We seek to recruit new businesses to locate to Clay County and work to retain and help grow existing Clay County businesses, all in an effort to: provide quality, high-wage employment opportunities; diversify the local economy; grow the non-residential tax base, and improve the overall business climate and quality of life in Clay County for its citizens and families.
The work of the Economic Development Corporation is to promote high-wage job creation and taxable capital investment in Clay County Florida. This is done through recruitment of high-wage employers to Clay County Florida; support and promote the expansion of existing high-wage employers in Clay County Florida; support and promote start-up businesses that have the capacity to create new high-wage jobs in Clay County Florida.
Clay EDC applied for and was awarded funding by the DEO under the Defense Reinvestment Grant (DRG) FY2019-2020 (S0126). This funding paid for a Business Recruitment and Expansion Competitive Analysis and Plan (Incentive Policy Review, Analysis and Revision Recommendations); $20,000. This funding paid for a Board Governance Review, Report, and Plan; $16,600. This funding paid for three Economic Development Presentations; $14,400. Clay EDC applied for and was awarded Accredited Economic Development Organization certification by the International Economic Development Council making it the 69th certified organization in the world (of 5,000). The accreditation required significant professional review and recommendations to ensure that the organization has a firm organizational structure in place. Clay EDC applied for and was awarded a 5-Year Contract for Services to conduct economic development on behalf of the Clay County Board of County Commissioners. Clay EDC began strategic planning efforts to develop the framework and consensus for a site readiness and certified shovel ready sites programs.
Mobro Marine has been in Green Cove Springs, FL since 1971. They employ 116 full-time employees with an average wage of twice the county average wage. Clay EDC is providing expansion project support including incentives for 61,400 sf of new build over two phases. This $12M expansion will add 12 new high wage employees. The Orange Park Plaza project is mixed-use development off of Kingsley Avenue in the Town of Orange Park. It features 164 high profile apartment units and 68,000 sf of office and retail space. The development will create 75 new jobs in the community, provide needed housing, and contribute to the redevelopment of the Town of Orange Park. Clay EDC provided tremendous advocacy, networking, and project support to get the project through the due diligence phase. Construction should begin in Q4 of 2021. Roller Die + Forming is an 85-year-old national company with a 90,000 sf plant in Green Cove Springs, FL. Clay EDC assisted the efforts for them to purchase their current plant and an adjacent 5 acre parcel for an upcoming expansion. The planned expansion will cost $4.5M and add 30 new jobs to the operation. Clay EDC worked with Coastal Spine and Pain Center's real estate and expansion team for over two years. After a lengthy exploration of Clay County site location options, the team decided to expand their current footprint at the intersection of Blanding Blvd. and Baxley Road in Middleburg. The team bought an adjacent property to their existing facility. Currently, under construction, the new $6M expansion will add a two-story, 25,000 sf beautiful new medical office building to the location. The expansion will include the addition of 15 new high wage jobs. Clay EDC worked extensively with Keystone Heights Airport on a DEO grant to support the addition of a water and sewage treatment plant to supply and support the airport. Clay EDC works on tremendous efforts to support infrastructure development and potential expansion of the airport. Clay EDC worked to create an access road from SR-21 directly into the Keystone Heights Airport making it more accessible to Clay County.
