Organizations Filed Purposes: THE NATIONAL COALITION FOR ACCESS TO AUTISM SERVICES (NCAAS) SEEKS TO ASSURE AND ENHANCE CURRENT LEVELS OF HEALTH CARE INSURANCE COVERAGE OF AND ACCESS TO APPLIED BEHAVIOR ANALYSIS (ABA) AND RELATED AUTISM SERVICES AS A PART OF ANY PLAN TO REPEAL AND REPLACE THE "PATIENT PROTECTION AND AFFORDABLE CARE ACT" (P.L. 111-148, 111-152) OR TO OTHERWISE MODIFY THE IMPLEMENTATION OF THIS STATUTE OR OTHER APPLICABLE STATUTES, NOTABLY MEDICAID AND THE STATE CHILDREN'S HEALTH INSURANCE PROGRAM (SCHIP). THE NCAAS WILL ALSO WORK TO ENSURE THAT ANY REGULATORY CHANGES IN HEALTHCARE POLICY UNDERTAKEN BY THE CURRENT ADMINISTRATION DO NOT DISADVANTAGE THOSE WITH AUTISM SPECTRUM DISORDER (ASD) AND IDEALLY WOULD WORK TO EXPAND ACCESS TO CARE FOR THIS POPULATION.

DURING THE REPORTING PERIOD, NCAAS HELD WEEKLY CALLS WITH MEMBERS TO PROVIDE STATUS UPDATES ON FEDERAL ACTIVITIES AND NCAAS OBJECTIVES. NCAAS ENGAGED WITH THE DEFENSE HEALTH AGENCY (DHA) AND TRICARE ON CATEGORY I CPT CODES AND SENT A LETTER TO DHA IN MARCH 2019 ON THE TOPIC. NCAAS ENGAGED DHA ON ONGOING CONTRACTOR ISSUES. NCAAS ALSO SUBMITTED COMMENTS ON FEDERAL RULE PROPOSALS RELATED TO CPT CODES AND BENEFIT AND PAYMENT PARAMETERS FOR 2019 AND 2020. NCAAS FOSTERED CONVERSATIONS WITH THE BILLING CODE STEERING COMMITTEE REGARDING CPT CODES AND DRAFTED AN ADAPTIVE BEHAVIOR CATEGORY I CPT CODES: FAQS AND ANSWERS. IN FEBRUARY 2019, NCAAS HELD A "CAPITOL HILL DAY" WHERE 12 REPRESENTATIVES FROM NCAAS MEMBERS MET WITH 18 CONGRESSIONAL OFFICES TO DISCUSS THE IMPORTANCE OF ACCESS TO AUTISM SERVICES AND BUILD RELATIONSHIPS WITH NEW MEMBERS OF CONGRESS. THOSE MEETINGS ALSO RESULTED IN LANGUAGE BEING DRAFTED AND ADDED TO THE HOUSE FY 2020 COMMITTEE REPORT FOR THE LABOR-HHS APPROPRIATIONS BILL EMPHASIZING THE IMPORTANCE OF MENTAL HEALTH PARITY. NCAAS WORKED WITH XCENDA TO DEVELOP BEST PRACTICE GUIDANCE FOR BILLING DOCUMENTATION STANDARDS IN APPLIED BEHAVIOR ANALYSIS.
