BETH AND DAVID GEDULD PROGRAM ON ARAB POLITICS: THE WASHINGTON INSTITUTE'S PROGRAM ON ARAB POLITICS FOCUSES ON SOCIAL, POLITICAL, AND ECONOMIC DEVELOPMENTS IN THE ARAB WORLD, A GEOGRAPHIC AREA STRETCHING FROM NORTH AFRICA TO IRAQ, WITH THE EXCEPTION OF THE GULF STATES (WHICH ARE INCLUDED IN THE INSTITUTE'S PROGRAM ON GULF AND ENERGY). IN 2019, THE FOCUS OF THE PROGRAM WAS INCREASINGLY SPLIT BETWEEN SYRIA, ASSESSING THE CONSEQUENCES OF WITHDRAWING US TROOPS AND THE IMPACT OF TURKISH MOVES IN BOTH NE AND NW SYRIA; IRAQ, WHERE THE COUNTRY WAS SHAKEN BY UNPRECEDENTED POPULAR PROTESTS; LEBANON, WHICH WITNESSED MASSIVE POPULAR PROTESTS AND THE BEGINNING OF AN ECONOMIC CRISIS; AND LIBYA, WHERE FOREIGN INTERVENTION FUELED A NEW ROUND OF CONFLICT. AMBASSADOR BARBARA LEAF DIRECTED THE PROGRAM WITH THE SUPPORT OF 9 FULL-TIME SENIOR FELLOWS, CROSS-COLLABORATION WITH FELLOWS FROM OTHER PROGRAMS, VISITING FELLOWS, AND NON-RESIDENT ASSOCIATES. IN 2019, SCHOLARS IN THE ARAB POLITICS PROGRAM WERE CONSULTED EXTENSIVELY BY US GOVERNMENT OFFICIALS IN THE EXECUTIVE BRANCH AND TESTIFIED A NUMBER OF TIMES BEFORE CONGRESS. IN 2019, SCHOLARS FROM THIS PROGRAM WERE CITED FREQUENTLY IN THE MEDIA AND APPEARED REGULARLY ON RADIO AND TELEVISION. THE INSTITUTE PUBLISHED AND DISTRIBUTED 77 ARTICLES BY PROGRAM SCHOLARS. FURTHERMORE, PROGRAM SCHOLARS PUBLISHED 39 ARTICLES IN VARIOUS NEWSPAPERS, SCHOLARLY JOURNALS, AND ONLINE PUBLICATIONS. THE PROGRAM HELD 3 POLICY FORUMS AND NUMEROUS IN-HOUSE ROUNDTABLES.
THE PROJECT ON ARAB-ISRAEL RELATIONS: THE PROJECT, WHICH WAS RENAMED THIS YEAR AND WAS FORMERLY CALLED THE PROJECT ON THE MIDDLE EAST PEACE PROCESS, FOCUSES ON THE RELATIONSHIP BETWEEN ISRAEL AND ARAB COUNTRIES IN THE MIDDLE EAST, INCLUDING THE ISRAELI-PALESTINIAN CONFLICT. PROGRAM DIRECTOR, DAVID MAKOVSKY WORKS WITH AMBASSADOR DENNIS ROSS, DAVID POLLOCK, GHAITH AL-OMARI AND A CROSS-COLLABORATION WITH FELLOWS FROM OTHER PROGRAMS, VISITING FELLOWS, AND NON-RESIDENT ASSOCIATES. THIS YEAR, THE INSTITUTE HOSTED FORMER IDF CHIEF OF STAFF GENERAL GADI EISENKOT FOR 6 MONTHS, THE THIRD FORMER IDF CHIEF OF STAFF TO SERVE AS THE INSTITUTE'S IDF FELLOW. PROJECT PARTICIPANTS APPEARED FREQUENTLY ON TELEVISION AND RADIO AND PROGRAM SCHOLARS PUBLISHED 32 ANALYSIS IN SCHOLARLY JOURNALS, NEWSPAPERS AND ONLINE PUBLICATIONS. THE INSTITUTE PUBLISHED AND DISTRIBUTED 27 ARTICLES BY PROGRAM SCHOLARS. THE PROGRAM HELD 3 POLICY FORUMS AND NUMEROUS IN-HOUSE ROUNDTABLES.
JEANETTE AND ELI REINHARD PROGRAM ON COUNTERTERRORISM AND INTELLIGENCE: THE JEANETTE AND ELI REINHARD PROGRAM ON COUNTERTERRORISM AND INTELLIGENCE (CTI) FOCUSES ON PROVIDING POLICY-RELEVANT ANALYSIS OF KEY TERRORISM AND INTELLIGENCE ISSUES AND TRENDS, ESPECIALLY AS THEY RELATE TO U.S. POLICY TOWARD THE MIDDLE EAST. THE RESEARCH AND PRODUCTION PLAN OF CTI IS FOCUSED ON FOUR KEY ISSUE AREAS: (1) GLOBAL JIHADIST MOVEMENT TERRORISM (AL QAEDA, ISLAMIC STATE); (2) TERRORISM IN THE ARAB-ISRAELI ARENA (HAMAS, PALESTINIAN ISLAMIC JIHAD, JEWISH EXTREMISTS); (3) IRANIAN SPONSORSHIP OF TERRORISM (HEZBOLLAH, IRAN'S REVOLUTIONARY GUARD AND QODS FORCE); (4) COMBATING THE FINANCING OF TRANSNATIONAL THREATS (TERROR FINANCE, PROLIFERATION FINANCE, IRAN SANCTIONS, JCPOA); (5) COUNTERING VIOLENT EXTREMISM (COUNTER-RADICALIZATION). THE CTI PROGRAM IS LED BY DR. MATTHEW LEVITT, THE FOUNDING DIRECTOR OF THE PROGRAM WHO CAME TO THE WASHINGTON INSTITUTE FROM THE FBI WHERE HE HAD SERVED AS A COUNTERTERRORISM ANALYST AND PLAYED LEADING ROLES IN THE INVESTIGATIONS OF THE MILLENNIAL BOMB PLOT AND SEPTEMBER 11 ATTACKS. THE PROGRAM ALSO INCLUDES AARON ZELIN, AND FELLOW KATHERINE BAUER.CTI FELLOWS PUBLISHED ANALYSIS IN SCHOLARLY JOURNALS, ON THE OP-ED PAGES OF THE NATION'S ELITE NEWSPAPERS, AND IN THE FORM OF THE WASHINGTON INSTITUTE'S FLAGSHIP POLICYWATCH SERIES. IN 2019, SCHOLARS FROM THIS PROGRAM WERE CITED FREQUENTLY IN THE MEDIA AND MADE FREQUENT APPEARANCES ON RADIO AND TELEVISION. THE INSTITUTE PUBLISHED AND DISTRIBUTED 14 ARTICLES BY CTI SCHOLARS, AND THOSE SCHOLARS HAD A FURTHER 13 ARTICLES IN NEWSPAPERS, SCHOLARLY JOURNALS AND ONLINE PUBLICATIONS. CTI SCHOLARS HELD MANY MEETINGS WITH U.S. GOVERNMENT OFFICIALS AND PARTICIPATED IN MULTILATERAL AND FOREIGN EXCHANGES.
