Organizations Filed Purposes: THE UP CENTER HAS SERVED AS A SAFETY NET FOR THE HAMPTON ROADS COMMUNITY FOR OVER 137 YEARS. TODAY, WE HELP APPROXIMATELY 10,000 PEOPLE EACH YEAR. OUR MISSION IS TO CHANGE THE TRAJECTORIES OF FAMILIES IN CRISIS TO WHOLENESS.

AGENCY SERVICES FOR CHILDREN & FAMILIES:UP CENTER PROGRAMS SERVING CHILDREN AND FAMILIES INCLUDE OUR TEAM UP MENTORING PROGRAM; MEDIATION SERVICES; HEALTHY FAMILIES; PARENTS AS TEACHERS; AND FOSTER CARE SERVICES.SOME OF THE HIGHLIGHTS IN THIS PROGRAM SERVICE AREA FOR 2020 INCLUDE:OUR TEAM UP MENTORING PROGRAM LINKED 123 YOUTH WITH CARING ADULT MENTORS. OUR EARLY CHILDHOOD HOME VISITING PROGRAMS (PARENTS AS TEACHERS AND HEALTHY FAMILIES) PROVIDED INTENSIVE PARENT EDUCATION AND SUPPORT IN THE HOMES OF 130 PARENTS AND 175 CHILDREN, HELPING TO ENSURE HEALTHY CHILDREN AND FUTURE SCHOOL READINESS.TWENTY-TWO CHILDREN WERE PLACED IN LOVING FOSTER OR ADOPTIVE HOMES. THIRTEEN CHILDREN WERE REUNITED WITH THEIR BIOLOGICAL FAMILIES.

AGENCY COUNSELING SERVICES (MENTAL HEALTH AND HOUSING & FINANCIAL COUNSELING):THE UP CENTER PROVIDES TRAUMA INFORMED MENTAL HEALTH COUNSELING SERVICES, WHICH INCLUDE OUTPATIENT AND COMMUNITY BASED COUNSELING SERVICES. OUR OUTPATIENT COUNSELING SERVICES CONSISTS OF INDIVIDUAL, FAMILY AND GROUP COUNSELING FOR ADULTS, CHILDREN, AND ADOLESCENTS. OUR COMMUNITY BASED SERVICES CONSIST OF MENTAL HEALTH SKILL BUILDING AND INTENSIVE IN-HOME COUNSELING SERVICES. IN 2020, OUR COUNSELORS PROVIDED OVER 7,143 VISITS, ASSESSMENTS, AND COUNSELING SESSIONS. THEY ASSISTED 952 PEOPLE, INCLUDING MILITARY FAMILIES DEALING WITH THE STRESS OF DEPLOYMENT, TO OVERCOME GRIEF, TRAUMA, AND OTHER LIFE STRESS. THE UP CENTER ALSO CONTINUES TO OPERATE THE STEPHEN A. COHEN MILITARY FAMILY CLINIC AT THE UP CENTER LOCATED IN VIRGINIA BEACH. THIS FACILITY PROVIDES MENTAL HEALTH COUNSELING SERVICES TO POST-911 VETERANS AND THEIR FAMILIES REGARDLESS OF THE VETERAN'S ROLE WHILE IN UNIFORM, DISCHARGE STATUS, OR ABILITY TO PAY. AS OF JULY 24, 2020, THE MILITARY FAMILY CLINIC HAS RECEIVED OVER 905 REFERRALS AND SERVED MORE THAN 508 CLIENTS. IN THE PAST YEAR, THE UP CENTER HAS ALSO LAUNCHED SUBSTANCE USE DISORDER SERVICES. IN ADDITION TO ADDING OUTPATIENT COUNSELING TO HELP PEOPLE RECOVERING FROM ADDICTION, WE HAVE RECEIVED FUNDING TO ADD A FULL-TIME CERTIFIED AND REGISTERED PEER RECOVERY SPECIALIST. WE HAVE ALSO ADDED THREE ADDITIONAL PEER RECOVERY SPECIALIST VOLUNTEERS SINCE MARCH. THESE INDIVIDUALS NEED SUPERVISION TO RECEIVE THEIR PEER RECOVERY SPECIALIST CERTIFICATION AND HAVE HELPED TO SIGNIFICANTLY EXPAND THE UP CENTER'S CAPACITY TO HELP THOSE STRUGGLING WITH RECOVERY. THE UP CENTER ALSO PROVIDES HOUSING COUNSELING AND FINANCIAL COUNSELING AND EDUCATION SERVICES FOR INDIVIDUALS IN NEED. THESE SERVICES INCLUDE SUPPORT FOR HOMEOWNERS FACING FORECLOSURE OR RENTERS FACING EVICTION; PRE-PURCHASE COUNSELING FOR PROSPECTIVE HOME BUYERS; POST-PURCHASE COUNSELING FOR NON-DELINQUENT SENIOR HOME BUYERS; AND FINANCIAL COUNSELING AND EDUCATION. IN 2020, OUR HOUSING & FINANCIAL COUNSELING PROGRAM PROVIDED SERVICES TO APPROXIMATELY 674 INDIVIDUALS. THE PROGRAM WAS SUCCESSFUL IN ENABLING 117 FAMILIES TO AVOID FORECLOSURE OR EVICTION AND REMAIN IN THEIR HOMES. THE UP CENTER ALSO RECEIVED FUNDING IN 2020 FROM THE CITY OF NORFOLK AND URBAN STRATEGIES, INC. TO PROVIDE FINANCIAL EDUCATION AND HOUSING COUNSELING TO THE RESIDENTS OF TIDEWATER GARDEN WHO WILL BE IMPACTED BY THE ST. PAUL'S TRANSFORMATION PROJECT. THE UP CENTER IS TARGETING TO WORK WITH 90 TO 180 OF THE COMMUNITY'S RESIDENTS.

AGENCY SERVICES FOR PEOPLE WITH DISABILITIES:THE UP CENTER'S PROGRAM SERVICES FOR PEOPLE WITH DISABILITIES INCLUDES OUR FAMILY LIFE PROGRAM, WHICH ASSISTS INDIVIDUALS WITH INTELLECTUAL DISABILITIES BY PLACING THEM IN HOMES WITH SPECIALLY TRAINED FAMILIES RATHER THAN GROUP HOMES OR INSTITUTIONS. ADDITIONALLY, THE UP CENTER PROVIDES A REPRESENTATIVE PAYEE PROGRAM WHICH PROVIDES FINANCIAL MANAGEMENT FOR PEOPLE WITH DISABILITIES WHO ARE NOT COMPETENT ENOUGH TO DO SO FOR THEMSELVES. SOME OF THE HIGHLIGHTS IN THIS PROGRAM SERVICE AREA FOR 2020 INCLUDE:PROVIDED SPONSORED HOME SERVICES FOR 88 INDIVIDUALS WITH DISABILITIES ALLOWING THEM TO LIVE IN HOMES WITH SPECIALLY TRAINED FAMILIES INSTEAD OF GROUP HOMES OR INSTITUTIONS.1,156 PEOPLE WITH DISABILITIES, INCLUDING VETERANS, AVOIDED INSTITUTIONALIZATION, AND WERE STABILIZED IN THE COMMUNITY THROUGH THE UP CENTER'S BILL PAYING SERVICES.
