ADVOCACY AND COMMUNICATIONS:1. IN 2019, LUMOS USA WORKED TOGETHER GLOBALLY DURING THE UNITED NATIONS GENERAL ASSEMBLY 74TH SESSION (UNGA74) TO ACCOMPLISH THE FOLLOWING: A. A GOAL WITHIN REACH: ENDING INSTITUTIONALIZATION OF CHILDREN TO ENSURE THAT NO ONE IS LEFT BEHIND. LUMOS USA SECURED HIGH-LEVEL COMMITMENTS FROM MEMBER STATES AND DONORS TO TRANSFORM CARE SYSTEMS FOR FORGOTTEN CHILDREN LIVING IN INSTITUTIONS SO THAT NO CHILD IS LEFT BEHIND. B. BUILT PHILANTHROPIC SUPPORT AND CHAMPIONS FOR LUMOS' CALL TO END THE INSTITUTIONALIZATION OF CHILDREN BY MOBILIZING SUPPORT AND REDIRECTING FUNDING. C. INCREASED THE VISIBILITY OF CARE REFORM ON LUMOS USA'S MEDIA, SOCIAL MEDIA, AND COMMUNICATIONS PLATFORMS OF THE UN GLOBAL AGENDA BY SHINING A LIGHT ON THE CHILDREN WHO ARE AT RISK OF BEING LEFT BEHIND IN THE 2030 AGENDA FOR SUSTAINABLE DEVELOPMENT, AND PROMOTE HIGH-LEVEL DEBATES AMONG TARGET INFLUENCERS ON DEINSTITUTIONALIZATION, LEAVING NO CHILD BEHIND, DATA ON CHILDREN IN INSTITUTIONS, AND ORPHANAGE TRAFFICKING.2. UNGA74 SIDE EVENT: LUMOS USA, THE EUROPEAN COMMISSION, BULGARIA, AND JORDAN ARE CO-HOSTING A SIDE EVENT IN THE MARGINS OF THE 74TH SESSION OF THE UNITED NATIONS GENERAL ASSEMBLY ON SEPTEMBER 25 ENTITLED, "A GOAL WITHIN REACH: ENDING THE INSTITUTIONALIZATION OF CHILDREN TO ENSURE NO ONE IS LEFT BEHIND." PARTICIPATING MEMBER STATES PLEDGED TO LEAVE NO ONE BEHIND IN THE 2030 AGENDA FOR SUSTAINABLE DEVELOPMENT AND COMMIT TO REACH EVERY CHILD BY 2030.3. UNGA74 PUBLICATION: LUMOS PRODUCED A NEW PUBLICATION TO SUPPORT ADVOCACY AROUND THE SDG SUMMIT, ENTITLED A GOAL WITHIN REACH: ENDING THE INSTITUTIONALIZATION OF CHILDREN TO ENSURE NO ONE IS LEFT BEHIND. A GOAL WITHIN REACH PULLS TOGETHER PERSPECTIVES FROM INFLUENTIAL GLOBAL DECISIONS MAKERS - INCLUDING THE UNITED NATIONS HIGH COMMISSIONER FOR REFUGEES, UNITED NATIONS SPECIAL REPRESENTATIVE OF THE SECRETARY-GENERAL FOR CHILDREN AND ARMED CONFLICT, THE EXECUTIVE DIRECTOR OF UN WOMEN, AMONG OTHERS.4. LUMOS USA CONTINUED ITS PARTNERSHIP WITH CATHOLIC RELIEF SERVICES AND MAESTRAL INTERNATIONAL TO ENHANCE THE CHANGING THE WAY WE CARE GLOBAL INITIATIVE AIMED AT INFLUENCING THE GLOBAL RESPONSE TO CARING FOR VULNERABLE CHILDREN.

DEMONSTRATION PROGRAMS/ DIRECT SERVICES:1. LUMOS USA PARTNERED WITH INTERNATIONAL SOCIAL SERVICE USA AND OTHER INTERNATIONAL CHILDREN'S RIGHTS ORGANIZATIONS TO RECRUIT AND TRAIN SEVERAL GUATEMALAN SOCIAL WORKERS IN AREAS OF HIGH POVERTY AND MIGRATION. THE SOCIAL WORK TEAM WORKED TO FACILITATE THE SAFE RECEPTION, REUNIFICATION AND REINTEGRATION OF SEPARATED CHILDREN WITH THEIR FAMILIES, ENSURING THAT FAMILIES HAVE ACCESS TO KEY RESOURCES AND SERVICES INCLUDING HEALTH CARE AND SCHOOLING.2. LUMOS USA PARTNERED WITH IMMIGRANT FAMILIES TOGETHER (IFT) TO PROVIDE EXPERTISE AND FINANCIAL SUPPORT. IFT IS A GRASSROOTS NETWORK OF AMERICAN MOTHERS THAT HAVE WORKED TO POST BOND FOR DETAINED MIGRANT PARENTS AND DIRECT RESOURCES TO FAMILIES IN NEED. LUMOS USA HAS FUNDED THE RECRUITMENT AND TRAINING OF A SOCIAL WORK STRATEGIST AND TWO ASSISTANTS TO PROVIDE PSYCHOSOCIAL SUPPORT FOR FAMILIES, COORDINATE ACCESS TO SERVICES AND RESOURCES AND DOCUMENT REUNIFICATION PROCESSES. LEARNING FROM THIS PROJECT INFORMED THE DEVELOPMENT OF RECOVERING FROM TRAUMA AS A FAMILY, A SHORT GUIDE (AVAILABLE IN ENGLISH AND SPANISH) OFFERING PARENTS AND CAREGIVERS SELF-CARE GUIDANCE AND SIMPLE STRATEGIES TO PROMOTE RESILIENCE WITHIN THEIR FAMILIES.3. LUMOS USA PARTNERED WITH THE AMERICAN BAR ASSOCIATION (ABA) TO SUPPORT THE INTEGRATION OF HOLISTIC SOCIAL WORK PRACTICES INTO THE SOUTH TEXAS PRO BONO ASYLUM REPRESENTATION PROJECT (PROBAR). PROBAR IS AN ABA INITIATIVE WHICH PROVIDES PRO BONO LEGAL SUPPORT TO ASYLUM SEEKERS DETAINED IN SOUTH TEXAS. LEARNING FROM THIS PROJECT WILL BE DISSEMINATED IN THE FORTHCOMING PUBLICATION, A BLUEPRINT FOR THE INTEGRATION OF SOCIAL WORK WITHIN IMMIGRATION LEGAL SERVICES, A RESOURCE FOR OTHER LEGAL SERVICE PROVIDERS SEEKING TO INCORPORATE SOCIAL WORK PRACTICES INTO THEIR SUPPORT FOR VULNERABLE FAMILIES.

RESEARCH:1. PRODUCED ANALYSES ON THE NATURE OF FUNDING FOR INSTITUTIONS FOR CHILDREN IN THE KENYAN CONTEXT. THESE ANALYSES INCLUDE KENYA & WORLD BANK, KENYA & UNICEF, KENYA & THE AFRICAN UNION, AND THE FUNDING OF FAMILY AND COMMUNITY-BASED CARE BY THE KENYAN GOVERNMENT.2. CONDUCTED A THREE-LEVEL ANALYSIS OF ENGAGEMENT BETWEEN BUSINESSES AND INSTITUTIONS FOR CHILDREN IN KENYA; INCLUDING THE FINANCIAL TRACING OF FUNDING FROM 15 FIRMS ON THE KENYAN STOCK EXCHANGE TOWARDS INSTITUTIONS FOR CHILDREN, DONATIONS OF TANGIBLE GOODS BY BUSINESSES, AND IDENTIFYING THE COST OF VOLUNTEERING WITH TOURISM COMPANIES.3. PROVIDED THE EVIDENCE COMPONENT FOR ADVOCACY INITIATIVES, INCLUDING THE SRSG PROGRAM SURROUNDING THE REINTEGRATION OF FORMER CHILD SOLDIERS INTO COMMUNITIES, IDENTIFYING AREAS WERE UNDPKO CAN PRIORITIZE REUNIFICATION IN POST-CONFLICT SETTINGS AMONG OTHER THINGS.4. PUBLISHED (INTERNALLY) A BRIEFING THE WORLD BANK. LUMOS RECOGNIZES THAT THE WORLD BANK (THE BANK) IS IN A STRATEGIC POSITION TO SERVE AS A CATALYST OR OBSTACLE TO THE DEINSTITUTIONALIZATION OF CHILDREN. THE BANK'S BORROWING PRACTICES AND ITS POLICY RESPONSE TO GEOPOLITICAL AND GEO-SOCIAL PROBLEMS NOT ONLY HAS A DIRECT IMPACT ON DEINSTITUTIONALIZATION, BUT ALSO INFLUENCES HOW OTHER STAKEHOLDERS RESPOND. THIS BRIEFING PROVIDES AN OVERVIEW OF THE WORLD BANK'S ROLE IN RELATION TO INSTITUTIONALIZATION AND MAPS THE LANDSCAPE TO IDENTIFY POINTS OF LEVERAGE, AND RECOMMENDATIONS TO THE BANK ON PROVIDING A STRONG STEER ON DI TO INFLUENCE AND ELEVATE DI PROCESSES ON NATIONAL, REGIONAL AND GLOBAL LEVELS.5. PUBLISHED (INTERNALLY) UNITED NATIONS - KEEPING CHILDREN OUT OF INSTITUTIONS. AS THE PRIMARY HUMAN RIGHTS ORGANIZATION IN THE WORLD, THE UNITED NATIONS (UN) IS IN A STRATEGIC POSITION TO EXPAND GLOBAL AND NATIONAL STANDARDS AND STRATEGIES ON CARE REFORM. THE REPORT HIGHLIGHTS THE SIGNIFICANT EFFORTS OF UN ORGANS TO PROMOTE CARE REFORM - INCLUDING ASSISTING MEMBER STATES IN ESTABLISHING NATIONAL LEVEL CARE REFORM INITIATIVES, PRODUCING POLICIES THAT CONTRIBUTE TO CARE REFORM. HOWEVER, IT ALSO SHEDS LIGHT ON THE REOCCURRING THEMES THAT ILLUSTRATE THE MAIN ISSUES THE UNITED NATIONS MUST CONSIDER WHEN ADDRESSING THE ISSUE OF INSTITUTIONALIZATION AND PROVIDES RECOMMENDATIONS FOR HOW TO ADDRESS THEM.
