THE EAST-WEST MANAGEMENT INSTITUTE, INC. (EWMI) PROMOTES AND FOSTERS DEMOCRACY AND ECONOMIC DEVELOPMENT THROUGHOUT THE WORLD BY VARIOUS MEANS, INCLUDING, BUT NOT LIMITED TO, COOPERATIVE AND OTHER PROJECTS AND ACTIVITIES WITH GOVERNMENTS AND NON-GOVERNMENTAL ORGANIZATIONS ("NGOS"); GRANTS, AND SEMINARS, CONFERENCES, WORKSHOPS AND OTHER EDUCATIONAL PROGRAMS.
PROMOTING RULE OF LAW IN GEORGIA (PROLOG) - FUNDED BY USAID, IS ORGANIZED AROUND THE FOLLOWING FOUR SETS OF OBJECTIVES: 1) STRENGTHENING LEGAL FRAMEWORK; 2) IMPROVING MANAGEMENT OF JUSTICE SYSTEM INSTITUTIONS; 3) ENHANCING SKILLS AND KNOWLEDGE OF LEGAL PROFESSIONALS; AND 4) IMPROVING ACCESS TO JUSTICE FOR MARGINALIZED GROUPS. DURING CALENDAR YEAR 2019, PROLOG PROVIDED TRAININGS FOR 813 STUDENTS, LAWYERS, JUDGES, AND COURT PERSONNEL. PROLOG ALSO SUPPORTED EIGHT NGOS THROUGH GRANTS TO HELP THEM DELIVER STRATEGIC LEGAL AID TO THE COUNTRY'S MOST MARGINALIZED CITIZENS. DURING 2019, 12040 INDIVIDUALS RECEIVED FREE LEGAL ADVICE AND 2262 WERE REPRESENTED BY NGOS THROUGH PROLOG FUNDING, IN THE GEORGIAN JUSTICE SYSTEM, THE EUROPEAN COURT OF HUMAN RIGHTS AND OTHER INTERNATIONAL BODIES. THESE RESULTED IN 26 STRATEGIC LITIGATION CASES THAT SET IMPORTANT PRECEDENTS FOR THE PROTECTION OF RIGHTS OF THE MOST VULNERABLE GROUPS. PROLOG HELPED ENHANCE THE KNOWLEDGE AND SKILLS OF GEORGIAN LEGAL PROFESSIONALS IN THE AREA OF HUMAN RIGHTS AND RIGHTS OF MARGINALIZED GROUPS, TRAINING TOTAL OF 430 LAWYERS, JUDGES AND COURT PERSONNEL DURING 2019. PROLOG IS ALSO SUPPORTING IMPROVED TEACHING AND KNOWLEDGE OF HUMAN RIGHTS AT GEORGIAN LAW SCHOOLS, AND IS FUNDING ONE "GENDER AND THE LAW CHAIR," TWO "HUMAN RIGHTS CHAIRS, AND ONE "LEGAL ETHICS CHAIR" AT FOUR GEORGIAN LAW SCHOOLS. THE CHAIRS WILL DEVELOP MASTER'S AND BACHELOR'S-LEVEL MODEL COURSES IN HUMAN RIGHTS AND LEGAL ETHICS, AND CONDUCT WORKSHOPS TO SHARE THEIR EXPERIENCE WITH OTHER GEORGIAN PROFESSORS AND IMPROVE THE QUALITY OF HUMAN RIGHTS AND LEGAL ETHICS TEACHING AND WRITING AT LAW SCHOOLS IN GEORGIA. PROLOG SUPPORTED IMPLEMENTATION OF EIGHT GRANTS AND ONE MAJOR CAMPAIGN BY LOCAL NGOS. IN ADDITION, PROLOG SUPPORTED NGO PROJECTS DIRECTED TOWARDS THE WIDER HUMAN RIGHTS ISSUES, SUCH AS IMPROVING DATA COLLECTION AND ANALYSIS OF VIOLENCE AGAINST WOMEN, ENHANCING EXECUTION OF THE ECTHR JUDGMENTS AND DECISIONS OF THE UN TREATY BODIES RELATED TO CRIMINAL JUSTICE AND JUDICIARY THROUGH RESEARCH AND ADVOCACY, STUDY OF THE NEWLY IMPLEMENTED ELECTRONIC CASE ASSIGNMENT SYSTEM, JUDICIAL PROFESSIONAL EDUCATION SYSTEM, REFORM OF THE SUPREME COURT OF GEORGIA, AND LIMITS TO THE FREEDOM OF EXPRESSION IN THE JUSTICE SYSTEM.
CAMBODIA CIVIL SOCIETY STRENGTHENING (CCSS) PROGRAM: THE GOAL OF THE CCSS PROJECT IS TO INCREASE THE CAPABILITY OF CAMBODIAN CIVIL SOCIETY TO ENGAGE IN DEMOCRATIC PROCESSES BY REPRESENTING CITIZEN CONCERNS. THE OBJECTIVES OF THE PROJECT ARE TO STRENGTHEN THE CAPACITY OF CIVIL SOCIETY IN CAMBODIA, AND PROVIDE ANALYTICAL AND TECHNICAL SERVICES TO USAID/CAMBODIA'S OFFICE OF DEMOCRACY AND GOVERNANCE TO RESPOND TO OPPORTUNITIES FOR DEMOCRATIC DEVELOPMENT.KEY ACCOMPLISHMENTS IN 2019 INCLUDED THE FOLLOWING: 1) EWMI SUPPORT FOR LEGAL AID OF CAMBODIA (LAC) ALLOWED LAC TO PROVIDE LEGAL ASSISTANCE TO OVER 400 CIVIL SOCIETY ORGANIZATIONS ON LEGAL COMPLIANCE MATTERS, FROM LARGE-SCALE PRESENTATIONS TO CONSULTATIONS TO REPRESENTATION OF CIVIL ORGANIZATIONS ON CAMBODIAN LAWS ON NGOS, TAXES, LABOR ISSUES AND OTHER REGULATIONS. LAC ALSO PROVIDED SUPPORT TO REVIEW STATUTES AND OTHER LEGAL DOCUMENTS. 2) DURING FY19, CCSS SUBGRANTEES ENGAGED A TOTAL OF 24,023 CITIZENS IN COMMUNITY MEETINGS, FOREST PATROLS, TRAINING SESSIONS AND OTHER CIVIC ACTIVITIES. THESE PLATFORMS GAVE CITIZENS AN OPPORTUNITY TO CALL FOR THE ENFORCEMENT OF LAWS ON FORESTS AND FISHERIES, INFRASTRUCTURE IMPROVEMENTS, HIGH QUALITY EDUCATION AND MORE. IN TOTAL, 305 ISSUES WERE RAISED WITH SUBNATIONAL AUTHORITIES AS A RESULT OF SUBGRANTEE ACTIVITIES. 3) EWMI CONTINUED TO PROVIDE IN-KIND SUPPORT AND CAPACITY BUILDING TO FIVE GRASSROOTS NETWORKS/ INFORMAL GROUPS. THE FIVE NETWORKS/GROUPS CONTINUED USING MATERIALS AND EQUIPMENT (SUCH AS HAMMOCKS, SOLAR PANELS AND OFFICE EQUIPMENT) PROVIDED BY CCSS IN PROMOTING THEIR INDIVIDUAL NETWORK INTERACTIONS AND COMMON INTERESTS. 4) THROUGH ITS PARTNER VBNK, EWMI CONTINUED TO PROVIDE CAPACITY DEVELOPMENT TRAINING AND MENTORING TO LOCAL NGO PARTNERS, HELPING THEM ESTABLISH CAPACITY DEVELOPMENT PLANS (CDP) AND ANNUAL ACTION PLANS (AAP). SEVENTEEN OF THE 21 PARTNERS FULLY ACHIEVED THE TARGETS WITHIN THEIR AAPS IN 2019. 5) EWMI PROVIDED AN UPDATE ON CITIZEN PERCEPTIONS OF CSOS THROUGH A MIDLINE PUBLIC OPINION POLL CARRIED OUT BY SUBCONTRACTOR BDLINK. THE POLL SHOWED A REMARKABLE INCREASE IN PUBLIC AWARENESS OF THE ACTIVITIES OF CSOS COMPARED TO THE BASELINE POLL.
JUSTICE FOR ALL (JFA) IN ALBANIA - UNDER THE JUSTICE FOR ALL (JFA) PROJECT IN ALBANIA, EWMI IS WORKING TO: (I) IMPROVE COURT ADMINISTRATION IN ALBANIA'S COURTS AND (II) SUPPORT ACTIVITIES THAT PROMOTE INVESTIGATIVE JOURNALISM. KEY PROGRAM ACCOMPLISHMENTS FOR 2019 INCLUDED THE FOLLOWING: EWMI CONTINUED THE IMPLEMENTATION OF JUSTICE WITHOUT DELAY SUCCESSFULLY BY TRAINING 18 JUDGES AND PROSECUTORS, AS WELL AS 45 STUDENTS FROM THE ALBANIAN SCHOOL OF ADVOCATES, IN ACTIVE CASE MANAGEMENT TECHNIQUES. EWMI PROVIDED LEADERSHIP TRAINING AND MATERIAL SUPPORT TO APPROXIMATELY 40 COURT CHAIRPERSONS, DEPUTY CHAIRPERSONS, AND COURT ADMINISTRATORS COVERING TOPICS SUCH AS LEADERSHIP, CASE FLOW MANAGEMENT, STRATEGIC PLANNING, AND BUDGET AND FINANCING. EWMI ALSO CONTINUED ITS SUPPORT TO ALBANIAN COURTS TO IMPROVE THEIR PUBLIC AND MEDIA RELATIONS BY SECONDING MEDIA AND PUBLIC RELATIONS OFFICERS TO SELECTED COURTS TO PROVIDE INFORMATION AND DOCUMENTS TO APPROXIMATELY 17,100 CITIZENS. EWMI PROVIDED CAPACITY BUILDING TO THE HIGH JUDICIAL COUNCIL'S 11 MEMBERS AND 9 STAFF THROUGH APPROXIMATELY 88 TRAINING DAYS FOCUSED ON TOPICS INCLUDING STRATEGIC PLANNING, LEGAL DRAFTING, PUBLIC RELATIONS, LEADERSHIP, AND COURT ADMINISTRATION. EWMI ALSO SUPPORTED THE ESTABLISHMENT OF AN NGO FOR ALBANIAN WOMEN JUDGES, INCLUDING PROVIDING ASSISTANCE WITH THE DRAFTING OF BYLAWS, SUPPORTING 3 GENERAL ASSEMBLY MEETINGS, AND PROVIDING CAPACITY BUILDING TRAININGS FOR 30 WOMEN JUDGES FOCUSED ON GENDER STUDIES, NON-PROFIT MANAGEMENT, AND OTHER TOPICS.REGARDING INVESTIGATIVE JOURNALISM, EWMI CONTINUED ITS GRANT SUPPORT TO THE BALKAN INVESTIGATIVE REPORTING NETWORK (BIRN) WHICH RESULTED A SIGNIFICANT BODY OF INVESTIGATIVE REPORTING AND REGIONAL COURT AND CRIME REPORTING INCLUDING 169 COURT AND CRIME STORIES, 159 ARTICLES FOCUSED ON JUSTICE REFORM AND THE VETTING OF JUDGES, AND 106 ARTICLES BY BIRN'S LOCAL JOURNALIST NETWORK. FAKTOJE, A FACT-CHECKING SERVICE ESTABLISHED BY EWMI, OFFICIALLY REGISTERED AS AN INDEPENDENT MEDIA NGO. THE FAKTOJE TEAM PUBLISHED 266 FACT-CHECKING STORIES, AND EWMI SUPPORTED WORKSHOPS ON ELECTION REPORTING AND DATA JOURNALISM TO BUILD THE CAPACITY OF FAKTOJE'S JOURNALISTS. EWMI ALSO CONDUCTED A TRAINING OF TRAINERS WITH FACULTY FROM THE UNIVERSITY OF TIRANA JOURNALISM DEPARTMENT ON PRACTICAL TEACHING METHODS FOR INVESTIGATIVE JOURNALISM, INCLUDING TWO PRACTICAL SESSIONS THAT WERE ATTENDED BY APPROXIMATELY 40 JOURNALISM STUDENTS. EWMI SUPPORTED WORKSHOPS FOR 58 JOURNALISM STUDENTS FROM REGIONAL UNIVERSITIES IN ELBASAN AND SHKODER FOCUSED ON INVESTIGATED JOURNALISM AND CORRUPTION.
