since most ocean related serious injuries and deaths occur disproportionately among visitors, many of whom visit from other countries or speak a second language at home in the US, education materials need to be in a language that the visitor speaks in order for ocean safety rules, policies and guidelines to be understood for the ultimate goal of preventing and reducing deaths from ocean drownings, near drownings, and spinal cord injuries and educating them about conservation and stewardship.
