The mission of Rochester Community TV is to give City of Rochester residents a forum for the free expression of ideas and the expertise and technology to express them.

To operate public access cable television channels for residents of the City of Rochester, and to provide for citizen participation in and of the electronic medium operating in the local community. Accomplishments during the year included: 1. 225 members provide creative and financial support to Rochester Community TV. 2. 62 adult students participated in RCTV classes and workshops to learn media production skills. Topics included, beginning and intermediate video editing, studio-based production, basics of animation, intro to Adobe After Effects, acting and podcasting.(Continued on Sch O) 3. The Grassroots Radio conference was held on Oct. 4 - 6 at the Visual Studies Workshop. 80 people attended, representing 50 organizations from around the world and the US. WAYO and PODER radio stations assisted in hosting the event. The conference was organized into three tracks: management, production and engineering. Panel discussions were strong. The keynote address was given by Glen Ford, Black Agenda Report. 4. RCTV staff continued to produce several regular programs including a music video show called The Ten, and a zoom cast called Studio to Studio. When the station was closed due to Covid-19, staff produced a weekly video targeted at RCTV/WXIR producers, called Media Tip Tuesday. Staff members and volunteers produced a weekly radio news program called Reclaiming the Narrative. RCTV launched a new public affairs studio-based interview program called This is Rochester.5. 6 Rochester youth participated in the Summer 2019 Youth Employment program, working as interns at RCTV. The students received stipends for their work. 6. In Partnership with Writers and Books, RCTV staff hosted two summer day camp programs for about 30 youth, ages 9 to 16. The students created a radio drama and produced short videos inspired by the Newbery Award or Honor books. 7. RCTV staff worked with two youth groups from In-Control and helped them to produce narrative stories, video PSAs and studio-based talk shows on youth health topics. 8. Ten Rochester youth participated in an after-school multi-media program called Infinite Radical Youth that combined TV, radio, online, streaming and social media delivery of a magazine-format program focused on teen interests, music and current events. 9. RCTV staff lent support to students from Metro Council for Teen Potential to produce a radio program known as Frequency.10. Students from School of the Arts created and performed a live radio drama, with help from RCTV staff. The program was aired on 100.9 WXIR. 11. RCTV staff and 50 volunteer producers create about 55 programs each year, and most programs are series; this amounts to about 1,500 hours of original programming each year.12. RCTV sent out 27 electronic newsletters to update 1500 members, supporters and volunteers about new classes and workshops, new programs, and new RCTV / WXIR projects. During the Covid-19 shutdown, the newsletters included the latest updates from city and state governments and medical authorities such as the CDC and Johns Hopkins. These newsletters also contained information on food distribution, homeschooling resources, mental health resources, domestic violence resources and more.13. In the aftermath of the George Floyd murder, RCT developed a list of Black Lives Matter resources, posted on the website. 14. On Dec. 10, 2019, RCTV hosted an annual meeting for the community; and presented awards to our collaborators, including a youth program, and eight adult program producers and local leaders. 15. RCTV supports an LPFM station to serve the community of Rochester. The station broadcasts on the frequency of 100.9 FM and offers diverse programming, engaging youth and adults. 50 volunteer DJs and radio personalities regularly produce programs for WXIR. The station broadcasts diverse urban global music genres. Talk shows include financial topics, LGBTQ issues, empowerment and motivational subjects, marriage and family relationships and more. 16. RCTV partnered in hosting the 90 Second Newbery Film Festival on Feb. 1, 2020, at the Rochester Museum and Science Center Eisenhart Auditorium. The event, which drew about 400 attendees, featured children's author James Kennedy, and youth-made films about award winning children's books. Several local teams were featured. 17. To engage new members and additional students for our classes, RCTV designed and sponsored screen ads to run at a local movie theatre. 18. Rochester partnered with Rochester Kwanzaa Coalition to offer a youth-oriented program on Kujichagulia (self-determination).
