To facilitate increased understanding of civil liberties and rights, to inquire into the protection of civil liberties and rights, and to publish the results of these inquires.
INSTITUTIONAL REFORM PROJECT - THE PROJECT CONTINUES TO WORK TO IMPLEMENT DEEP, MUCH-NEEDED CHANGES DESIGNED TO IMPROVE THE LIVES OF CHILDREN UNDER THE CARE THE DEPARTMENT OF CHILDREN AND FAMILY SERVICES. DURING THE COURSE OF THE PAST YEAR, THE PROJECT FOCUSED ON ASSURING THAT CHILDREN UNDER THE CARE OF DCFS HAVE ACCESS TO HEALTH CARE, AS THE STATE SOUGHT TO TRANSFER THE RESPONSIBILITY OF HEALTH CARE FOR CHILDREN IN DCFS TO A MANAGED CARE SYSTEM. WE HAVE WORKED WITH THE STATE AND OTHER ADVOCATES TO ASSURE THAT ACCESS TO MEDICAL CARE, INCLUDING INDIVDIUALIZED CARE FOR CHILDREN WITH SPECIAL NEEDS. AFTER MONTHS OF DISCUSSION AND INVESTIGATION, THE STATE MOVED FORWARD WITH THE TRANSFER. WE ARE MONITORING PROGRESS OF THE TRANSFER. WE ALSO CONTINUE TO WORK WITH A COURT-APPROVED SPECIAL MASTER AND A TEAM OF EXPERTS TO DEVELOP AN UPDATED IMPLEMENTATION PLAN THAT WILL IMPROVE THE LIVES OF OUR CLIENTS. THE PROJECT ALSO IS WORKING TO IMPLEMENT CONSENT DECREES IN THREE (3) SEPARATE LAWSUITS DESIGNED TO MOVE HUNDREDS OF PERSONS WITH DEVELOPMENTAL AND PHYSICAL DISABILITIES - AS WELL AS THOSE EXPERIENCING MENTAL ILLNESS - FROM LARGE, INSTITUTIONAL NURSING HOMES INTO THE COMMUNITY CONSISTENT WITH THE AMERICANS WITH DISABILITIES ACT.
WOMENS & REPRODUCTIVE RIGHTS PROJECT THE PROJECT CONTINUES TO SERVE AS THE PRIMARY LEGAL RESOURCE FOR REPRODUCTIVE HEALTH CARE PROVIDERS FROM ALL ACROSS THE STATE OF ILLINOIS. IN THE WAKE OF THE ONSET OF THE COVID PANDEMIC - AND EXPECTING STAY-AT-HOME ORDERS FROM GOVERNMENT - THE PROJECT WORKED WITH THE GOVERNOR'S OFFICE TO ASSURE THAT REPRODUCTIVE HEALTH CARE WOULD BE INCLUDED IN ANY ORDER AS ESSENTIAL HEALTH CARE. AT THE SAME TIME, THE PROJECT CONTINUED TO CONDUCT VIGOROUS OUTREACH AND EDUCATION IN SUPPORT OF THE REPRODUCTIVE HEALTH ACT - DRAFTED BY MEMBERS OF THE WRRP TEAM. AND THIS YEAR, THE PROJECT WELCOMED A NEW LEGAL FELLOW WHO IS DEVELOPING AN ADVOCACY STRATEGY FOR REPRODUCTIVE HEALTH CARE IN PRISONS AND JAILS. IN ANOTHER MAJOR ACTIVITY, THE PROJECT CONTINUED TO SUPPORT AND PROTECT THE RIGHTS OF MINORS TO SEEK LEGAL, SAFE ABORTION CARE IN OUR STATE. EVEN AS COVID SHUT DOWN COURTS, THE BYPASS PROJECT CONTINUED TO SERVE CLIENTS ACROSS THE STATE, WORKING WITH LOCAL COURTS TO ASSURE THAT THE CLIENTS COULD GET BYPASS ORDERS IN A SAFE, SOCIALLY-DISTANT MANNER. AND, THE PROJECT CONTINUED TO ADVANCE LITIGATION AND ADVOCACY TO FIGHT RELIGIOUS REFUSALS OF HEALTH CARE. WE CONTINUE TO REPRESENT A CHICAGO WOMAN BEFORE THE ILLINOIS HUMAN RIGHTS COMMISSION AFTER SHE WAS DENIED CONTRACEPTIVE CARE. AND THE PROJECT CONTINUES TO MONITOR - AND AS APPROPRIATE PARTICIPATE IN - LITIGATION DEFENDING THE ILLINOIS HEALTH CARE RIGHT OF CONSCIENCE ACT AND AMENDMENTS THAT THE ACLU SPONSORED IN THE GENERAL ASSEMBLY A FEW YEARS AGO. AFTER THE COVID PANDEMIC BEGAN TO TAKE SHAPE, WE WORKED TO PROTECT THE MEDICAL PRIVACY AFTER FIRST RESPONDERS IN ILLINOIS SOUGHT TO IDENTIFY INFORMAITON ABOUT PEOPLE WHO HAD TESTED POSITIVE FOR COVID-19. WE CHALLENGED THE SHARING OF THIS INFORMATION IN COOK, DUPAGE, AND LAKE COUNTIES.
RACIAL JUSTICE: POLICE PRACTICES PROJECT -THE PROJECT HAS FOCUSED THIS YEAR ON IMPLEMENTING A CONSENT DECREE BETWEEN THE CITY OF CHICAGO AND THE ILLINOIS ATTORNEY GENERAL'S OFFICE AIMED AT IMPROVING POLICING ACROSS THE CITY. OUR CLIENTS AND PARTNERS HAVE PROVIDED VALUABLE INPUT FROM THEIR MEMBERS, BRINGING DIVERSE PERSPECTIVES AND LIFE EXPERIENCES FROM ALL ACROSS THE CITY OF CHICAGO. MANY OF THESE CLIENTS PARTICIPATED IN A MONTHS-LONG WORKING GROUP ON USE OF FORCE, DEVELOPING SOPHISTICATED RECOMMENDATIONS THAT LATER WERE REJECTED BY THE CITY. THROUGHOUT THE SUMMER, THE PROJECT MONITORED AND RESPONDED TO A SERIES OF ACTIONS BY POLICE IN RESPONSE TO PROTESTS SPARKED BY THE MURDER OF GEORGE FLOYD IN MINNEAPOLIS. AT THE SAME TIME, THE PROJECT FILED AND PURSUED A LAWSUIT ON BEHALF OF JAYLAN BUTLER, A COLLEGE SWIMMER FOR EASTERN ILLINOIS UNIVERSITY WHO WAS SURROUNDED, FORCED TO THE GROUND, HANDCUFFED AND HELD TO THE GROUND WHEN HE GOT OFF A TEAM BUS TO STRETCH HIS LEGS. THE LAWSUIT WAS FILED AGAINST A NUMBER OF LAW ENFORCEMENT AGENCIES IN THE QUAD CITIES AREA OF THE STATE.
