TO PROVIDE HIGH QUALITY, COST EFFECTIVE, HOLISTIC, ABSTINENCE-BASED INTERVENTION AND PREVENTION SERVICES. THESE SERVICES ADDRESS THE CHEMICAL DEPENDENCY AND/OR MENTAL HEALTH NEEDS OF A DIVERSE CLIENTELE.

HOUSING - THE GOAL IS TO REDUCE OVERCROWDING IN THE COUNTY JAIL BY HAVING DIRECT REFERRALS INTO HALFWAY HOUSES FOR AOD AND CRIMINOGENIC PROGRAMMING. THIS IS ACHIEVED THROUGH COLLABORATION BETWEEN THE ADAMHS BOARD OF CUYAHOGA COUNTY, CUYAHOGA COUNTY PROBATION, CUYAHOGA COUNTY CORRECTIONS PLANNING BOARD AND CUYAHOGA COUNTY JAIL TO IDENTIFY INDIVIDUALS WITH ALCOHOL AND/OR SUBSTANCE USE ISSUES WHO HAVE CRIMINAL JUSTICE SYSTEM INVOLVEMENT. THESE INDIVIDUALS ARE THEN REFERRED FOR TREATMENT IN LIEU OF INCARCERATION. CATS OPENED A NEW SIXTEEN (16) BED RESIDENTIAL CENTER IN MEDINA COUNTY IN JULY 2018, ALLOWING FOR TREATMENT DESIGNED TO ADDRESS THE OPIATE ADDICTION EPIDEMIC. IN 2019-2020 THE HOUSING PROGRAM SERVED 1,155 PARTICIPANTS, WITH 68% OF PARTICIPANTS SUCCESSFULLY COMPLETING THE PROGRAM.

OUTPATIENT - BOTH INTENSIVE OUTPATIENT AND GENERAL OUTPATIENT SERVICES ARE AVAILABLE WITH THE GOAL TO IMPROVE MAJOR LIFE AREAS, DISCONTINUE THE USE OF MOOD AND MIND-ALTERING SUBSTANCES, AND DIVERT PARTICIPANTS FROM FURTHER INVOLVEMENT IN THE CRIMINAL JUSTICE SYSTEM. THIS IS ACHIEVED THROUGH COLLABORATIVE PARTNERSHIPS BETWEEN SYSTEMS AND ORGANIZATIONS THAT ALLOWS FOR COMPREHENSIVE CARE. PARTNERS INCLUDE THE CUYAHOGA COUNTY PUBLIC DEFENDER'S OFFICE, THE CLEVELAND POLICE, THE CUYAHOGA COUNTY PROSECUTORS OFFICE, THE CUYAHOGA COUNTY COMMON PLEAS COURT AND THE CLEVELAND MUNICIPAL COURT. IN 2019-2020 THE OUTPATIENT PROGRAM SERVED 1,054 PARTICIPANTS, WITH 60% OF PARTICIPANTS SUCCESSFULLY COMPLETING THE PROGRAM.
