Organizations Filed Purposes: Easterseals Hawaii (ESH) provides exceptional, individualized, family-centered services to empower people with disabilities or special needs to achieve their goals and live independent, fulfilling lives.

Early Intervention (EI): Despite the circumstances of 2020, Easterseals Hawaii's Early Intervention (EI) program, the state's largest provider of EI was able to maintain continuity of care and support for 96% of children and families enrolled in the EI program - serving on average 675 children per month. By quickly pivoting all support to telehealth, ESH was able to ensure children 0-3 years of age could continue to close the developmental gap via individualized treatment plans that address delays in overall development, motor skills and language. Remotely, Early Interventionists helped support families through education and coaching, consultation with schools, childcare agencies and other service providers. Telehealth has seen strong adoption with EI families due to the shelter-in, but it has also proven to deliver positive outcomes with greater flexibility for families. Given this, the outlook for 2021 and beyond is that telehealth will become woven into the fabric of service planning for families in their Individualized Family Service Plans as a new standard of care. In 2020, ESH also completed the state's RFP process to secure funding for the program for an additional three years. ESH looks forward to expanding this important program, as recognizing a delay in children early, being able to offer an assessment and move them quickly into treatment is essential to helping children catch up during critical stages of development.

Adult Home and Community-Based Services: In 2020, ESH's Adult Home and Community-Based Services, a statewide Medicaid waiver program that supports individuals with disabilities age 18 and beyond, was able to quickly transition when in person group services closed in late March. Services that had typically been delivered in a group setting were modified to one-on-one supports in participants' homes providing continuity of critical services to a large number of participants at a very vulnerable time. Despite the challenges of the pandemic, the Adult Services Program was able to support approximately 40 clients per month just post the shelter-in and then worked up to more than 150 by end of year. During this time, significant investments were also made in staff training to expand expertise and build important competencies to support remote-based services and to ready the team to focus on employment services for participants in 2021 and beyond. Critical programs like this offer participants socialization while focusing on increasing and improving participants' skills and independence in a variety of areas while actively engaging and integrating them in the community and among peers.

Autism Services: In 2020, ESH's Autism program accelerated its commitment to build a multi-disciplinary practice with a focus on telehealth and an important new type of care called Parent Led. This modality teaches parents and caregivers how to provide Applied Behavior Analysis techniques anywhere, anytime when it works best for the family. In support of this, the organization made significant investments in training for staff and on work to elevate the community's awareness of ESH's Autism program. Focused on setting the stage for significant expansion of services in 2021, the flexibility and independence of the telehealth and Parent Led programs built in 2020 will allow ESH to support families that are looking for outcomes-based care that fits into their busy family lives. To ensure families have access, the team met with insurance providers to share the importance of broadening the care delivery modalities that are covered under their members benefits. Starting with just a handful of clients in the fall, the Autism program had grown to include eleven participants receiving services via telehealth by the end of year.
