Organizations Filed Purposes: NORTHERN METROPOLITAN HOSPITAL ASSOCIATION REPRESENTS AND SUPPORTS EFFORTS OF THE HOSPITALS IN THE HUDSON VALLEY REGION TO ACHIEVE THEIR COLLECTIVE GOAL OF SUSTAINING EXCELLENCE IN HOSPITAL SERVICES, THROUGH THE PROVISION OF A RANGE OF SERVICES, PRIMARILY FOCUSING ON ADVOCACY, THAT FULLY MEETS THE NEEDS OF THE PEOPLE AND BUSINESSES THAT LIVE AND WORK IN THE REGION.

STATE: NORMET AND ITS MEMBER HOSPITALS WORKED WITH THE HEALTHCARE ASSOCIATION OF NEW YORK STATE AND NEW YORK'S ALLIED REGIONAL HOSPITAL ASSOCIATIONS EARLY IN 2019 TO ENSURE PASSAGE OF A FAVORABLE STATE BUDGET. AT THE CONCLUSION OF THE BUDGET PROCESS, NORMET AND ITS PARTNERS WERE SUCCESSFUL IN AVERTING A $550 MILLION CUT TO MEDICAID, HARMFUL CHANGES TO THE INDIGENT CARE POOL, AND THE ENACTMENT OF A SINGLE-PAYER HEALTH SYSTEM AND NURSING STAFFING RATIO BILLS. THE HOSPITAL COUNCIL'S EFFORTS HELPED SECURE THE OUTCOME OF SOMEWHAT FAVORABLE INDEPENDENT DISPUTE RESOLUTION LEGISLATION, WHICH RELATED TO THE ISSUE OF SURPRISE BILLING. NORMET CONTINUED TO WORK DILIGENTLY THROUGHOUT ALL OF 2019 TO HELP MEMBERS FURTHER UNDERSTAND THE STATE'S DELIVERY SYSTEM REFORM INCENTIVE PAYMENT (DSRIP) PROGRAM - THE PROGRAM THROUGH WHICH THE STATE WILL DISTRIBUTE MEDICAID SAVINGS ACCRUED AS A RESULT OF REFORMS. THE PROGRAM ENDS IN MARCH 2020. NORMET AND ITS PARTNERS CONTINUED THEIR ADVOCACY AGAINST THE ADOPTION OF ANY NURSE STAFFING RATIO BILLS AND FOUGHT FOR ADDITIONAL MANAGED CARE REFORMS AND REFORMS RELATED TO BEHAVIORAL HEALTHCARE.

FEDERAL: NORMET AND ITS MEMBER HOSPITALS, ALONG WITH THE HEALTHCARE ASSOCIATION OF NEW YORK STATE AND NEW YORK'S ALLIED REGIONAL HOSPITAL ASSOCIATIONS AND THE AMERICAN HOSPITAL ASSOCIATION, WERE SUCCESSFUL IN GETTING THE SCHEDULED MEDICAID DISPROPORTIONATE SHARE CUTS DELAYED UNTIL MAY 2020, AVOIDED DAMAGING SURPRISE MEDICAL BILLING LEGISLATION, SECURED A WIN REGARDING THE ISSUE OF SITE-NEUTRAL CUTS, AND OBTAINED CHANGES TO THE MEDICARE WAGE INDEX RULE THAT SIGNIFICANTLY LESSENED THE PROPOSED CUTS TO THE REGION'S HOSPITALS. NORMET WAS ALSO VERY ACTIVE IN THE CHALLENGES TO THE SITE-NEUTRAL RULE. A FEDERAL JUDGE ORDERED THE CENTERS FOR MEDICAID AND MEDICARE (CMS) TO REPAY THE NATION'S HOSPITALS FOR THE PAYMENTS WITHHELD IN 2019 UNDER THE SITE-NEUTRAL RULE. NORMET WORKED THROUGHOUT THE YEAR ADVOCATING AGAINST OTHER PROPOSED RULES AND LEGISLATION SUCH AS PUBLIC POSTING OF HOSPITALS' NEGOTIATED PRICES, MEDICARE FOR ALL, AND ANOTHER CHALLENGE TO THE CONSTITUTIONALITY OF THE AFFORDABLE CARE ACT (ACA).
