We end homelessness by providing permanent housing and supportive services.
VSH "scattered site" programs provide rental assistance and supportive services for qualifying formerly homeless individuals who reside with third-party landlords. Richmond Housing First, formerly known as Shelter Plus Care, is VSH's largest scattered-site program. The program serves the formerly chronically homeless of Richmond staying with private landlords. In 2019 98% of the 127 households served did not return to homelessness. Households served by this program also consistently see increases in obtaining mainstream benefits and income. This program includes the VSH Intensive Community Treatment (ICT) team that provides specialized care for households with more needs to remain permanently housed. This program consists of the consolidation of six HUD Continuum of Care (CoC) competitive grants into three after they were transferred from the Richmond Department of Social Services to VSH. Additional grant funding includes the Richmond Non-Departmental funds and HOPWA funding for households with a positive HIV/AIDS diagnosis.
The Hampton Roads Housing First program consists of 97 units of permanent supportive housing in the Hampton Roads region serving the formerly chronically homeless in Norfolk, Chesapeake, Western Tidewater, and Portsmouth. This program is funded through six HUD CoC grants as well as a grant from the City of Norfolk. This program served 108 individuals in 2019 with 100% of households served not returning to homelessness. Housing stabilization services in this program begin with a detailed assessment of each household's unique needs and goals for maintaining permanent housing. VSH's supportive services specialists then work with the household and private landlords to secure safe, affordable housing in the communities where the household wishes to reside as well as connecting the household with mainstream benefits and income. In 2019, these services assisted 66% of households with obtaining or increasing their income and 72% with obtaining SNAP benefits.
The Richmond HomeLink program consists of 82 units of permanent supportive housing in the Richmond region that also serves formerly chronically homeless households. This program is funded through three HUD CoC grants and receives additional funding through the Richmond Affordable Housing Trust Fund and HOPWA funding for services provided to households with a positive HIV/AIDS diagnosis. The HomeLink program is the second Richmond "scattered site" program where VSH provides supportive services and rental assistance for the formerly chronically homeless households that reside in apartments operated by private community landlords. This model has proven successful in allowing them to remain stably and permanently housed. In 2019 Richmond HomeLink served 110 households and saw 63% of households gain or maintain income and 63% receive SNAP benefits. This focus on obtaining mainstream benefits is a large part of the program's success with 97% of households remaining permanently housed. Other services directly responsible for these outcomes include budget management, connection with health and wellness services, and development of skills required for independent living.
