIARY, NULAI, AND PWAN. DURING THE KPCC, THE COURT OBSERVER APP WAS PRESENTED TO PARTICIPANTS. PWAN ORGANIZED AN AWARENESS RAISING ACTIVITY AT GWAGWALADA AREA COUNCIL IN THE FEDERAL CAPITAL TERRITORY (FCT/ABUJA) IN AUGUST AND SEPTEMBER TO INFORM CITIZENS ABOUT ONGOING EFFORTS TO REDUCE PRE-TRIAL DETENTION IN KUJE PRISON, AND TO INFORM AND SENSITIZE THE COMMUNITY ON THEIR RIGHTS UNDER THE ACJA AND THE CONSTITUTION. PWAN ALSO HELD TWO RADIO PROGRAMS THIS QUARTER, COVERING A RANGE OF ISSUES RELATED TO ARREST AND SEARCH PROTOCOLS, SUCH AS WARRANTS; RIGHTS UNDER THE ACJA; AND DETAINEES' RIGHTS AMONG OTHERS.PWAN PRODUCED AND DISTRIBUTED ITS SECOND QUARTERLY NEWSLETTER THIS QUARTER. THE NEWSLETTER HIGHLIGHTS THE PROGRAM'S ACHIEVEMENTS THUS FAR, PLANS FOR FURTHER IMPLEMENTATION, AND EXPLAINS THE BENEFIT OF THE PROGRAM IN NIGERIA'S WIDER JUDICIAL REFORM EFFORTS.

MENA - YEMEN RAPID RESPONSE SUPPORT (Y2RS) PROGRAM (5660) FINANCED BY THE DEPARTMENT OF STATEPARTNERSGLOBAL, IN COLLABORATION WITH LOCAL AFFILIATE OFFICE PARTNERS YEMEN (PY), MONITORED THE LOCAL SITUATION AND STABILITY IN HODEIDA AND TAIZ AS WELL AS ONGOING CONFRONTATIONS BETWEEN REPUBLIC OF YEMEN GOVERNMENT (ROYG) AND UNITED ARAB EMIRATES (UAE)-BACKED SEPARATIST FORCES IN SOUTHERN YEMEN. AMIDST RAPIDLY CHANGING SECURITY CONDITIONS, PARTNERSGLOBAL/PY WORKED CLOSELY WITH LOCAL PARTNERS AND COMMUNITY LEADERS TO DEVELOP PRIORITY GOVERNANCE AND JUDICIAL INITIATIVE PROPOSALS IN TAIZ FOR CSO APPROVAL AND SUBMIT REFOCUSED SUGGESTED ACTIVITIES UNDER ALL PROGRAM OBJECTIVES, ACCORDING TO CSO'S FEEDBACK AND GUIDANCE. BASED ON ONGOING DISCUSSIONS WITH CSO COLLEAGUES, PARTNERSGLOBAL/PY PUT ALL FURTHER PREPARATION AND WORK IN HODEIDA ON HOLD INDEFINITELY. AS A RESULT, PARTNERSGLOBAL/PY WORKED OVER THE PAST QUARTER TO REFOCUS AND REORIENT PROGRAMMING. IN SUPPORT OF OBJECTIVE 1: IMPROVE THE CAPACITY OF LOCAL CSO'S TO MONITOR CEASEFIRES AND LOCAL SUB-AGREEMENTS IN HODEIDA AND ELSEWHERE, PARTNERSGLOBAL SUBMITTED AN ACTIVITY SHEET ON SEPTEMBER 10 FOR CEASEFIRE MONITORING AND COMMUNITY POLICING ACTIVITIES IN TAIZ. BASED ON PY'S DISCUSSIONS WITH LOCAL PARTNERS AND THEIR ASSESSMENTS OF THE CONFLICT DYNAMICS, PARTNERSGLOBAL ALSO SUBMITTED AN ACTIVITY SHEET FOR A RAPID NEEDS ASSESSMENT (RNA) IN AL DHALEA ON SEPTEMBER 10. SIMILAR TO THE RNA IN TAIZ, THE ASSESSMENT IN AL DHALEA WILL FOCUS ON KEY PRIORITIES AND NEEDS OF THE LOCAL AUTHORITY THAT CAN BE USED TO IMPROVE THE LOCAL GOVERNANCE FUNCTION AND SERVICES. FOLLOWING COMPLETION OF THE BASELINE SURVEY IN TAIZ, PARTNERSGLOBAL/PY AND CONTRACTOR DEVELOPMENT TRANSFORMATIONS (DT) ALSO HELD A JOINT DISCUSSION ABOUT THE APPROACH TO ADDITIONAL DATA COLLECTION. PARTNERSGLOBAL/PY REVIEWED AND ANALYZED TAIZ DIALOGUE PARTICIPANT SURVEY RESPONSES, WHICH WILL BE USED TO INFORM SMALL GRANTS MONITORING AND EVALUATION THROUGHOUT THE PROGRAM.
