EDUCATION AND TRAINING: EACH YEAR, PERF IDENTIFIES THE MOST IMPORTANT ISSUES FACING POLICE DEPARTMENTS NATIONWIDE, AND ADDRESSES THOSE ISSUES BY CONDUCTING RESEARCH, SURVEYS, AND INTERVIEWS OF LAW ENFORCEMENT OFFICIALS. IN 2020, THE COVID-19 PANDEMIC REQUIRED PERF TO SUSPEND MOST IN-PERSON CONFERENCES AND SHIFT TO ONLINE MEETINGS AND INTERVIEWS OF EXPERTS. PERF ALSO HAS IMPLMENTED A SHIFT TOWARD ISSUING DAILY REPORTS OF OUR FINDINGS, RATHER THAN REPORTS THAT REQUIRE MONTHS TO PREPARE. MAJOR TOPICS IN 2019-20 INCLUDE EVERY ASPECT OF HOW THE COVID-19 PANDEMIC HAS IMPACTED POLICING; MANAGEMENT OF PROTESTS, DEMONSTRATIONS, AND REFORM PROPOSALS FOLLOWING THE DEATH OF GEORGE FLOYD; AND OTHER MATTERS, SUCH AS ASSISTING VICTIMS OF MASS VIOLENCE; THE POLICE ROLE IN ADDRESSING HUMAN TRAFFICKING; (CONTINUED ON SCHEDULE O) (CONTINUATION FROM PAGE 2) CHANGES IN THE ROLE OF LESS-LETHAL TECHNOLOGIES IN POLICING; COOPERATION BETWEEN POLICE AND PROSECUTORS; AND OTHER MATTERS.
DEMONSTRATION AND TECHNICAL ASSISTANCE: PERF PROVIDES DIRECT TECHNICAL ASSISTANCE ON SPECIFIC ISSUES IN POLICING TO LAW ENFORCEMENT AGENCIES. FUNDERS INCLUDE FEDERAL GOVERNMENT AGENCIES, PRIVATE FOUNDATIONS, AND CITY AND COUNTY GOVERNMENTS THAT REQUEST SUCH ASSISTANCE. RECIPIENTS OF SUCH ASSISTANCE IN 2019-20 INCLUDE ATLANTA, GA; SPRINGFIELD, MA; PRINCE GEORGE'S COUNTY, MD; VANCOUVER, WA; WELLESLEY COLLEGE; AND OTHER JURISDICTIONS.PERF ALSO PROVIDES TRAINING TO POLICE AGENCIES ON PERF'S "ICAT" PROGRAM (INTEGRATING COMMUNICATIONS, ASSESSMENT, AND TACTICS), WHICH HELPS PREVENT UNNECESSARY USE OF FORCE BY POLICE AND PROMOTES BETTER OUTCOMES IN INCIDENTS THAT INVOLVE SUBJECTS WITH (CONTINUED ON SCHEDULE O) (CONTINUATION FROM PAGE 2) MENTAL ILLNESS, OR OTHER MENTAL HEALTH CRISIS, OR OTHER CONDITIONS THAT CAN CAUSE THEM TO BEHAVE UNPREDICTABLY. RECENT RECIPIENTS OF THIS TRAINING INCLUDE NUMEROUS POLICE AND SHERIFFS DEPARTMENTS ACROSS THE UNITED STATES.
