THE CHILDREN'S HOME OF POUGHKEEPSIE IS A COMMUNITY-BASED, NON-PROFIT AGENCY DEDICATED TO PROVIDING A SAFE AND NURTURING ENVIRONMENT THAT IMPROVES LIVES AND EMPOWERS AT RISK CHILDREN AND FAMILIES IN THE HUDSON VALLEY AND SURROUNDING COMMUNITIES.
THE CHILDREN'S HOME OF POUGHKEEPSIE IS ONE OF THE OLDEST CHILD WELFARE AGENCIES IN THE NATION. ON JANUARY 21, 1847, A GROUP OF POUGHKEEPSIE WOMEN MET TO FORM THE FEMALE GUARDIAN SOCIETY TO CARE FOR THE POOR, ABANDONED AND NEGLECTED IN THEIR COMMUNITIES, MOST ESPECIALLY THE CHILDREN. THEIR BELIEF WAS THAT EVERY CHILD DESERVES A NURTURING AND CARING ENVIRONMENT.HAVING DECIDED THAT "THE ONLY TRUE WAY TO ARREST THE EVILS OF POVERTY AND CRIME WOULD BE TO SAVE THE CHILDREN," THE WOMEN CHANGED THE NAME OF THEIR ORGANIZATION TO THE POUGHKEEPSIE GUARDIAN SOCIETY FOR THE POUGHKEEPSIE ORPHAN HOME AND HOME FOR THE FRIENDLESS. ON APRIL 15, 1852 A STATE CHARTER WAS OBTAINED AND THE SOCIETY BECAME INCORPORATED.
THE RAISE THE AGE PROGRAM - RAISE THE AGE ("RTA") REFERS TO A LAW PASSED BY NEW YORK STATE IN APRIL 2017. RTA RAISES THE AGE AT WHICH YOUTH ARE TREATED AS ADULTS IN THE CRIMINAL JUSTICE SYSTEM. THE LAW WAS PHASED, EFFECTIVE FOR 16-YEAR-OLDS ON OCTOBER 1, 2018 AND FOR 17-YEAR-OLDS ON OCTOBER 1, 2019. BEFORE RTA PASSED, 16- AND 17-YEAR-OLDS ("ADOLESCENTS") WHO ENTERED THE CRIMINAL JUSTICE SYSTEM WERE TREATED AS ADULTS THROUGHOUT THE COURT SYSTEM AND HELD IN ADULT JAILS AND PRISONS. THE RTA LAW AFFORDS YOUTH THE OPPORTUNITY TO RECEIVE THE SERVICES THEY NEED TO REHABILITATE THEMSELVES AND RE-INTEGRATE INTO THEIR COMMUNITIES. NEW YORK'S YOUTH WHO COMMIT NON-VIOLENT CRIMES WILL NOW RECEIVE AGE-APPROPRIATE HOUSING AND PROGRAMMING TO LOWER THEIR RISK OF RE-OFFENSE. TYPICALLY YOUTH WHO ARE SERVED IN THE RTA PROGRAM ARE SENTENCED, IN FAMILY COURT, TO 12 MONTHS OF RESIDENTIAL TREATMENT. TYPICALLY EIGHT OF THOSE MONTHS WILL BE SPENT ON CAMPUS IN A RESIDENTIAL SETTING, WITH THE LAST FOUR EITHER BACK IN THEIR HOME/ COMMUNITY OR A DESIGNATED STEP DOWN SETTING. THE YOUTH ARE SUPERVISED BY THEIR LOCAL DSS WORKER AND THE ASSIGNED RTA AFTERCARE WORKER DURING THOSE FOUR MONTHS. THE CHILDREN'S HOME OF POUGHKEEPSIE HAS TWO ON CAMPUS COTTAGES, WITH A TOTAL CAPACITY FOR 20 YOUTH DESIGNATED FOR THE RTA PROGRAM. DURING THE 2018/2019 FISCAL YEAR CHP'S RAISE THE AGE PROGRAM ADMITTED THREE (16/17 YEAR OLD, MALE) YOUTH INTO THE PROGRAM. TWO OF THOSE YOUTH CONTINUE IN THE RESIDENTIAL PORTION OF THE PROGRAM, RESIDING IN THE PROGRAM'S EAST COTTAGE, WHILE ONE HAS SUCCESSFULLY COMPLETED THE RESIDENTIAL PORTION OF THE PROGRAM AND HAS STEPPED DOWN TO AFTERCARE. THE YOUTH IN THE AFTERCARE PORTION OF THE PROGRAM STEPPED DOWN INTO A GROUP HOME SETTING, WHICH IS A LOWER LEVEL OF CARE. HE CONTINUES TO DO WELL IN HIS SCHOOL SETTING, WHICH IS IN THE COMMUNITY, AND HAS ACCLIMATED WELL TO THE GROUP HOME SETTING.
SAFE HARBOUR PROGRAM - ESTABLISHED TO SERVE ADOLESCENT GIRLS AND TRANSGENDER YOUTH THAT ARE AT RISK FOR COMMERCIAL SEXUAL EXPLOITATION, YOUTH THAT HAVE BEEN CONFIRMED AS SURVIVOR OF COMMERCIAL SEXUAL EXPLOITATION, AND/OR YOUTH THAT HAVE EXPERIENCED COMPLEX SEXUAL TRAUMA. YOUTH ARE PROVIDED WITH CASE MANAGEMENT, INDIVIDUAL AND GROUP THERAPY, LEGAL AND SOCIAL ADVOCACY, INDEPENDENT LIVING SKILLS TRAINING, EDUCATION SUPPORT, MEDICAL, RECREATIONAL, AND PREVENTATIVE SERVICES IN EFFORTS TO ASSIST THEM WITH PROCESSING THEIR TRAUMAS, IDENTIFY HEALTHY MEANS AND WAYS OF LIVING, AND TO PREVENT FURTHER EXPLOITATION AND TRAUMA.
EMERGENCY CARE - WE PROVIDE EMERGENCY SERVICES TO CHILDREN AND YOUTH REMOVED FROM THEIR FAMILIES, BECAUSE OF IMMINENT HARM, BY THE DUTCHESS, ORANGE, PUTNAM, SCHENECTADY, SULLIVAN, AND ULSTER COUNTIES DEPARTMENTS OF SOCIAL SERVICES CHILD PROTECTIVE SERVICES. EMERGENCY SERVICES INCLUDE ROOM AND BOARD, MEDICAL EVALUATION, PSYCHOLOGICAL AND PSYCHIATRIC ASSESSMENT AND EVALUATION, APPROPRIATE SOCIAL SERVICES, SUPERVISED VISITING AND MEDICAL SERVICES. PROGRAM STAFF PROVIDE ADVISORY AND CONSULTATIVE SERVICES TO DEPARTMENT OF SOCIAL SERVICES STAFF OUTPLACEMENT DISPOSITION. THE AVERAGE LENGTH OF STAY FOR CHILDREN IN THE EMERGENCY PROGRAM IS 1.9 MONTHS. 108 CHILDREN WERE SERVED IN THE PROGRAM DURING THE YEAR. THERE WERE 97 ADMISSIONS AND 101 DISCHARGES. 28 CHILDREN RETURNED TO THEIR BIRTH FAMILY OR WERE PLACED WITH A RELATIVE. 73 CHILDREN WERE DISCHARGED TO OTHER PROGRAMS.
