THE COLORADO RURAL HEALTH CENTER (CRHC) IS COLORADO'S NONPROFIT STATE OFFICE OF RURAL HEALTH AND RURAL HEALTH ASSOCIATION. CRHC WORKS WITH FEDERAL, STATE AND LOCAL PARTNERS TO OFFER SERVICES AND RESOURCES TO RURAL HEALTHCARE PROVIDERS, FACILITIES, AND COMMUNITIES. SINCE 1991, CRHC HAS WORKED TO ENHANCE HEALTHCARE SERVICES IN THE STATE BY PROVIDING INFORMATION, EDUCATION, LINKAGES, TOOLS, AND ENERGY TOWARD ADDRESSING RURAL HEALTH ISSUES. OUR VISION IS TO IMPROVE HEALTHCARE SERVICES AVAILABLE IN RURAL COMMUNITIES TO ENSURE THAT ALL RURAL COLORADANS HAVE ACCESS TO COMPREHENSIVE, AFFORDABLE, HIGH QUALITY HEALTHCARE. CRHC WORKS TIRELESSLY TO SERVE THE STATE'S 32 CRITICAL ACCESS HOSPITALS (CAHS), 57 RURAL HEALTH CLINICS (RHCS), AND OTHER RURAL CLINICS AND HEALTHCARE PROVIDERS. THE ORGANIZATION'S SERVICES ARE DESIGNED TO STRENGTHEN THE ADMINISTRATION OF RURAL HEALTHCARE ORGANIZATIONS. IN 2020, CRHC OFFERED OUT 13,092 TECHNICAL ASSISTANCE ENCOUNTERS TO RURAL MEMBERS AND OFFERED 5.6 MILLION IN FREE TECHNICAL ASSISTANCE, EDUCATION, AND/OR GRANT FUNDING AND BENEFITS. IN 2020, CRHC PRIORITIZED WEBINARS, RESOURCES AND SUPPORT PERTAINING TO THE PUBLIC HEALTH EMERGENCY. TOPICS RANGED FROM TELEHEALTH IMPLEMENTATION, INFECTION CONTROL PROCESSES, NAVIGATING LOW VOLUMES, TESTING GUIDANCE AND MUCH MORE. ADDITIONALLY, CRHC WAS RESPONSIBLE FOR ADMINISTERING COVID-19 FUNDING THAT WAS ALLOCATED TO THE 32 CAHS IN COLORADO THROUGH THE SHIP GRANT THAT CRHC MANAGES. THIS FUNDING WAS APPROPRIATED THROUGH THE CARES ACT TO HELP SUPPORT CRITICAL ACCESS HOSPITALS WITH OVERALL OPERATIONS. CRHC ALSO CONTINUED TO FOCUS ON PROGRAMS TO SUPPORT RURAL HOSPITALS AND CLINICS WITH CHRONIC DISEASE MANAGEMENT, REGULATIONS AND COMPLIANCE, HIT, BILLING AND CODING, STRATEGIES FOR DATA ACCESS AND REPORTING, EMS, REVENUE CYCLE WORKFLOW, REIMBURSEMENT, AND SUSTAINABILITY. THE ORGANIZATION PUBLISHES SEVERAL ANNUAL DOCUMENTS AIMED AT IMPROVING RURAL SUSTAINABILITY. PUBLIC HEALTH DOCUMENTS SUCH AS THE TOP 3 BOTTOM 3 POPULATION HEALTH REPORT AND THE REGIONAL AND STATE-WIDE SNAPSHOTS OF RURAL HEALTH (IN ADDITION TO VIDEOS, INFOGRAPHS, WHITE PAPERS, AND PROCEDURAL MANUALS) PROVE TO BE INVALUABLE RESOURCES FOR RURAL COLORADANS SERVING IN HEALTHCARE SETTINGS ACROSS THE STATE.
CRHC SERVES AS THE PRIMARY SOURCE OF INFORMATION RELATED TO THE OPERATION AND ADMINISTRATION OF RURAL HEALTHCARE IN THE STATE OF COLORADO. AS SUCH, THE ORGANIZATION DEVOTES SIGNIFICANT TIME AND RESOURCES TO CLEAR, WIDE- REACHING COMMUNICATION CHANNELS. FROM THE ORGANIZATION'S ROBUST WEBSITE TO WEEKLY AND MONTHLY EMAILS, CRHC MAINTAINS A CLEAR CHANNEL FOR COMMUNICATING WITH RURAL FACILITIES AND PROVIDERS ACROSS THE STATE. THE ANNUAL PUBLICATION OF THE SNAPSHOT OF RURAL HEALTH GREW TO ITS LARGEST EDITION YET IN 2020. THE DOCUMENT COVERS THE BASICS OF THE STATE OF RURAL HEALTH IN COLORADO AND EXPANDED TO INCLUDE COVERAGE OF COVID-19, TELEHEALTH AND CENSUS PARTICIPATION IN 2020.
CRHC IS COMMITTED TO IMPROVING HEALTHCARE SERVICES AVAILABLE IN RURAL COMMUNITIES THROUGH POLICY AND ADVOCACY WORK ON THE STATE AND FEDERAL LEVELS. CRHC EITHER SUPPORTED, OPPOSED OR MONITORED 84 BILLS DURING THE 2020 SESSION, VOTING TO TAKE POSITIONS ON 29 BILLS, EACH CORRESPONDING TO A CRHC POLICY PRIORITY. CRHC SUPPORTED 18 BILLS, OPPOSED THREE BILLS AND MONITORED EIGHT BILLS. 44% PERCENT, OR EIGHT BILLS THAT CRHC SUPPORTED PASSED, AND 60% OF BILLS CRHC OPPOSED FAILED. THROUGHOUT THE SESSION, CRHC TESTIFIED EIGHT TIMES, ISSUED ONE STATE POLICY ACTION ALERT, AND ATTENDED OR HOSTED OVER 70 POLICY AND STAKEHOLDER MEETINGS.
