HOUSING PROGRAMS INCLUDE PERMANENT SUPPORTIVE HOUSING, RAPID REHOUSING, AN ADULT RESIDENTIAL FACILITY AND AFFORDABLE HOUSING. ICAN HOUSING OWNS, MANAGES AND MAINTAINS 44 SCATTERED-SITE PROPERTIES ACROSS STARK COUNTY. THE PROPERTIES INCLUDE SINGLE FAMILY HOMES AND MULTI-UNIT BUILDINGS AND TOTAL 151 UNITS. CLIENTS SERVED BY THIS ICAN HOUSING PROGRAM INCLUDE INDIVIDUALS OR FAMILIES WHO WERE HOMELESS AND WITH AN INDIVIDUAL OR A FAMILY MEMBER WHO HAS BEEN DIAGNOSED WITH A MAJOR MENTAL ILLNESS. ELIGIBILITY IS DEPENDENT ON INCOME LEVEL (BELOW 35% OF AVERAGE MEDIAN INCOME) AND HISTORY OF HOMELESSNESS. NUMEROUS UNITS HAVE RENTAL SUBSIDIES; WITH RESIDENTS PAYING A PORTION OF THEIR INCOME (NO MORE THAN 40%, INCLUDING UTILITIES) TOWARD THE CONTROLLED FAIR MARKET RENT. THE AVERAGE LENGTH OF STAY PER HOUSEHOLD WAS FOUR YEARS. TEAM MEMBERS RESPONSIBLE FOR PROPERTY MANAGEMENT GUIDE CLIENTS THROUGH THE LEASING PROCESS. THE MAINTENANCE TEAM HAS THE RANGE OF SKILLS TO MAKE MOST REPAIRS, OUTSOURCING SOME, AND ENSURING THAT UNITS MEET SAFETY AND QUALITY STANDARDS. TWO PROPERTIES IN THE ICAN HOUSING PORTFOLIO OPERATE WITH CONTRACTED 24-HOUR ON-SITE SUPPORT STAFF. THIS INCLUDES ONE ADULT RESIDENTIAL FACILITY FOR EIGHT (8) INDIVIDUALS WHOSE DISABILITIES HAVE RENDERED THEM UNABLE TO LIVE FULLY INDEPENDENTLY. THE OTHER STAFFED PROPERTY WAS BUILT AS A HUD SAFE HAVEN, SPECIALIZED HOUSING FOR TWENTY CHRONICALLY HOMELESS INDIVIDUALS DIAGNOSED WITH SEVERE MENTAL ILLNESS, BUT WHO HAVE NOT EMBRACED SERVICES OF THE MENTAL HEALTH SYSTEM TO MANAGE THEIR ILLNESS. MANY INDIVIDUALS AT THIS FACILITY FACE SIGNIFICANT HOUSING BARRIERS AT SHELTERS AND IN THE PRIVATE SECTOR. SINCE 2011, ICAN HOUSING HAS LED A VETERAN'S TASK FORCE THAT FOCUSES ON THE AFFORDABLE HOUSING NEEDS OF VETERANS. THIS INITIATIVE RESULTED IN THE AGENCY BEING DEEDED FIVE NEWLY RENOVATED HOMES THAT WERE TARGETED IN NEIGHBORHOODS WITH ABOVE AVERAGE FORECLOSURE RATES, DESIGNED TO PROVIDE AFFORDABLE HOUSING FOR VETERAN FAMILIES THAT FALL BELOW 80% ADJUSTED MEDIAN INCOME. SEVEN VETERAN FAMILIES WERE PROVIDED AFFORDABLE DURING THE PERIOD. ICAN HOUSING ADOPTED THE "HOUSING FIRST" MODEL IN FEBRUARY 2016 ENSURING THAT INDIVIDUALS CAN ACCESS HOUSING DESPITE BARRIERS OR A LACK OF CONNECTION TO SERVICES.
ICAN HOUSING ADMINISTERS SEVERAL RENT SUBSIDY PROGRAMS FOR CLIENTS WHO PREFER GREATER INDEPENDENCE, ENABLING CLIENTS TO CHOOSE PRIVATE MARKET APARTMENTS WITHIN FAIR MARKET RENT LIMITS. IN THESE PROGRAMS, ADMINISTRATORS AND HOUSING SPECIALISTS WORK DIRECTLY WITH CLIENTS HELPING THEM FIND APPROPRIATE HOUSING, INSPECTING UNITS TO ENSURE THEY MEET HOUSING STANDARDS, AND ASSISTING CLIENTS TO ACCESS MAINSTREAM BENEFITS AND COMMUNITY SERVICES, AND WITH ESTABLISHING GOALS TO GAIN FURTHER INDEPENDENCE. THE ICAN HOUSING PROGRAM TEAM COLLABORATES WITH OUTSIDE AGENCIES TO PROVIDE THESE SERVICES. ICAN HOUSING ALSO COLLABORATES WITH LANDLORDS WHO AGREE TO ACCEPT RENT VOUCHERS AND WORK WITH CARE PROVIDERS TO PROVIDE TENANTS STABLE HOUSING. THESE SUBSIDY PROGRAMS PROVIDE A WIDE ARRAY OF RENTAL AND UTILITY ASSISTANCE. RENT SUBSIDY PROGRAMS INCLUDE RAPID REHOUSING, INTENDED TO SUPPORT TENANTS IN MOVING TO INDEPENDENT AFFORDABLE OR MARKET RATE HOUSING. OTHER PROGRAMS OFFER PERMANENT SUPPORTIVE HOUSING.
IN ADDITION TO HOUSING, ICAN HOUSING OFFERS A NUMBER OF SUPPORTIVE SERVICES PROGRAMS INCLUDING A PATH-OUTREACH PROGRAM. THE PATH-OUTREACH PROGRAM IS INTENDED TO IDENTIFY HOMELESS INDIVIDUALS AND CONNECT THEM TO HOUSING AND SERVICES THAT MEET THEIR UNIQUE NEEDS. HOMELESS INDIVIDUALS ARE IDENTIFIED THROUGH STREET OUTREACH, BY REFERRAL, AND THROUGH ICAN HOUSING'S DROP-IN CENTER. ICAN HOUSING ASSISTS THESE CLIENTS TO MEET BASIC NEEDS, PROVIDING FOOD VOUCHERS, EMERGENCY HOUSING, CLOTHING, BUS PASSES, AND TOILETRIES, FOR EXAMPLE. ICAN HOUSING ALSO HELPS CLIENTS OVERCOME BARRIERS TO SERVICE BY PROCURING THEIR ID'S, BIRTH CERTIFICATES AND SOCIAL SECURITY CARDS. THE PATH-OUTREACH TEAM IS CHARGED WITH CONNECTING PROGRAM PARTICIPANTS TO COMMUNITY MENTAL HEALTH SERVICES. THE DROP IN CENTER, A PART OF THE PATH-OUTREACH PROGRAM AND LOCATED AT THE ICAN HOUSING ADMINISTRATIVE OFFICES, IS A PORTAL TO OUTREACH SERVICES, A SAFE HUB FOR ENGAGEMENT, A REFUGE, A PLACE TO SATISFY SOME BASIC NEEDS, AND A PLACE WHERE CLIENTS MAKE CONNECTIONS WITH COMMUNITY SERVICE PROVIDERS. ICAN'S HOUSING SUPPORT SPECIALISTS PROVIDE SUPPORTIVE SERVICES TO PARTICIPANTS. SPECIALISTS USE ENGAGEMENT AND MOTIVATIONAL INTERVIEWING TO HELP RESIDENTS MAKE THE DIFFICULT TRANSITION FROM STREET SURVIVAL TO STABLE HOUSING AND PERSONAL GROWTH. SPECIALISTS EMPHASIZE LEASE COMPLIANCE AND HARM REDUCTION. THEY HELP TENANTS CONNECT TO COMMUNITY RESOURCES AND IDENTIFY AND MEET PERSONAL GOALS. SPECIALISTS OFFER TRAININGS, TENANT MEETINGS, AND PERSONAL HOME VISITS. ICAN HOUSING IS A MEMBER OF THE STARK COUNTY HOMELESS COLLABORATIVE. THE COLLABORATIVE HOLDS SEVERAL EVENTS THAT EDUCATE CLIENTS AND THE COMMUNITY REGARDING AVAILABLE SERVICES. THE AGENCY AGAIN LED THE STARK COUNTY POINT IN TIME COUNT ON BEHALF OF THE COLLABORATIVE, GATHERING DATA ON HOMELESSNESS TO REPORT TO HUD AND TO BE USED TO SET COUNTY STRATEGIES FOR ADDRESSING THE NEEDS OF HOMELESS INDIVIDUALS.
