THE R STREET INSTITUTE IS A NONPROFIT, NONPARTISAN, PUBLIC-POLICY RESEARCH ORGANIZATION ("THINK TANK"). OUR MISSION IS TO ENGAGE IN POLICY RESEARCH AND OUTREACH TO PROMOTE FREE MARKETS AND LIMITED, EFFECTIVE GOVERNMENT. (CONTINUED ON SCHEDULE O)

GOVERNANCE:THE GOVERNANCE DEPARTMENT STRIVES TO ASSESS AND IMPROVE THE STATE OF AMERICA'S NATIONAL SYSTEM OF SELF-GOVERNANCE. IT PRODUCES RESEARCH PAPERS AND POPULAR WRITING ABOUT ALL THREE BRANCHES OF GOVERNMENT- LEGISLATIVE, JUDICIAL, AND EXECUTIVE- AND ELECTIONS. THE DEPARTMENT CO-DIRECTS THE LEGISLATIVE BRANCH CAPACITY WORKING GROUP WITH NEW AMERICA AND MEETS WITH CONGRESSIONAL STAFF AND MEMBERS TO DISCUSS CONGRESSIONAL AND GENERAL GOVERNMENT REFORM ISSUES. THE GOVERNANCE DEPARTMENT ALSO HAS RESEARCH PROJECTS ON FISCAL AND BUDGET POLICY AND ON SCIENCE AND GOVERNANCE.
CRIMINAL JUSTICE:THE CRIMINAL JUSTICE POLICY PROGRAM PRODUCES RESEARCH AND COMMENTARY ON PUBLIC POLICY RELATED TO ALL STAGES OF THE JUSTICE SYSTEM. THIS INCLUDES POLICING, PRETRIAL AND DETENTION, CORRECTIONS, JUVENILE JUSTICE AND REENTRY POLICY. WE WORK ACROSS THE IDEOLOGICAL SPECTRUM TO PROVIDE POLICYMAKERS WITH REFORMS THAT PRIORITIZE HUMAN DIGNITY, PUBLIC SAFETY, DUE PROCESS, INDIVIDUAL LIBERTY, STRONG FAMILIES, AND FISCAL RESPONSIBILITY. WE ENGAGE WITH STAKEHOLDERS AT THE FEDERAL AND STATE LEVELS TO UPLIFT JUSTICE REFORMS CONSISTENT WITH CENTER-RIGHT PRINCIPLES AND TO IMPROVE THE EFFICACY AND DIGNITY OF THE JUSTICE SYSTEM. OUR EFFORTS INCLUDE, BUT ARE NOT LIMITED TO, A PUSH TO IMPROVE ACCOUNTABILITY AND TRANSPARENCY AMONG POLICE DEPARTMENTS, EFFORTS TO CLEAR CRIMINAL RECORDS AND ENHANCE THE ECONOMIC AND REENTRY PROSPECTS OF THE FORMERLY INCARCERATED, REFORMING OUR PRE-TRIAL PROCESS SO IT IS MORE CONSISTENT WITH NOTIONS OF DUE PROCESS AND THE PRINCIPLE OF LIMITED GOVERNMENT. WE ALSO WORK TO REFORM HOW THE SYSTEM ENGAGES WITH YOUNG PEOPLE AND ADULTS ON PROBATION. AS A RESULT OF OUR TEAM'S WORK WE HAVE SEEN DEEP AND MEANINGFUL CHANGE AT THE FEDERAL AND STATE LEVEL. IN 2018, CONGRESS PASSED THE FIRST STEP ACT AND THE JUVENILE JUSTICE REFORM ACT AND, IN 2019, CONGRESS PASSED THE FAIR CHANCE ACT. MOREOVER, WE HELPED THE SUCCESSFUL INITIATIVES IN MISSOURI AND MICHIGAN THAT PASSED RAISE-THE-AGE LEGISLATION, AND IN NORTH CAROLINA AND LOUISIANA, THAT PASSED LEGISLATION TO EXPAND AND AUTOMATE CRIMINAL RECORD CLEARING. R STREET EXPERTS HAVE TESTIFIED IN NUMEROUS LEGISLATURES, PARTICIPATED IN POLICY CONVERSATIONS AT THE WHITE HOUSE, AND HAVE PUBLISHED WRITTEN POLICY PIECES IN TOP NATIONAL AND STATE OUTLETS.
TECHNOLOGY & INNOVATION:THE TECHNOLOGY AND INNOVATION POLICY PROGRAM CONDUCTS RESEARCH AROUND THE PUBLIC POLICY FRAMEWORKS THAT GOVERN BOTH ESTABLISHED AND EMERGING TECHNOLOGIES. WE AIM TO RESEARCH AND DEVELOP WORKABLE POLICY SOLUTIONS FOR INTERNET GOVERNANCE, ANTITRUST POLICY, ARTIFICIAL INTELLIGENCE, INTELLECTUAL PROPERTY AND OTHER ISSUES WHILE DEVELOPING A CASE AGAINST POLICY PROPOSALS THAT ARE NOT LIKELY TO ADVANCE INNOVATION OR PROGRESS. WE RECOGNIZE THE IMPORTANCE OF GOVERNMENT IN CERTAIN, LIMITED CIRCUMSTANCES SUCH AS SUPPORTING BASIC RESEARCH AND PROVIDING CERTAIN INFRASTRUCTURE. IN THESE CASES, WE RESEARCH AND DEVELOP POLICY PROPOSALS THAT WOULD HELP TO DO THESE THINGS MORE EFFECTIVELY.
