Organizations Filed Purposes: The Volcker Alliance advances effective management of government to achieve results that matter to citizens. We envision a public sector workforce with the experience, preparation, and commitment to ensure that government is accountable and delivers with excellence.

Public Service Excellence The Volcker Alliance is conducting a range of initiatives focused on ensuring a highly capable public service workforce. In 2019, the Volcker Alliance helped drive the work of the Task Force to Reinvent Public Service Education, a select group of deans of Schools of Public Service who came together with the objective of expanding the reach and impact of public service education. As an offshoot of this effort, the Volcker Alliance is collaborating closely with the team at Arizona State University's Watts College of Public Service and Community Solutions to plan and host a conference for university leaders focused on engaging undergraduates in public service education. The Volcker Alliance was one of three winners of the Government Effectiveness Advanced Research Center (GEAR) Challenge in 2019, and was awarded a $300,000 grant from the United States Office of Management and Budget to help improve the use of evidence and data by the federal workforce. The Volcker Alliance is working with our partners to deliver customized training on data-driven decision-making to 250 federal managers in the Kansas City region. The Volcker Alliance launched the Paul A. Volcker Careers in Government Essay Contest in 2019 to recognize students who aspire to pursue careers in public service. The contest raised student awareness about the opportunities that come with a career in public service, including mission, impact, job security and pathways for career advancement; helped unpack what motivates students to opt for a career in government as opposed to the private sector; and honored Mr. Volcker's unparalleled contributions to the civic sector and his commitment to ensuring the public sector workforce is talented, innovative, and effective. Talent Pipeline The Volcker Alliance is developing a portfolio of initiatives focused on building the talent pipeline for government. Our Government-to-University Initiative (G2U) is an innovative approach to strengthening the public service talent pipeline by assembling regional networks of governments and universities. G2U officially launched in 2019 with establishment of the G2U Regional Coalition in Kansas City. The Alliance continued its efforts to expand the initiative throughout the year, and is poised to add three additional sites to the G2U network in 2020. Truth and Integrity in Government Finance The Truth and Integrity in Government Finance initiative is a multiyear study of state and local budgeting, financial reporting, and fiscal practices across the United States. The tangible impact of this initiative continues to increase, with a growing list of states that have passed laws and implemented recommended budgeting policy improvements: Utah, Pennsylvania, Vermont, Connecticut, Illinois, Georgia, and New Jersey. In July, state lawmakers, budget officials, investors, Federal Reserve officials, and the media gathered in Atlanta for the FY2020 State Fiscal Conference, "Truth and Integrity in State Budgeting: Looming Risks, Durable Solutions." At the event, co-hosted by the Volcker Alliance and Federal Reserve Bank of Atlanta, attendees discussed strategies for meeting critical challenges and gained actionable information on budgetary risks and best practices. The Alliance worked closely with the Federal Reserve Bank of Atlanta to create a four-podcast series focused on infrastructure, workforce development, state fiscal risks, and rainy day funds. The Truth and Integrity in Government Finance initiative released two important working papers in 2019. The first, entitled Rainy Day Fund Strategies: A Call to Action, examines the rainy day fund policies and practices of all fifty states and sets out a ten-point program that states can use as a template for reform. The second paper, America's Trillion-Dollar Repair Bill: Capital Budgeting and the Disclosure of State Infrastructure Needs, offered a ten-point strategy to help states reform capital budgeting and infrastructure deferred maintenance reporting practices.
