REPRESENT THE INTERESTS OF THE CONSTRUCTION AGGREGATES INDUSTRY BEFORE THE FEDERAL GOVERNMENT.

MEETINGS:THE ASSOCIATION OFFERS THE AGGREGATES INDUSTRY AN ARRAY OF OPPORTUNITIES TO MEET FOR EDUCATION, SHARE BEST PRACTICES, HEAR FROM INDUSTRY EXPERTS, NETWORK, AND PARTICIPATE IN GOVERNANCE ACTIVITIES. THE 2019 AGG1 ACADEMY & EXPO AND NSSGA ANNUAL CONVENTION, NSSGA'S PRIMARY EDUCATIONAL, GOVERNANCE AND NETWORKING EVENTS, WERE HELD IN MARCH IN INDIANAPOLIS. THE 2019 WORLD OF ASPHALT SHOW & CONFERENCE WAS ALSO CO-LOCATED WITH NSSGA'S EVENTS, PROVIDING A ONE-STOP-SHOP FOR THE CONSTRUCTION MATERIALS INDUSTRY.ANNUAL CONVENTION ATTENDANCE WAS STRONG, WITH NEARLY 600 INDUSTRY PROFESSIONALS IN ATTENDANCE. CONVENTION ATTENDEES TOOK PART IN COMMITTEE MEETINGS, NETWORKING RECEPTIONS, GENERAL SESSIONS AND TOURS. TWO KEYNOTE SPEAKERS, RICH KARLGAARD AND BYRON REESE OFFERED LEADERSHIP INSIGHTS AND POWERFUL MESSAGES ABOUT WORKFORCE CULTURE.THE AGG1 ACADEMY & EXPO WAS THE LARGEST YET IN THE EVENT'S HISTORY, WITH OVER 55,000 SQUARE FEET OF EXHIBIT SPACE OVER 60 EDUCATION SESSIONS.THE 2019 YOUNG LEADERS ANNUAL MEETING TOOK PLACE APRIL 28-MAY 1, IN HILTON HEAD, SOUTH CAROLINA. THE EAST COAST LOCATION AND STRONG SUPPORT OF THIS PROGRAM FROM MEMBERSHIP WERE KEY COMPONENTS FOR THIS EVENT TO GROW OVER 15% FROM 2018.306 YOUNG LEADERS AND THEIR GUESTS ATTENDED. THE YOUNG LEADERS STEERING COMMITTEE MADE SEVERAL ENHANCEMENTS TO THE PROGRAM TO IMPROVE NETWORKING AND TEAMBUILDING. THE COMMUNITY SERVICE PROJECT WAS COMBINED WITH A FACILITATED TEAMBUILDING ACTIVITY TO HELP BUILD RELATIONSHIPS WHILE WORKING TOWARD A COMMON GOAL. THE KEYNOTE SPEAKERS THIS YEAR WERE AGGREGATES INDUSTRY LEADERS:- BOB WELDON, NSSGA CHAIRMAN OF THE BOARD, WELDON MATERIALS- MICAH ZELTWANGER, SUPERIOR INDUSTRIES- DAN GRANT, MARTIN MARIETTA- MIKE SARAILLE, ECHELON FRONT- TOM HILL, SUMMIT MATERIALS- ANNE CRAMER, CASPER STOLLE QUARRY & CONTRACTING CO., INC.THE EXECUTIVE COMMITTEE & LEADERSHIP SUMMIT TOOK PLACE AT THE HYATT REGENCY LOST PINES IN AUSTIN, TEXAS, JUNE 23-26. THIS THREE-DAY MEETING OF 90 ATTENDEES OF WHICH 60 WERE EXECUTIVES INCLUDED BREAKOUT SESSIONS FEATURING LEADING INDUSTRY SPEAKERS WHILE COVERING THE 3 YEAR STRATEGIC PLAN.NSSGA'S SECOND LEGISLATIVE & POLICY FORUM TOOK PLACE NOVEMBER 18-20 AT THE HYATT REGENCY WASHINGTON ON CAPITOL HILL. OVER 250 AGGREGATES INDUSTRY PROFESSIONALS TOOK PART IN THIS YEAR'S EVENT, WHICH CONSISTED OF COMMITTEE MEETINGS, EDUCATIONAL SESSIONS AND A DAY ON CAPITOL HILL. TO PREPARE FOR THEIR CONGRESSIONAL VISITS, ATTENDEES HAD THE OPPORTUNITY TO ATTEND GENERALSESSIONS AND BREAKOUT SESSIONS THAT EDUCATED ON NSSGA'S MOST IMPORTANT ADVOCACY ISSUES. SPEAKERS INCLUDED:- SEN. TOM CARPER- SEN. JOHN BARRASSO- REP. STENY HOYER- KEVIN MCLAUGHLIN, NRSC- LUCINDA GUINN, DCCC- DAVID ZATEZALO, ASST. SECRETARY MINE SAFETY AND HEALTH- DAVID WASSERMAN, U.S. HOUSE EDITORSIX BREAKOUT SESSIONS COVERED SCIENCE, HIGHWAY CONSTRUCTION TECHNOLOGY, AN ELECTION WATCH, ZONING ISSUES AND MORE. THE HIGHLIGHT OF THE EVENT WAS "HILL DAY," IN WHICH THE ASSOCIATION SECURED OVER 175 APPOINTMENTS FOR PARTICIPANTS TO MEET WITH THEIR MEMBERS OF CONGRESS TO ADVOCATE ON BEHALF OF AGGREGATES.

GOVERNMENT AND REGULATORY AFFAIRS:IN 2019, THE ASSOCIATION SUCCESSFULLY ADVANCED A PRO-AGGREGATES INDUSTRY MESSAGE BEFORE THE ADMINISTRATION AND CONGRESS BY PROMOTING RELIABLE, ROUTINE AND ROBUST INFRASTRUCTURE SPENDING AT THE FEDERAL LEVEL. THE ASSOCIATION PUSHED BACK AGAINST BURDENSOME AND REDUNDANT REGULATIONS BY ADVOCATING FOR SOUND SCIENCE AND TRANSPARENCY IN THE RULEMAKING PROCESS, AS WELL AS COMMITTING TO CONTINUED LITIGATION EFFORTS ON MATTERS OF VITAL IMPORTANCE. THE ASSOCIATION PROMOTED A MATERIALS-NEUTRAL AGENDA FOR INFRASTRUCTURE INVESTMENT, WHILE ALSO WORKING CLOSELY WITH SMALL PRODUCERS WHO ARE THE BACKBONE OF THE AGGREGATES INDUSTRY. THE ASSOCIATION RELIES HEAVILY ON ITS PARTNERSHIPS WITH ITS SISTER ORGANIZATIONS, COALITIONS AND STATE ASSOCIATIONS.SPECIFICALLY, IN 2019, THE ASSOCIATION EDUCATED THE 100 NEW MEMBERS OF CONGRESS AND OTHER KEY LEGISLATORS ON THE PRIORITIES OF THE AGGREGATES INDUSTRY AND INDUSTRIAL SAND INDUSTRY. THE ASSOCIATION ENGAGED WITH THE ASSISTANT SECRETARY OF LABOR FOR MINING, SAFETY AND HEALTH, ENVIRONMENTAL PROTECTION AGENCY ADMINISTRATOR AND SECRETARY OF INTERIOR ON MATTERS CRITICAL TO THE INDUSTRY SUCH AS THE ASSOCIATION'S ROLE IN THE WITHDRAWAL AND REPLACEMENT OF THE EPA'S WATERS OF THE U.S. (WOTUS) RULE; CONCERNS ON REVERTING BACK TO THE 2017 MSHA'S WORKPLACE EXAMS RULE; AND CONSEQUENCES TO THE INDUSTRY OF BANNING MINING ON CERTAIN SWATHS OF FEDERAL LANDS. EPA AGREED WITH NSSGA'S RECOMMENDATION NOT TO REDUCE THE COARSE PARTICULATE STANDARD (PM10). A REDUCTION IN THE PM10 STANDARD COULD RESULT IN LOWER PRODUCTION AT SOME OPERATIONS, AS EMISSIONS LIMITS IN MEMBER AIR PERMITS ARE BASED ON PRODUCTION.THE ASSOCIATION LED AN EFFORT OF THE HIGHWAY MATERIALS GROUP AND THE AMERICAN TRUCKING ASSOCIATION TO SPONSOR ADS ENCOURAGING CONGRESS TO MOVE AN INFRASTRUCTURE BILL THROUGH INCREASING THE GAS TAX. THE ASSOCIATION WORKED CLOSELY WITH CAPITOL HILL FOR LEGISLATION TO BE INTRODUCED THAT WOULD FOCUS ON AGGREGATE SUSTAINABILITY. THE BILL ESTABLISHES A WORKING GROUP OF FEDERAL, STATE AND LOCAL STAKEHOLDERS TO EXAMINE THE USE OF AGGREGATES AND INSTITUTE A FEDERAL POLICY TO ENSURE CONTINUED ACCESS TO THIS ESSENTIAL RESOURCE.THE ASSOCIATION BUILT ON RELATIONSHIPS AT FAA AND FHWA BY PARTICIPATING IN VARIOUS MEETINGS AND EVENTS, SPECIFICALLY THE PAVEMENT STAKEHOLDER WORKSHOP TO PROVIDE FHWA WITH AN AGGREGATE PERSPECTIVE. THE ASSOCIATION HAS BEEN ACTIVE WITH THE SUSTAINABLE PAVEMENTS TECHNICAL WORKING GROUP AND AMERICAN CONCRETE INSTITUTE AND PARTICIPATED IN THE GAP CONFERENCE, A NEW EVENT DEVELOPED IN PARTNERSHIP WITH REPRESENTATIVES OF FHWA, FRA, FAA, AND US ARMY ERDC. THE ASSOCIATION ALWAYS MAINTAINED MATERIAL-NEUTRAL STANCE DURING 2019 AND ENGAGED IN MULTIPLE EFFORTS TO ENSURE ANY ADVANCING LEGISLATION DID NOT OFFER PREFERENCE TO ONE CONSTRUCTION MATERIAL OVER ANOTHER AT THE FEDERAL LEVEL.THE ASSOCIATION ENGAGED HILL OFFICES REGARDING LEGISLATION THAT WOULD BAN ASBESTOS IN THE US WITHOUT THE CORRECT DEFINITION OR THRESHOLD LEVELS FOR NATURAL OCCURRING ASBESTOS. THE ASSOCIATION WAS A PRODUCTIVE PARTNER AS THE LEGISLATION MOVES FORWARD. IN THE PROCESS, THE ASSOCIATION HAS CREATED NEW ALLIES AND EDUCATED MANY OFFICES ON THE POSITIVE IMPACTS AGGREGATE OPERATIONS BRING TO LOCAL COMMUNITIES.THE ASSOCIATION FURTHER PROMOTED ITS AGGRESSIVE PRO-AGGREGATES AGENDA BY STAGING THE THIRD AGGREGATES-ONLY LEGISLATIVE & POLICY FORUM IN WASHINGTON, D.C., WHERE 200 THE ASSOCIATION MEMBERS PARTICIPATED IN 300 CAPITOL HILL MEETINGS. BESIDES FOCUSING ON TRANSPORTATION FUNDING INCREASES, THE FORUM FOCUSED ON EDUCATING REPRESENTATIVES ON NATURALLY OCCURRING ASBESTOS. AS WELL AS COORDINATING QUARRY TOURS WITH MEMBERS CONGRESS AT LOCAL MEMBER COMPANIES TO HIGHLIGHTING THEIR IMPACT ON THE COMMUNITY AND THE SIGNIFICANCE ROLE AGGREGATES PLAYS IN AMERICA'S INFRASTRUCTURE.THE ASSOCIATION EXTENSIVELY ENGAGED WITH STATES ON OPPORTUNITIES FOR REGULATORY REFORM, LEGISLATIVE ADVOCACY AND WAYS TO GREATER ENHANCE THE STATE AND FEDERAL ASSOCIATION PARTNERSHIP.

COMMUNICATIONS:IN 2019, NSSGA'S COMMUNICATIONS DEPARTMENT IMPROVED ON MANY SUCCESSFUL EXISTING PROGRAMS AND LAUNCHED NEW MEDIA AND COMMUNICATIONS CAMPAIGNS, WHILE CONTINUING TO PLAY AN INTEGRAL ROLE IN SUPPORTING ALL DEPARTMENTS WITHIN THE ASSOCIATION TO MAINTAIN A CONSISTENT MESSAGE AND BRAND IDENTITY.INFRASTRUCTURENSSGA LED THE AGGREGATES INDUSTRY TO PUSH FOR MEANINGFUL INFRASTRUCTURE INVESTMENT. WORKING IN CONJUNCTION WITH THE AMERICAN TRUCKING ASSOCIATIONS, NSSGA SPEARHEADED THE OPPORTUNITY FOR THE HIGHWAY MATERIALS GROUP TO SPONSOR A TELEVISION AD CAMPAIGN BUY OVER TWO WEEKS IN THE WASHINGTON MEDIA MARKET ON CABLE NEWS NETWORKS. THIS DURING A TIME WHEN PRESIDENT TRUMP AND CONGRESSIONAL LEADERS WERE IN DISCUSSION TO FRAME AN INFRASTRUCTURE AGREEMENT. THIS WAS A BIG STEP FOR OUR INDUSTRY TO BE FRONT AND CENTER IN REACHING POLICYMAKERS THROUGH TELEVISION ADVERTISING. THE COMMERCIAL RAN 51 TIMES ON CABLE NEWS NETWORKS CNBC, CNN, FOX NEWS AND MSNBC, AS WELL AS THE FOX NEWS SUNDAY SHOW. THE TV AD BUY RESULTED IN OVER 1 MILLION IMPRESSIONS.NSSGA ASSEMBLED A TOOL KIT OF MATERIALS FOR NSSGA MEMBERS THAT INCLUDED SOCIAL MEDIA MESSAGES AND GRAPHICS; TALKING POINTS; A LETTER TO THE EDITOR TEMPLATE; AND GRASSROOTS LETTERS SENT TO PRESIDENT TRUMP AND MEMBERS OF CONGRESS.NSSGA CONTINUED TO PLAY THE LEAD ROLE IN COMMUNICATIONS FOR THE HIGHWAY MATERIALS GROUP, ORGANIZING A PRESS CONFERENCE ON CAPITOL HILL DURING THE TCC FLY-IN. THE PRESS EVENT FEATURED REPS. A PANEL REPRESENTING ALL DEPARTMENTS WITHIN NSSGA STAFF JUDGED THE ENTRIES AND RANKED THE TOP SUBMISSIONS WITHOUT KNOWING FROM WHOM THEY WERE SUBMITTED. THE WINNING SLOGAN - "WHY RISK IT? JUST CLICK IT!" - WAS SUBMITTED BY JOHNNY FARLEY, CROSS PLAINS PLANT MANAGER FOR ROGERS GROUP INC. AND WAS PUBLICLY ANNOUNCED IN JULY. NSSGA PROVIDED PROMOTIONAL MATERIALS TO MEMBER COMPANIES, WHICH INCLUDED 1,214 BREAK ROOM POSTERS AND 18,333 HELMET STICKERS TO 89 DIFFERENT NSSGA MEMBER FACILITIES.AWARDS OF EXCELLENCETHE ASSOCIATION ALSO CONTINUED TO RECOGNIZE EXCELLENCE AMONG AGGREGATES OPERATIONS WITH ITS OWN AWARDS PROGRAM. THESE AWARDS HIGHLIGHT QUARRIES AND PITS THROUGHOUT THE UNITED STATES FOR THEIR COMMITMENT AND PERFORMANCE IN COMMUNITY RELATIONS, SAFETY AND ENVIRONMENTAL STEWARDSHIP.
