Organizations Filed Purposes: THE FOUNDATION WAS FOUNDED IN 1988 TO PROVIDE AN INDEPENDENT REVIEW OF A COMMUNITY HEALTH INFORMATION MANAGEMENT SYSTEM, GROUNDBREAKING WORK IN ADVANCING IT IN HEALTHCARE. SINCE THEN THE FOUNDATION HAS BEEN HOME TO LONG TERM AND SHORT TERM PROJECTS AND PROGRAMS RANGING FROM USE OF COMPARISON QUALITY STANDARDS BY CONSUMERS TO SUPPORTING PUBLIC HEALTH AGENCIES IN THE SURVEILLANCE OF SUDDEN HEALTH RISKS.

COAP: THE CARDIAC CARE OUTCOMES ASSESSMENT PROGRAM (COAP) IS A REGIONAL QUALITY IMPROVEMENT PROGRAM USING CLINICAL DATA FROM ALL CARDIAC SURGERIES AND PERCUTANEOUS INTERVENTIONS (PCIS) PERFORMED IN WASHINGTON STATE TO MEASURE QUALITY AND IDENTIFY AND DRIVE BEST PRACTICE. COAP SERVES 48 PRACTICE TEAMS ACROSS 32 HOSPITALS - 16 WITH BOTH PCI AND CARDIAC SURGERY PROGRAMS; 16 WITH PCI PROGRAMS ONLY. IN 2019 WE CAPTURED DATA ON 5,840 PCIS AND 5,560 CARDIAC SURGERIES. ASSESSMENT OF THIS DATA INFORMED BENCHMARKING, REPORTING, PERFORMANCE AWARDS AND QUARTERLY WEBINARS SHARING DATA AND BEST PRACTICE.

SCOAP: THE SURGICAL CARE OUTCOMES ASSESSMENT PROGRAM (SCOAP) IS AN ENGAGED COMMUNITY OF CLINICIANS WORKING TO BUILD SAFER, HIGHER QUALITY, AND MORE COST-EFFECTIVE SURGICAL CARE. THE COLLABORATIVE PROMOTES DATA-DRIVEN QUALITY IMPROVEMENT ACTIVITIES IN HOSPITALS PERFORMING GENERAL SURGERY - BARIATRICS, COLORECTAL, SMALL BOWEL OBSTRUCTION AND APPENDECTOMIES - ACROSS THE PACIFIC NORTHWEST. THE CENTRAL PREMISE OF SCOAP IS THAT QUALITY OF CARE CAN BEST BE ENHANCED THROUGH COLLABORATION - ACTING ON PERFORMANCE DATA THROUGH EDUCATION, BENCHMARKING, AND EVIDENCE-BASED INTERVENTIONS. IN 2019 SCOAP SERVED 36 HOSPITALS, CAPTURING CASE INFORMATION FOR 1,867 (ADULT AND PEDIATRIC) APPENDECTOMIES; 1,162 BARIATRIC SURGERIES; 2,502 COLORECTAL SURGERIES; AND 891 (MEDICALLYAND SURGICALLY-MANAGED) SMALL BOWEL OBSTRUCTION CASES.

OB COAP: THE OBSTETRICAL CARE OUTCOMES ASSESSMENT PROGRAM (OB COAP) IS A PERINATAL QUALITY IMPROVEMENT COLLABORATIVE. THE PROGRAM IS CLINICIAN-LED AND UTILIZES CLINICAL DATA FROM THE MEDICAL RECORD TO EXAMINE PROCESS AND OUTCOME METRICS FOR CHILDBEARING PERSONS AND THEIR NEWBORNS. BENCHMARKING, EDUCATION AND PROMOTION OF BEST PRACTICES ARE INTEGRAL TO THE ACTIVITIES OF THE PROGRAM. IN 2019 THE DIRECT POPULATION SERVED INCLUDES: 18 HOSPITALS AND THE PLANNED HOME/BIRTH CENTER COMMUNITY AND THE OBSTETRICAL TEAMS ASSOCIATED WITH EACH; 27,500 CHILDBEARING PEOPLE; 27,900 NEWBORNS.
