RDFC encourages economic diversification and community vitality through the generation of funding that supports sustainable asset building.
To provide financing for new or expanding businesses and community development projects in ND.
To encourage economic diversification and revitalization of rural communities in North Dakota and adjacent states, create employment and increase income for displaced farmers and low-income persons, and to enhance essential community services and facilities. To act as an intermediary lender and to develop a sustainable revolving loan pool for rural development lending pursuant to federal regulations and statutes and to provide technical assistance for rural economic development projects. To do all things necessary, suitable, and proper for the accomplishment of any of the purposes or the attainment of the objectives hereinabove stated, either alone or with other corporations, cooperatives, associations, firms or individuals, and to every other act or thing incidental to or growing out of such purpose. In 2019, the following loans were made: N&C Foods - $100,000 participation loan for 20 years at 2% (refinancing existing debt and operating capital); City of Courtenay - $135,000 for 10 years at 2% (construction of a new community center); Valley City-Barnes County Development Corporation - $8,696 for 10 years at 0% until Flex PACE proceeds are expended and ten 2% until paid off (interest buydown for Foell Chiropractic Clinic); Valley City-Barnes County Development Corporation - $16,667 for 10 years at 2% (Flex PACE interest buydown to transition Wagon Wheel Inn to Econolodge); Heidi Smith - $75,000 loan (advanced $68,877.77 as of 12/31/19 with remaining advances occurring in 2020) for 10 years at 2% (addition on to existing home for expanded daycare space); Valley City-Barnes County Development Corporation - $2,861 for 10 years at 2% (Flex PACE interest buydown to purchase building and equipment for Brockopp Brewing, LLC); Valley City-Barnes County Development Corporation - $4,063 for 10 years at 2% (Flex PACE interest buydown to purchase business, inventory, and other expenses for Dakota Silver); Valley City-Barnes County Development Corporation - $7,700 for 10 years at 2% (Flex PACE interest buydown for purchase of building, building improvements, and equipment to establish Wild Prairie Bakery);. 2019 Loan Total $343.864.77.
