TO INCREASE THE SUPPLY OF AFFORDABLE HOUSING AVAILABLE FOR LOW AND MODERATE-INCOME PERSONS IN ROCKLAND COUNTY.
RHAC is working the County of Rockland to develop and implement a fair housing marketing plan to provide a minimum of 62 affordable homes for low income households as defined by HUD.RHAC was able to obtain funding from the New York State Division of Housing and Community Renewal to implement a Covid-19 rental assistance program to assist up to 42 households who experienced financial losses due to the coronavirus. In January 2021, RHAC submitted a grant application to continue the program by providing rent subsidies to low income households. In 2019, RHAC acquired 2 tax credit properties, Spring Valley Site III, consisting of 53 apartments for active adults 55 and over and Spring Valley Site IV, consisting of 55 apartments for low-income households.RHAC has partnered with a local church to develop Valley Spring Apartments, consisting of 50 units of affordable rental housing in the Village of Spring Valley. In 2021, RHAC will submit a funding application to New York State Housing and Community Renewal to finance the construction and operations of the proposed project. RHAC was awarded funding from the New York State Housing and Community Renewal to construct 33 units of affordable rental housing in the Village of Nyack. Nine (9) of the units are set aside for individuals with disabilities. The project is completed, and all 33 units are rented to income eligible individuals and families. RHAC became the general partner and currently manages Horizon Seniors I and Horizon Seniors II in Otisville, Orange County, New York. Each tax credit development consists of 24 units each, totaling 48 one- and two-bedroom units for low income seniors. Recently, the NYS Housing Trust Fund Corporation awarded each development with 16 project-based Section 8 Vouchers totaling 36 for both developments.RHAC has partnered with Regan Development to construct 40 rental units for low income adults 55 years of age or older on the Hyenga Lake senior site. RHAC is currently leasing and managing the property.In March 2016, RHAC acquired the general partner interest in Youngblood Senior Housing, a 26-unit tax credit development in the Village of Spring Valley. RHAC owns and manages the complex. This investment has been recorded at cost. Currently, RHAC manages 7 affordable housing developments consisting of 410 apartments in Rockland and Orange Counties. COUNSELINGThe Coalition provides budget, credit, mortgage, homeownership, home maintenance, identity theft, landlord-tenant, and foreclosure prevention counseling to approximately 550 individuals annually. We provide counseling services in Spanish, Creole and English.The Coalition is always seeking new sites to develop affordable housing for low- and moderate-income individuals and families residing in the lower Hudson Valley.
