THE ORGANIZATION'S MISSION IS TO WORK WITH LOCAL COMMUNITIES TO ELIMINATE THE CAUSES AND CONDITIONS OF POVERTY AND TO PROMOTE INDIVIDUAL INDEPENDENCE AND SELF-SUFFICIENCY.
ENERGY ASSISTANCE PROGRAMS: THE HOME ENERGY ASSISTANCE PROGRAM PROVIDES FOR A ONE-TIME EMERGENCY PAYMENT PER SEASON OF UP TO $175 TO LOW-INCOME HOUSEHOLDS FOR THE PURPOSE OF MAINTAINING, RESTORING OR INITIATING UTILITY SERVICE, OR UP TO $750 FOR OBTAINING BULK FUEL FOR HEATING IN WINTER MONTHS. DURING THE SUMMER, A ONE-TIME PAYMENT ASSISTANCE OF UP TO $300 IS PROVIDED FOR ELECTRIC BILL PAYMENT UNDER LIMITED CIRCUMSTANCES, WHICH INCLUDE PERSONS 60 YEARS OF AGE AND OLDER AND THOSE WITH PHYSICIAN DIAGNOSED MEDICAL CONDITIONS THAT WOULD BENEFIT FROM AIR-CONDITIONING SERVICES AND/OR AN AIR-CONDITIONING UNIT. INCOME ELIGIBILITY FOR BOTH THE WINTER AND SUMMER CRISIS PROGRAMS IS 175% OF THE FEDERAL POVERTY LEVEL. IN 2019, APPROXIMATELY 6,051 HOUSEHOLDS RECEIVED UTILITY PAYMENT ASSISTANCE. PERCENTAGE OF PAYMENT PLAN (PIPP) IS A PROGRAM PROVIDING A REDUCED MONTHLY ENERGY PAYMENT FOR HOMEOWNERS AND RENTERS BASED ON A PERCENTAGE OF INCOME FOR HOUSEHOLDS WITH AN INCOME AT OR BELOW 150% OF THE FEDERAL POVERTY GUIDELINES AND HAVE UTILITY SERVICE FROM AN ELECTRIC OR NATURAL GAS COMPANY REGULATED BY THE PUBLIC UTILITY COMMISSION OF OHIO. IN 2019, APPROXIMATELY 10,255 HOUSEHOLDS WERE SERVED BY THIS PROGRAM. TOTAL HOUSEHOLDS SERVED IN 2019: 16,307.
WEATHERIZATION PROGRAM: THE HOME WEATHERIZATION ASSISTANCE PROGRAM (HWAP) IS A NO-COST ASSISTANCE PROGRAM DESIGNED TO INCREASE ENERGY EFFICIENCY OF DWELLINGS OWNED OR OCCUPIED BY INCOME-ELIGIBLE HOUSEHOLDS. THE GOAL IS TO REDUCE THEIR ENERGY EXPENDITURES AND TO IMPROVE THEIR OVERALL HEALTH AND SAFETY. HWAP PROMOTES ENERGY EFFICIENCY, BY PROVIDING SERVICES THAT INCLUDE INSULATION, DUCT SEALING, WEATHER STRIPPING AND HEATING SYSTEMS UPGRADES. THE PROGRAM IS FEDERALLY FUNDED BY THE U.S. DEPARTMENT OF HEALTH AND HUMAN SERVICES AND DEPARTMENT OF ENERGY AND IS PROVIDED TO CUSTOMERS WITH AN ANNUAL HOUSEHOLD INCOME AT OR BELOW 200% OF THE FEDERAL POVERTY GUIDELINES. AFTER WEATHERIZATION, HOUSEHOLDS THAT HEAT WITH NATURAL GAS REDUCE SPACE HEATING CONSUMPTION BY AN AVERAGE OF 24.7%, AND ELECTRICALLY HEATED HOMES DECREASED THEIR USAGE ON AN AVERAGE OF 13%. HWAP SERVICES REDUCED THE PERCENTAGE OF THE UTILITY BILLS THAT THEIR CUSTOMERS PAY. IN ADDITION, THE RATE OF UTILITY SERVICES DISCONNECTIONS FOR THIS GROUP WAS DECREASED BY 50%. THE PROGRAM IS FUNDED THROUGH THE DEPARTMENT OF ENERGY, VECTREN, DP&L, AND THE AEP ENERGY. IN 2019, MVCAP PROVIDED: VECTREN - 303 HOUSEHOLDS, DP&L - 399 HOUSEHOLDS, SHARE THE WARMTH - 14 HOUSEHOLDS, EPP - 567 HOUSEHOLDS, AND DEPARTMENT OF ENERGY HWAP GRANT 375 HOUSEHOLDS, FOR A TOTAL OF 1,658.
COMMUNITY SERVICES BLOCK GRANT PROGRAM: THE COMMUNITY SERVICES BLOCK GRANT (CSBG) PROGRAM PROVIDES A VARIETY OF SERVICES AND ACTIVITIES FOR LOW-INCOME INDIVIDUALS TO ALLEVIATE THE CAUSES AND CONDITIONS OF POVERTY. THE PROGRAM IS DESIGNED TO PROVIDE FOR MAXIMUM FLEXIBILITY TO MEET LOCALLY DEFINED NEEDS. INCOME ELIGIBILITY FOR CSBG PROGRAMS IS AT OR BELOW 125% OF THE FEDERAL POVERTY GUIDELINES EXCEPT FOR INCOME-TAX PREPARATION ASSISTANCE. PROGRAMS ARE PROVIDED IN DARKE, GREENE, MONTGOMERY, AND PREBLE COUNTY AND INCLUDE: EMERGENCY SERVICES (E.G. RENT, UTILITY, TRANSPORTATION ASSISTANCE), LEGAL CLINIC, MICRO-ENTERPRISE BUSINESS DEVELOPMENT AND TRAINING, COMPUTER LITERACY TRAINING, EMERGENCY HOME REPAIR, "GETTING AHEAD" PROGRAM, VITA VOLUNTEER INCOME TAX ASSISTANCE PROGRAM, TRANSPORTATION ASSISTANCE PROGRAM , HOME FORECLOSURE AND FIRST-TIME HOME BUYING, TRANSITIONAL HOUSING, AND TAX CREDIT PROPERTY ADMINISTRATION. IN 2019, THE AGENCY PROVIDED THE FOLLOWING SERVICES UNDER CSBG: EMERGENCY SERVICES - 603, EMERGENCY HOME REPAIR - 55, LEGAL CLINIC - 172, MICRO-ENTERPRISE -26, COMPUTER LEARNING - 38, GETTING AHEAD - 49, VITA - 784, HOMEBUYER COUNSELING - 292, AND TRANSITIONAL HOUSING - 121.
