Organizations Filed Purposes:
CHILDREN'S HOSPITALS ALLIANCE OF TENNESSEE ("CHAT") IS ORGANIZED TO CREATE A VOICE FOR CHILDREN TO ENSURE THEIR HEALTH NEEDS ARE MET AND THAT LAWS IN THE STATE ARE ADEQUATE TO PROTECT AND SERVE THEM AND THEIR FAMILIES.
TO ADVOCATE FOR, PROTECT, AND PROMOTE THE HEALTH OF TENNESSEE'S CHILDREN.
2019 HIGHLIGHTS OF CHAT'S WORKWE MET AND SPOKE REPEATEDLY WITH TENNCARE AND WITH ALLIED ORGANIZATIONS UNTIL WE GOT ASSURANCE IN WRITING THAT EARLY PERIODIC SCREENING, DIAGNOSIS, AND TREATMENT (EPSDT) WOULD REMAIN PART OF MEDICAID, IF THE BLOCK GRANT PROPOSAL SUBMITTED TO CENTERS FOR MEDICARE & MEDICAID SERVICES IS APPROVED. WE ALSO WORKED CLOSELY WITH TENNCARE AND OUR ALLIES TO INCLUDE COMPONENTS IN THE BLOCK GRANT PROPOSAL TO HELP MOTHERS, WHICH HELPS FAMILIES, WITH THE EXTENSION OF POSTPARTUM COVERAGE FROM THE CURRENT SIXTY DAYS TO A YEAR AND INCLUDES PRENATAL AND POSTNATAL DENTAL COVERAGE. WE CONTINUED WORKING CLOSELY WITH TENNCARE AND WITH OTHER INTERESTED PROVIDERS AND ADVOCACY ORGANIZATIONS TO FLESH OUT DETAILS FOR IMPLEMENTATION OF THE KATIE BECKETT WAIVER, A PROGRAM TO PROVIDE ASSISTANCE FOR CHILDREN WHO ARE DISABLED AND/OR HAVE COMPLEX MEDICAL CONDITIONS. WITH OTHER ORGANIZATIONS, SUCH AS MARCH OF DIMES, WE SUCCEEDED IN OUR EFFORTS TO PROTECT ITEMS IN THE STATE BUDGET, SUCH AS SOME STATE FUNDING FOR REGIONAL PERINATAL CENTERS, HOSPITALS WHO NOT ONLY HANDLE THE MOST CHALLENGING BIRTHS BUT ALSO PROVIDE TRAINING TO ALL HOSPITALS IN THE STATE SO THAT THEY MAY HANDLE SUCH HAZARDOUS BIRTHS APPROPRIATELY BY STABILIZING FOR TRANSPORT OR DELIVERING, IF THEY MUST. WE ALSO WORKED TO KEEP INTACT FUNDING FOR HOME VISITATION PROGRAMS THAT TARGET FAMILIES MOST AT RISK FOR CHILD MALTREATMENT, MALNUTRITION, OR WHO HAVE A TEEN MOTHER. THESE AND OTHER RISK FACTORS JEOPARDIZE A CHILD'S CHANCE OF THRIVING. WE WORKED AS PART OF A COALITION TO SIGNIFICANTLY INCREASE FUNDING FOR THESE PROGRAMS THROUGH TEMPORARY ASSISTANCE FOR NEEDY FAMILIES FUNDING. THOUGH WE AND OUR PARTNERS DID NOT SUCCEED IN ACHIEVING FULL FUNDING FOR THE TENNESSEE DEPARTMENT OF HEALTH'S REQUEST FOR SMOKING PREVENTION AND CESSATION FUNDING, THE PARTIAL AMOUNT THAT WAS FUNDED THE YEAR BEFORE REMAINED INTACT. AS THIRTY TENNESSEANS A DAY DIE FROM TOBACCO-RELATED CAUSES, WE WILL CONTINUE PERSEVERING. WE WORKED WITH THE TENNESSEE HOSPITAL ASSOCIATION, THE LEGISLATURE, TENNCARE, AND OTHER ENTITIES TO ADDRESS FUNDING ISSUES RELATED TO UNCOMPENSATED CARE FOR HOSPITALS AND TO GRADUATE MEDICAL EDUCATION, SUPPORTING EFFORTS TO INCENTIVIZE PRIMARY CARE PROVIDERS TO PRACTICE IN RURAL AREAS. WE SPOKE WITH TENNCARE REPEATEDLY ABOUT TRANSPORTATION CHALLENGES FOR SOME MEMBERS AND URGED THEM TO CONSIDER INCLUDING A COMPONENT IN AN UPCOMING REQUEST FOR PROPOSAL FOR MANAGED CARE ORGANIZATIONS (MCO) THAT REQUESTS THAT MCO'S CONSIDER AN UBER OR LYFT-STYLE PROGRAM, AS THAT HAS BEEN SHOWN TO WORK MUCH MORE EFFICIENTLY AND EFFECTIVELY FOR MANY MEMBERS IN AREAS WHERE IT HAS BEEN PILOTED. CHAT MEMBERS CONTINUE WORKING ON WAYS TO MORE EFFECTIVELY TACKLE COMPLEX ISSUES RELATED TO PEDIATRIC BEHAVIORAL HEALTH, SO THAT CHILDREN DON'T END UP IN EMERGENCY DEPARTMENTS BUT SEEK AND FIND APPROPRIATE BEHAVIORAL HEALTH HOMES. WE ALSO CONTINUE TO EXPLORE WAYS TO MORE EFFECTIVELY TACKLE CHILD ABUSE. CHAT'S QUALITY AND SAFETY COLLABORATIVE CONTINUES TO WORK TO INCREASE QUALITY AND SAFETY AMONG ALL MEMBER HOSPITALS WITH ALL MEMBER HOSPITALS TEACHING AND LEARNING FROM EACH OTHER. CHAT'S COLLABORATIVE IS CONSISTENTLY RECOGNIZED FOR EXCELLENCE NATIONALLY AND OUR DIRECTOR MAKES NATIONAL PRESENTATIONS.
