COHHIO IS A COALITION OF ORGANIZATIONS AND INDIVIDUALS COMMITTED TO ENDING HOMELESSNESS AND PROMOTING DECENT, SAFE, FAIR, AFFORDABLE HOUSING FOR ALL, WITH A FOCUS ON ASSISTING LOW-INCOME PEOPLE AND THOSE WITH SPECIAL NEEDS.
OHIO BALANCE OF STATE CONTINUUM OF CAREON BEHALF OF OHIO, COHHIO PROVIDES LEADERSHIP AND PRIMARY STAFF SUPPORT TO THE OHIO BALANCE OF STATE CONTINUUM OF CARE (BOSCOC), A REGIONAL HOMELESS SERVICES PLANNING AND COORDINATION BODY COMPRISED OF 80 COUNTIES. IN THIS ROLE, COHHIO MANAGES THE BOSCOC PROGRAM AND SYSTEMS-LEVEL PERFORMANCE, LEADS STRATEGIC PLANNING EFFORTS, AND FACILITATES THE ANNUAL APPLICATION PROCESS FOR FEDERAL HOMELESS DOLLARS. IN 2019, COHHIO HELPED SECURE MORE THAN $20 MILLION IN FEDERAL HOMELESS PROGRAM FUNDS FOR THE BOSCOC TO SUPPORT EMERGENCY SHELTERS, TRANSITIONAL HOUSING, RAPID RE-HOUSING AND PERMANENT SUPPORTIVE HOUSING PROGRAMS. INTEGRATED WITHIN THE BALANCE OF STATE CONTINUUM OF CARE PROGRAM, THE HOMELESS MANAGEMENT INFORMATION SYSTEMS (HMIS) UNIT COLLECTS AND MAINTAINS DATA ON HOMELESS INDIVIDUALS IN HOMELESS ASSISTANCE PROGRAMS WITHIN THE CONTINUUM OF CARE. THE DATA IS USED TO HELP DETERMINE THE EFFICACY OF THESE PROGRAMS AND TO IMPROVE THE OVERALL SYSTEM RESPONSE TO HOMELESSNESS. THE HMIS UNIT WAS INSTRUMENTAL IN PROVIDING THE HOUSING INVENTORY CHART AND POINT IN TIME COUNT DATA DURING 2019. THE HMIS TEAM OFFERED IN-PERSON AND ELECTRONIC DATABASE AND CUSTOMIZATION TRAININGS FOR SCORES OF AGENCIES ACROSS THE STATE. THIS HELPED FACILITATE THE DISTRIBUTION OF MORE THAN $20 MILLION IN FEDERAL FUNDS FOR OHIO FAMILIES.
ADVOCACY COHHIO'S ADVOCACY EFFORTS SEEK TO MITIGATE AND END HOMELESSNESS, AND EXPAND ACCESS TO AFFORDABLE HOUSING FOR ALL OHIO FAMILIES AND INDIVIDUALS. COHHIO ESPECIALLY TARGETS HELP FOR OHIO'S MOST CHALLENGED POPULATIONS EXTREMELY LOW-INCOME INDIVIDUALS AND FAMILIES AND PEOPLE WITH DISABILITIES.ACTIVITIES UNDERTAKEN IN 2019 INCLUDE: - OHIO HOUSING TRUST FUND (OHTF): COHHIO SECURED ADDITIONAL FUNDING FOR THE HOUSING TRUST FUND THAT WILL GENERATE APPROXIMATELY $3.5 MILLION EACH YEAR FOR LOCAL HOMELESSNESS AND AFFORDABLE HOUSING PROGRAMS THROUGHOUT OHIO.- FEDERAL BUDGET: COHHIO CONTINUED WORKING WITH NATIONAL AND STATE PARTNERS TO INCREASE FEDERAL FUNDING FOR HOMELESS AND AFFORDABLE HOUSING SERVICES THAT HELP MAKE HOME A REALITY FOR THE MOST VULNERABLE OHIOANS.- HOUSING NOW FOR HOMELESS FAMILIES PROGRAM: COHHIO PROMOTED A PLAN TO ADDRESS HOMELESSNESS AMONG THE GROWING NUMBER OF CHILDREN AND FAMILIES IN OHIO'S HOMELESS SYSTEM AND BEGAN WORKING WITH THE ADMINISTRATION TO IMPLEMENT IT.- SUPPORTIVE HOUSING: COHHIO SUCCESSFULLY DEFENDED FEDERAL TAX CREDIT RESOURCES THAT FUND SUPPORTIVE HOUSING PROJECTS FOR FORMERLY HOMELESS OHIOANS WITH DISABILITIES.- AFFORDABLE HOUSING: COHHIO STOPPED A PROPOSAL THAT WOULD HAVE RAISED PROPERTY TAXES ON AFFORDABLE HOUSING DEVELOPMENTS, THREATENING THEIR CONTINUED VIABILITY.- VOTING: COHHIO'S OHIOVOTES PROGRAM WORKED TO ASSIST OHIO'S 501(C)(3) NONPROFIT ORGANIZATIONS TO EXPAND VOTER LITERACY AND INCREASE CIVIC PARTICIPATION AMONG THEIR ECONOMICALLY DISADVANTAGED CLIENTS, CONSTITUENTS AND NEIGHBORHOODS THEY SERVE.
SOAR OHIO LAUNCHED IN 2008, COHHIO'S SOAR OHIO PROJECT HELPS EXPEDITE THE SSI (SUPPLEMENTAL SECURITY INCOME) AND SSDI (SOCIAL SECURITY DISABILITY INCOME) APPLICATION PROCESS AND REDUCE BARRIERS FOR DISABLED INDIVIDUALS (THOSE WITH A PHYSICAL DISABILITY AND/OR SERIOUS AND PERSISTENT MENTAL ILLNESS) WHO ARE EXPERIENCING HOMELESSNESS, ARE AT RISK OF BECOMING HOMELESS OR ARE PREPARING TO EXIT AN INSTITUTION. DURING THE YEAR 284 INDIVIDUALS WERE SERVED AND COLLECTIVELY AWARDED $2.6 MILLION IN DISABILITY BENEFITS AND NEARLY $400,000.00 IN BACK AWARD PAYMENTS.STAFF ASSISTED 411 CALLERS AND 450 EMAILS REQUESTS WITH SOAR RELATED QUESTIONS AND REFERRALS.TO DATE, THIS PROGRAM HAS ASSISTED 9,200 OHIOANS GAIN THE BENEFITS THEY WERE ELIGIBLE FOR, HELPING TO STABILIZE THEIR LIVES, AND THE LIVES OF THEIR FAMILIES THROUGH THE AWARD OF $31.5 MILLION IN ANNUAL INCOME. STAFF PARTICIPATED ON A NATIONAL PANEL OF EXPERTS ON SOAR TO DEVELOP, EDUCATE, AND REVIEW CURRENT AND FUTURE ENDEAVORS IN THIS SUBJECT AREA.
