TO PROMOTE, WITHIN THE TERRITORY COVERED BY THE CHARTER FROM TIME TO TIME GRANTED IT BY THE BOY SCOUTS OF AMERICA AND IN ACCORDANCE WITH THE CONGRESSIONAL CHARTER, BYLAWS, AND RULES AND REGULATIONS OF THE BOY SCOUTS OF AMERICA, THE SCOUTING PROGRAM OF PROMOTING THE ABILITY OF BOYS AND GIRLS AND YOUNG MEN AND WOMEN TO DO THINGS FOR THEMSELVES AND OTHERS, TRAINING THEM IN SCOUTCRAFT, AND TEACHING THEM PATRIOTISM, COURAGE, SELF-RELIANCE, AND KINDRED VIRTUES, USING THE METHODS WHICH ARE NOW IN COMMON USE BY THE BOY SCOUTS OF AMERICA.
There are six phases in the core Scouting program: Lion scount for kindergarten-age youth, Tigers for first grade children, Cub Scouting for second though fifth grade children, Scouts BSA for youth age 11 though 17, Venturing for boys and girls age 14-20, and Learing for Life for youund agults. All six phases strive to accomplish similar important purposes (servant leadership, character development, participating citizenship, and personal fitness) in a manner that has proven to best meet the developmental needs of the age of the youth involved - and gives youth and adults skills that will prepare them for adulthood. Approximately 4,029 youth and adults enjoyed quality Scouting programs in over 210 community units. The Council is consistently among the top councils in the BSA in Boy Scout market share, youth member retention, renewed unit charters, Cub Scout and Boy Scout outdoor programs, and youth member advancement. The Council has the best youth retention (over 82%) record in Washington or Oregon, and among the best of BSA's nearly 300 councils. We rechartered over 97% of our Scouting units for the 15th consecutive year. Over 36,000 service hours were performed for the community as part of Good Turn for America.
