THE GEORGIA CHAMBER OF COMMERCE FOUNDATION UNDERTAKES ACTIVITIES, WHICH EDUCATE THE PUBLIC ON SUBJECTS USEFUL TO THE INDIVIDUAL AND BENEFICIAL TO THE COMMUNITY THE FOUNDATION PRIMARILY FOCUSES ON THE ISSUES OF HEALTH CARE AND WORK FORCE DEVELOPMENT IN THE STATE OF GEORGIA. THE FOUNDATION PROMOTES DEVELOPMENT OF POLICIES IN GEORGIA WHICH ADDRESS THE CRISIS IN HEALTH CARE FINANCING AND ITS IMPACT ON GEORGIA BUSINESSES AND EMPLOYEES. THE FOUNDATION ALSO IS INVOLVED IN ACTIVITIES TO IMPROVE THE TRAINING AND MARKETABILITY OF GEORGIA'S WORK FORCE TO BRING HEALTHY ECONOMIC GROWTH TO ALL PARTS OF THE STATE
IN 2019, THE GEORGIA CHAMBER OF COMMERCE FOUNDATION (THE FOUNDATION) WAS INTEGRAL IN SETTING THE LONG-TERM STRATEGIC DIRECTION OF THE GEORGIA CHAMBER OF COMMERCE BY EXAMINING EMERGING TRENDS AND PERFORMING POLICY AND DATA ANALYSIS.BUILDING ON THE WORK OF GEORGIA 2030, THE FOUNDATION LAUNCHED A NEW STRATEGIC INITIATIVE, THE NEW GEORGIA ECONOMY. AS TECHNOLOGY IS RAPIDLY ADVANCING AND OUR ECONOMY IS EVER EVOLVING, NEW OPPORTUNITIES AND NEW RISKS ARE CREATED. THESE NEW MARKETS, DEMANDS, OPPORTUNITIES AND RISKS RESULT IN A VERY DIFFERENT WORLD ECONOMY THAT IS CONSTANTLY EVOLVING AND DISRUPTING BUSINESS, EDUCATION, AND GOVERNING. THE NEW ECONOMY OFFERS THE PROMISE OF A RENAISSANCE FOR RURAL COMMUNITIES AND NEGLECTED CITY CENTERS. IT OFFERS ECONOMIC MOBILITY THAT MOVES PEOPLE FROM POVERTY TO PROMISING FUTURES. IT OFFERS A CATALYST TO TACKLE OUR MOST PRESSING PROBLEMS. BUT THERE ARE ALSO RISKS OF POLITICAL DIVISIVENESS, CYBER-ATTACKS, THE WAR FOR TALENT, JOB DISPLACEMENT AND INCOME INEQUALITY. THE FOUNDATION WILL FOCUS ON CRAFTING POLICIES TO DEAL WITH CONCEPTS LIKE PORTABLE BENEFITS, CREATIVE CONNECTIVITY, LIFELONG LEARNING, CLIMATE AND HEALTHCARE DELIVERY IN ORDER TO ENSURE GEORGIA REMAINS PROSPEROUS. THIS WILL BE CONDUCTED THROUGH DATA ANALYSIS AND VISUALIZATION AND WILL BE PRESENTED TO EXTERNAL STAKEHOLDERS, LOCAL CHAMBERS, AND COMMUNITY GROUPS.BY EXPANDING DATA ANALYSIS AND VISUALIZATION, GCC FOUNDATION SUPPORTED WORK DEVELOPING NEW PRESENTATIONS USED FOR NUMEROUS COMMUNITY MEETINGS AS WELL AS AD HOC REQUESTS FROM LOCAL CHAMBERS AND COMMUNITY GROUPS LOOKING TO BETTER UNDERSTAND HOW TO DEVELOP PARTNERSHIPS THAT WILL ENABLE LASTING IMPACTS.THE FOUNDATION CONTINUED TO WORK ON A GRANT FROM BILL AND MELINDA GATES FOUNDATION CALLED THE SMART DECISIONS COALITION. THROUGH THE GRANT, THE FOUNDATION WORKED TO EXAMINE BARRIERS TO POST- SECONDARY SUCCESS FOR GEORGIANS AND OPPORTUNITIES FOR POLICY INTERVENTIONS TO ADVANCE THE STATE'S WORKFORCE. THE FOUNDATION FOCUSED ON EDUCATION AND OUTREACH, SUPPORTING THE STATE SENATE STUDY COMMITTEE ON HIGHER EDUCATION OUTCOMES AS THEY WORKED TO UNDERSTAND BARRIER TO ACCESS TO POST-SECONDARY EDUCATION FOR STUDENTS ACROSS THE STATE. THE FOUNDATION SPENT A CONSIDERABLE AMOUNT OF TIME DEVELOPING A FINAL REPORT THAT PROVIDES POLICY SOLUTIONS TO STATE LAWMAKERS, LOCAL GOVERNMENTS AND LOCAL CHAMBERS OF COMMERCE ACROSS THE STATE. THIS WILL BE RELEASED IN EARLY 2020. THE TALENT AND LEADERSHIP COMMITTEE CONTINUED TO SUPPORT THE GEORGIA CHAMBER HIGH POTENTIALS LEADERSHIP PROGRAM IN 2019. THIS PROGRAM ACCELERATES THE DEVELOPMENT OF FUTURE LEADERS WITHIN COMPANIES BY TEACHING PARTICIPANTS HOW TO EFFECTIVELY AND AUTHENTICALLY REPRESENT THEIR COMPANY IN EXTERNAL ENVIRONMENTS. THE CORE AREAS OF FOCUS ARE CORPORATE SOCIAL RESPONSIBILITY, COMMUNITY ENGAGEMENT AND PUBLIC AFFAIRS. THE COMMITTEE ALSO FOCUSED ON HIGHER EDUCATION ACCESS AND OUTCOMES, WORKING WITH THE COLLEGE ADVISING CORPS, THE TECHNICAL COLLEGE SYSTEM OF GEORGIA, THE GEORGIA CHARTER SCHOOL ASSOCIATION, THE GEORGIA LEADERSHIP INSTITUTE FOR SCHOOL IMPROVEMENT, THE GEORGIA DEPARTMENT OF EARLY CARE AND LEARNING, AND THE GEORGIA STUDENT FINANCE COMMISSION. THE HEALTH AND WELLNESS COMMITTEE EXAMINED THE ECOSYSTEM THAT SURROUNDS GETTING BIOPHARMACEUTICALS FROM RESEARCH TO CLINICAL TRAILS TO PATIENTS AND THE COMPLEX PRICING THAT IS INVOLVED. THE COMMITTEE VISITED THE CDC, TO LEARN ABOUT CURRENT PRIORITIES AND THE CDC'S IMPACT ON THE STATE'S ECONOMY. WHILE THERE THE COMMITTEE DISCUSSED PREPAREDNESS, OPIOIDS, HIV AND RURAL HEALTHCARE AS PART OF A ROUNDTABLE DISCUSSION. THE COMMITTEE DISCUSSED THE AMERICAN CANCER SOCIETY'S BRIGHTEDGE VENTURE FUND, WHICH INVEST IN FOR-PROFIT COMPANIES THAT BRING INNOVATIVE CANCER-FOCUSED THERAPIES AND TECHNOLOGY TO MARKET. ADDITIONALLY, COMMITTEE DISCUSSED THE FUTURE OF HEALTHCARE, WHICH WILL BE A CONTINUED AREA OF FOCUS IN 2020.THE BUSINESS CLIMATE COMMITTEE FOCUSED MUCH OF 2019 ON TAX REFORM AND TAX INCENTIVES EVALUATION. THE COMMITTEE DISCUSSED DIFFERENT VERSIONS OF MARKETPLACE FACILITATOR LEGISLATION THAT STATES HAVE ADOPTED AND REVIEWED GEORGIA'S PROPOSED LEGISLATION. A MARKETPLACE FACILITATOR WORKING GROUP WAS CREATED AS A RESULT OF THIS DISCUSSION. THE COMMITTEE FOCUSED ON THE IMPORTANCE OF A SKILLED WORKFORCE TO PROMOTE A STRONG SOUTHERN ECONOMY, HIGHLIGHTING EXISTING SKILLS GAPS, THE NEED FOR RE-TRAINING OF INDIVIDUALS, AND POTENTIAL POLICY SOLUTIONS. THE INNOVATION AND TECHNOLOGY COMMITTEE FOCUSED ON THE NEW GEORGIA ECONOMY IN THE AGE OF ARTIFICIAL INTELLIGENCE, INCLUDING THE EVOLUTIONARY NATURE OF THE FUTURE OF WORK AND THE NEED FOR COMPANIES TO ADAPT AND CHANGE IN ORDER TO BE SUCCESSFUL IN THIS NEW TECHNOLOGICAL AGE. THE COMMITTEE SUPPORTED THE GEORGIA STATE STUDY COMMITTEE ON PORTABLE BENEFITS AND FOCUSED ON THE IMPORTANCE OF A PORTABLE BENEFITS DELIVERY MECHANISM AS GEORGIA'S WORKFORCE AND INDUSTRIES CONTINUE TO EVOLVE. THE COMMITTEE WILL CONTINUE TO SUPPORT THE STATE SENATE AS THEY EXAMINE PORTABLE BENEFITS FURTHER IN 2020. THE COMMITTEE ALSO ESTABLISHED A CYBER SECURITY WORKING GROUP THAT SUPPORTED STATE SENATOR BRUCE THOMPSON AS HE DRAFTED THE DATA PROTECTION ACT, WHICH WAS INTRODUCED DURING THE 2020 LEGISLATIVE SESSION.THE LAW AND JUDICIARY COMMITTEE CONTINUED TO PROVIDE A VENUE FOR BUSINESSES TO SUBMIT AMICUS CURIAE UNDER THE UNIFIED BANNER OF THE GEORGIA CHAMBER. THE COMMITTEE ASSEMBLED IN-HOUSE AND CORPORATE COUNSEL TO VET AND DRAFT BRIEFS SUBMITTED TO THE STATE SUPREME COURT AND STATE COURT OF APPEALS.THE ENERGY AND NATURAL RESOURCES COMMITTEE PREPARED AND SUBMITTED COMPREHENSIVE PUBLIC COMMENTS ON EPA'S DEFINITIONS OF THE WATER OF THE UNITED STATES RULEMAKING PROPOSAL. THE COMMITTEE PREPARED AND SUBMITTED DRAFT REGULATIONS TO THE GEORGIA DEPARTMENT OF NATURAL RESOURCES REGARDING THE GEORGIA OUTDOOR STEWARDSHIP ACT. THE COMMITTEE ALSO PARTICIPATED IN THE GEORGIA CLIMATE CONFERENCE, WHERE CHAMBER CEO CHRIS CLARK HOSTED A PANEL DISCUSSION ON THE BUSINESS COMMUNITY'S ROLE IN MITIGATING CLIMATE CHANGE IMPACTS.
