Organizations Filed Purposes: THE SOUTHERN ALLIANCE FOR CLEAN ENERGY PROMOTES RESPONSIBLE ENERGY CHOICES TO ENSURE CLEAN, SAFE AND HEALTHY COMMUNITIES THROUGHOUT THE SOUTHEAST.

CLEAN ENERGY SACE RELEASED OUR SECOND ANNUAL "SOLAR IN THE SOUTHEAST" REPORT WITH UPDATED DATA AND ANALYSIS THROUGH 2018, AND PROVIDING A LOOK AHEAD WITH A FOUR-YEAR FORWARD FORECAST TO 2022. ONCE AGAIN THE REPORT PROVIDES AN EQUITABLE, UNBIASED COMPARISON OF UTILITIES THROUGHOUT THE SOUTHEAST. THE REPORT RANKS UTILITIES ON THE BASIS OF WATTS PER CUSTOMER OF SOLAR POWER SOURCED TO THE CUSTOMER. WE ALSO CALCULATED AND FORECAST TOTAL INSTALLED CAPACITY OF SOLAR POWER FOR STATE COMPARISONS. THROUGHOUT THE 2019 GEORGIA POWER INTEGRATED RESOURCE PLAN (IRP), SACE LEVERAGED STAFF RESOURCES, INTERNAL TOOLS (INCLUDING SENFO: THE SACE ENERGY INFORMATION SYSTEM), AND REPORTING CAPABILITIES (LIKE OUR SOLAR IN THE SOUTHEAST ANNUAL REPORT), ALONG WITH EXPERT WITNESS TESTIMONY TO DEMONSTRATE HOW AN EXPANDED CLEAN ENERGY PORTFOLIO WOULD BE IN THE PUBLIC INTEREST. THE FINAL IRP AS APPROVED BY THE PUBLIC SERVICE COMMISSION (PSC) HOLDS PROMISING ATTRIBUTES, INCLUDING EXPANDED SOLAR BUILDOUT TO MORE THAN DOUBLE WHAT GEORGIA POWER HAD PROPOSED (2,210 MW VS. 1,000 MW); AS WELL AS A 15% INCREASE IN ENERGY EFFICIENCY, WHICH REPRESENTS AN IMPORTANT FORWARD STEP FOR FUTURE GROWTH. THROUGH OUR ELECTRIFY THE SOUTH PROGRAM WORK, SACE EDUCATES AND EMPOWERS INDIVIDUALS, COMMUNITIES, MUNICIPALITIES, POLICYMAKERS, AND UTILITIES THROUGHOUT THE SOUTHEAST TO TRANSITION TO CLEAN, ELECTRIC TRANSPORTATION. WE CONTINUE TO MAINTAIN AND UPDATE OUR PRIMARY ELECTRIC TRANSPORTATION WEBSITE, ELECTRIFYTHESOUTH.ORG, AND IN 2019 LAUNCHED A NEW WEBSITE, DRIVINGONSUNSHINE.ORG, TO PROMOTE ELECTRIC VEHICLE RIDE AND DRIVE EVENTS. EACH MONTH WE SEND TWO DIGITALNEWSLETTERS TO OUR GROWING MEMBERSHIP LIST THAT INCLUDES PEOPLE IN GEORGIA, THE CAROLINAS, FLORIDA AND TENNESSEE AND CONTINUE TO POST REGULARLY ON OUR VARIOUS SOCIAL MEDIA CHANNELS (FACEBOOK, INSTAGRAM, AND TWITTER) TO HIGHLIGHT THE FINANCIAL, ENVIRONMENTAL, AND HUMAN HEALTH BENEFITS OF VEHICLE ELECTRIFICATION, ESPECIALLY FOR OUR REGION.OUR RIDE AND DRIVE AT THE CITY OF WINTER PARK FLORIDA IN PARTICULAR HAD A MAJOR IMPACT ON THEIR DECISION TO MOVE FORWARD WITH 5 ELECTRIC VEHICLES THIS YEAR.

ENERGY EFFICIENCY THROUGHOUT 2019, SACE FOUGHT AGAINST FIXED CHARGE INCREASES AT UTILITIES THROUGHOUT OUR REGION. THE MOST SUCCESSFUL OF THESE CAMPAIGNS WAS IN OPPOSITION TO DUKES PROPOSAL TO TRIPLE THE FIXED FEE FOR SOUTH CAROLINA CUSTOMERS TO 28-29/MONTH. WE ASSEMBLED A COLLABORATIVE CAMPAIGN TO REJECT THIS HIKE; OUR COALITION USED SOCIAL MEDIA, TURNOUT AT PUBLIC HEARINGS, AND COMMUNICATIONS TO THE SC PSC AND LEGISLATORS TO EXPRESS PUBLIC OBJECTION TO THE INCREASE. PUBLIC RESPONSE WAS STRONG; AND THE SOUTH CAROLINA PSCS ORDER, ISSUED IN MAY 2019 APPROVED ONLY A MUCH SMALLER INCREASE OF 3.67 EACH MONTH (VS. THE 19.71 DUKE HAD PROPOSED). THE PSC CITED THE 1,000+ WRITTEN CUSTOMER COMMENTS AND TESTIMONY HEARD AT THE PUBLIC HEARINGS, AS JUSTIFICATION FOR THE CHANGE. THIS VICTORY WILL PREVENT INCREASED ENERGY BURDENS ON FIXED AND LOW-INCOME CUSTOMERS AND SCALE BACK REGRESSIVE RATE STRUCTURES THAT WOULD DISINCENTIVIZE ENERGY EFFICIENCY AND DISTRIBUTED SOLAR. GEORGIA POWER ALSO PROPOSED A FEE HIKE OF NEARLY 8 IN 2019. IN RESPONSE, SACE MOBILIZED GEORGIA POWER CUSTOMERS FROM ACROSS THE STATE TO ATTENDED PUBLIC TOWN HALL MEETINGS AND COLLECTED MORE THAN 100 STORIES THAT CUSTOMERS SUBMITTED TO THE PSC IN OPPOSITION TO THE FEE HIKE, INCLUDING PERSONAL TESTIMONIALS FROM A DISABLED GRANDMOTHER, A SENIOR CITIZEN ON FIXED INCOME, AND A MEDICARE CUSTOMER TRYING TO KEEP BILLS DOWN. OUR FREEZE THE FEES CAMPAIGN IN THE TVA REGION, IN OPPOSITION TO THE KNOXVILLE UTILITY BOARD FIXED CHARGE, GENERATED SIGNIFICANT PUBLIC OUTCRY, AND ULTIMATELY HELPED PRESSURE KUB TO ANNOUNCE IN AUGUST 2019 IT WILL HOLD FIXED FEES FLAT FOR 3 YEARS. SACE PUBLISHED OUR NEWEST EDITION OF OUR ANNUAL ENERGY EFFICIENCY IN THE SOUTHEAST REPORT (PUBLISHED JANUARY 2020), SHOWING THAT SOUTHEASTERN STATES AND UTILITIES CONTINUE TO RELY ON EXPENSIVE, OUTDATED, CARBON POLLUTING FOSSIL FUEL POWER PLANTS WHILE UNDERINVESTING IN ABUNDANT LOW- COST EFFICIENCY RESOURCES. DUKE ENERGY WAS AGAIN THE CLEAR REGIONAL LEADER, DELIVERING OVER HALF OF ALL EFFICIENCY SAVINGS FOR THE SOUTHEAST. THIS REPORT SUPPORTS OUR ADVOCACY WORK THROUGHOUT THE REGION, AND FURTHER ESTABLISHES OUR TECHNICAL EXPERTISE AND PROVIDES OUR ALLIES WITH A KEY TOOL TO PUSH FOR EFFECTIVE EE PROGRAMS ACROSS THE REGION. SACE INTERVENED IN FLORIDA PSC PROCEEDINGS AND SPEARHEADED AN ADVOCACY CAMPAIGN WITH ALLIES THAT GOT A STAGGERING 5,000 COMMENTS INTO THE COMMISSION AND A DOZEN MUNICIPAL RESOLUTIONS CALLING FOR MEANINGFUL EFFICIENCY GOALS. AS A RESULT, THE FLORIDA PSC REJECTED ITS STAFF RECOMMENDATION THAT IT APPROVE THE UTILITIES PROPOSED GOALS OF ZERO, OR NEAR ZERO GOALS. INSTEAD, THE COMMISSION VOTED 4-1 TO MAINTAIN THE CURRENT GOALS (ESTABLISHED IN 2014) THROUGH 2025. WHILE EVEN THE CURRENT GOALS ARE ANEMIC RELATIVE TO OTHER STATES' PERFORMANCE IN CAPTURING ENERGY SAVINGS, IT IS A BETTER OUTCOME THAN THE ZERO, NEAR ZERO, GOALS PROPOSED BY THE UTILITIES. THIS IS A POSITIVE FIRST STEP AND A REPRIEVE FOR OVER 6 MILLION FAMILIES AND BUSINESSES AS THEY WILL CONTINUE TO HAVE ACCESS TO ENERGY EFFICIENCY PROGRAMS THAT WILL HELP THEM REDUCE ENERGY USE, SAVE MONEY ON BILLS, AND LOWER THEIR CARBON FOOTPRINT.

CLIMATE TODAY, THANKS IN PART TO COLLABORATIVE EFFORTS AMONG SACE AND OUR PARTNERS, MORE THAN HALF OF FLORIDA'S COUNTIES, INCLUDING MANY OF THE MOST POPULOUS AND POLITICALLY IMPORTANT ONES, ARE INVOLVED IN CLIMATE RESILIENCY COMPACTS AND COLLABORATIVES; AND MORE SERIOUS CONVERSATIONS ABOUT CLIMATE ARE UNDERWAY IN THE STATE GOVERNMENT FOR THE FIRST TIME IN OVER A DECADE. SACE FLORIDA DIRECTOR SUSAN GLICKMAN CHAIRS THE RESILIENCY COALITION PARTNERS OF THE TAMPA BAY REGIONAL RESILIENCY COALITION AND SERVES ON THE STEERING COMMITTEE OF THE EAST CENTRAL FLORIDA COLLABORATIVE. TOGETHER THESE TWO CENTRAL FLORIDA EFFORTS COMPRISE MORE THAN 60 LOCAL GOVERNMENTS WORKING TOWARD CLIMATE CHANGE RESILIENCE. IN AUGUST 2019 SACE RELEASED OUR FIRST ANNUAL GENERATION & CO2 EMISSIONS REPORT, USING HISTORICAL CARBON EMISSIONS AND PLANNED GENERATION TO ANSWER THE QUESTION OF WHETHER THE SOUTHEAST POWER SECTOR IS ON TRACK TO DECARBONIZE AT A RATE ADEQUATE ENOUGH TO MITIGATE THE CLIMATE CRISIS. SINCE SUMMER 2019, SACE HAS BEEN MEETING WITH LOCAL LEADERS TO ADVOCATE FOR THE DEPLOYMENT OF ELECTRIC TRANSPORTATION AS AN ALTERNATIVE TO OFFSHORE DRILLING. THROUGH OUR PROTECT OUR COAST: DRIVE ELECTRIC CAMPAIGN WE ARE WORKING TO ARTICULATE THE GREAT OPPORTUNITY ELECTRIC VEHICLES POSE BY DIRECTLY OFFSETTING THE FUEL THAT IS PRODUCED BY OFFSHORE DRILLING. OURPROTECT OUR COAST: DRIVE ELECTRIC TOOLKITINCLUDES POLICY RECOMMENDATIONS WITH LINKS TO ORDINANCES AND RESOLUTIONS PREVIOUSLY ADOPTED BY OTHER MUNICIPALITIES, THAT CAN SERVE AS GUIDANCE FOR OTHER CITIES AND COUNTIES AND IS FORMATTED INTO EIGHT CATEGORIES.
