Organizations Filed Purposes: TO EMPOWER HOMEOWNERS TO MAINTAIN THEIR HOMES FOR SUSTAINABLE AND DIVERSE COMMUNITIES. THE ORGANIZATION FOCUSES ON OWNER-OCCUPIED, ONE- AND TWO-FAMILY HOMES. HRRC'S PROGRAMS RECOGNIZE THE SPECIAL NEEDS OF LOW-MODERATE INCOME (LMI) HOMEOWNERS AND PROVIDE INCENTIVES TO ENCOURAGE AND ENABLE THEIR PARTICIPATION. PROGRAMS ARE DESIGNED TO PREVENT DETERIORATION AND BLIGHT AND TO ENCOURAGE REHABILITION, IN ORDER TO MAINTAIN THE CONDITION AND VALUE OF HOUSING IN THE COMMUNITY. HRRC ALSO SERVES AS A HUD-APPROVED COUNSELING AGENCY TO PROVIDE HOUSING COUNSELING (INCLUDING FINANCIAL EDUCATION AND HOME BUYER EDUCATION) AND FORECLOSURE INTERVENTION. HRRC'S PROGRAMS HELP RESIDENTS IN DIFFICULT FINANCIAL SITUATIONS. WITHOUT SUCH ASSISTANCE, HOMES WOULD GO UNREPAIRED, AND DETERIORATION AND BLIGHT WOULD OCCUR. UNDER THE FINANCIAL ASSISTANCE PROGRAMS, THE CHALLENGE FUND ASSISTS THOSE WHO COULD NOT OTHERWISE OBTAIN A BANK LOAN; AND ASSIST (WITH ITS 0% BENEFIT, INCENTIVE GRANT, SENIOR GRANT AND DEFERRED LOA

FINANCIAL ASSISTANCE PROGRAM/PROJECT REPAIR/LIBRARY - HOME REPAIR RESOURCE CENTER PROVIDES A VARIETY OF PROGRAMS THAT ASSIST HOMEOWNERS IN MAKING REPAIRS TO THEIR HOMES. THE FINANCIAL ASSISTANCE PROGRAM OFFERS GRANTS FOR LOW- AND MODERATE-INCOME HOMEOWNERS TO MAKE BORROWING FOR REPAIRS MORE AFFORDABLE, AND A LOAN GUARANTEE PROGRAM THAT MAKES BANK FINANCING POSSIBLE FOR HOMEOWNERS OF ALL INCOMES WHO COULD NOT OTHERWISE QUALIFY FOR CONVENTIONAL LOANS. PROJECT REPAIR PROVIDES A COMPREHENSIVE SERIES OF HANDS-ON WORKSHOPS FOR HOMEOWNERS REGARDLESS OF INCOME AND RESIDENCE. IT ALSO INCLUDES A LOW-FEE TOOL LOAN PROGRAM FOR LOW-MODERATE INCOME HOMEOWNERS SO THAT HOMEOWNERS CAN TACKLE REPAIRS ON A DO-SELF BASIS. HRRC'S LIBRARY PROVIDES HANDOUTS, VIDEOS, AND CONTRACTOR EVALUATIONS SO THAT HOMEOWNERS KNOW HOW TO GET HIGH-QUALITY REPAIR WORK. IN ADDITION, HRRC STAFF REGULARLY ASSIST HOMEOWNERS WITH PROJECT PLANNING, RESOURCES, AND TECHNICAL ASSISTANCE WITH HOME REPAIR AND MAINTENANCE PROJECTS.

HOMEOWNER COUNSELING - HOME REPAIR RESOURCE CENTER OFFERS A PROGRAM OF COMPREHENSIVE COUNSELING SERVICES AND FINANCIAL LITERACY CLASSES IN ITS ROLE AS A HUD-APPROVED HOUSING COUNSELING AGENCY. THE FINANCIAL LITERACY PROGRAM EDUCATES AND COUNSELS A WIDE RANGE OF HOMEOWNERS ON BUDGETING, MONEY MANAGEMENT, PLANNING FOR MAINTENANCE OR CONTRACTING OF REPAIRS, AND OTHER HOUSING-STABILITY RELATED NEEDS. FORECLOSURE COUNSELING HELPS HOMEOWNERS REDUCE MORTGAGE DEFAULTS AND AVOID FORECLOSURES. THE NEW HOME BUYER EDUCATION PROGRAM INCLUDES OUTREACH TO POTENTIAL HOME BUYERS TO PREPARE THEM FOR THE PROCESS OF PURCHASING A HOME AND TO HELP OBTAIN AFFORDABLE HOUSING.

HOME-HOW-TO IS A SERIES-BASED PROGRAM DESIGNED TO EMPOWER FEMALES BY TEACHING BASIC HOME REPAIRS AND PROVIDING SUFFICIENT HANDS-ON PRACTICE TO BUILD THE SKILLS AND CONFIDENCE NECESSARY FOR WOMEN TO UNDERTAKE REPAIRS ON THEIR OWN. THE PROGRAM IS FUNDED ENTIRELY BY NON-GOVERNMENT SOURCES, AND OFFERS MULTIPLE SERIES THROUGHOUT THE YEAR, INCLUDING GENERAL HOME MAINTENANCE, CARPENTRY, ELECTRICAL, PLUMBING AND HVAC.
