Organizations Filed Purposes: TO STIMULATE A BETTER FOCUSING OF ALL AVAILABLE LOCAL, STATE, PRIVATE AND FEDERAL RESOURCES UPON THE GOAL OF ENABLING LOW-INCOME FAMILIES, AND LOW-INCOME INDIVIDUALS OF ALL AGES TO ATTAIN THE SKILLS, KNOWLEDGE, MOTIVATIONS, AND TO SECURE THE OPPORTUNITIES NEEDED FOR THEM TO BECOME SELF-SUFFICIENT.

ENERGY ASSISTANCE PROGRAM:LIHEAP: DURING FY2020, THE LIHEAP PROGRAM SPENT $1,916,495 AND ASSISTED 3,438 HOUSEHOLDS OUT OF 3,507 HOUSEHOLDS THAT APPLIED. WEEOC SERVED 23 HOUSEHOLDS WITH THE FURNACE ASSISTANCE COMPONENT SPENDING OF $51,058. WEEOC APPLIED FOR AND RECEIVED A GRANT FROM AMEREN FOR $22,000 TO HELP WITH ELDERLY, DISABLED, VETERANS AND HOUSEHOLDS IN CRISIS. WEEOC MAINLY USE THESE DOLLARS TO ASSIST WITH DISCONNECTIONS. WEEOC INCREASED THE PIPP ROSTER TO 610 ENROLLED PARTICIPANTS AND HAD 103 DROP FOR VARIOUS REASONS. WEEOC ENDED THE YEAR WITH 507. WEEOC OBLIGATED $509,298 OF STATE BENEFITS DURING THE FISCAL YEAR. WEEOC WILL BE OPENING UP THE ROSTER FOR NEW PARTICIPANTS IN THE NEXT PROGRAM YEAR. WEATHERIZATION:WEEOC BEGAN THE WEATHERIZATION PROGRAM YEAR 2020 WITH HIGH HOPES OF A PRODUCTIVE YEAR. WEEOC PROCURED OUR OWN CONTRACTORS AND DID OUR OWN ASSESSMENTS AND FINAL INSPECTIONS. WHILE THERE WAS A STATE-WIDE HOLD UP APPROVING THE PROCUREMENT AND DESK AUDITS, WEEOC REMAINED OPTIMISTIC THAT 2020 WOULD BE AN INDUSTRIOUS UNDERTAKING. WEEOC HIRED AN ASSESSOR/FINAL INSPECTOR, AND HE AND ANOTHER STAFF MEMBER EMBARKED ON TAKING THE STATE TRAINING CLASSES. HOWEVER WHEN COVID-19 STRUCK IN MARCH, THE GOVERNOR PLACED A "NO WORK ORDER ON THE PROGRAM, AND WE NOR OUR CONTRACTORS WERE NOT ALLOWED TO ENTER ANY OF OUR CLIENT'S HOMES. WE CONCLUDED THE TIMEFRAME WITH 22 HOMES IN PROGRESS WITH 3 HOMES COMPLETED AND OBLIGATED $154,353 OUT OF THE $482,768 BUDGET.

HEAD START PROGRAM: PROVIDES LEARNING ENVIRONMENTS THAT ASSIST CHILDREN TO DEVELOP SOCIALLY, EMOTIONALLY, INTELLECTUALLY AND PHYSICALLY IN A MANNER APPROPRIATE IN AGE AND STAGE DEVELOPMENT. PROVIDES AN INDIVIDUAL APPROACH BY ASSESSING EACH CHILD'S DEVELOPMENT LEVEL AND ALIGNING A CURRICULUM PLAN AND PROGRESS MONITORING SYSTEM THAT WILL MAXIMIZE SCHOOL READINESS SUCCESS. ENGAGES IN MUTUALLY RESPECTFUL GOAL-ORIENTED PARTNERSHIPS WITH FAMILIES TO PROMOTE PARENT-CHILD RELATIONSHIPS AND FAMILY WELL-BEING. PROVIDES A COMPREHENSIVE HEALTH PROGRAM THAT PROMOTES PREVENTION, EARLY IDENTIFICATION AND INTERVENTION AND REFERRAL SERVICES. FACILITATES NETWORKS AND COMMUNITY PARTNERSHIPS THAT SUPPORT FAMILIES' STRENGTHS, INTERESTS AND NEEDS. COLLECTS AND ANALYZES OUTCOME DATA TO IMPLEMENT PLANS THAT REFLECT THE DESIRE FOR CONTINUOUS IMPROVEMENT THROUGH PROFESSIONAL DEVELOPMENT AND PROGRAM PLANNING AND EVALUATION. RESULTS AND KEY BENEFITS FROM 2019-2020: WESTERN EGYPTIAN EOC HEAD START PROGRAM PROVIDES COMPREHENSIVE SERVICES TO PRESCHOOL CHILDREN AND FAMILIES WITH LOW-INCOME. THE PROGRAM IS DESIGNED TO SERVICE THE TRI-COUNTY AREAS OF MONROE, PERRY AND RANDOLPH COUNTIES IN ILLINOIS WITH FUNDING FROM THE UNITED STATES DEPARTMENT OF HEALTH AND HUMAN SERVICES. THE HEAD START PROGRAM PARTICIPATES IN THE UNITED STATES DEPARTMENT OF AGRICULTURE (USDA) CHILD AND ADULT CARE FOOD PROGRAM. CHILDREN IN FULL-DAY CARE ARE SERVED BREAKFAST, LUNCH AND AFTERNOON SNACK. THE PART-YEAR, PART-DAY CLASSROOMS PROVIDE A TRADITIONAL EARLY CHILDHOOD SETTING WITH CLASSROOMS IN 5 HEAD START LOCATIONS FUNDED TO SERVE 195 CHILDREN. THE PART-YEAR CENTERS ARE OPERATED 128 DAYS IN THE SERVICE YEAR. DOOR-TO-DOOR BUS TRANSPORTATION IS PROVIDED FOR ALL CHILDREN IN THE PROGRAM OPTION. CLASSES WERE OFFERED IN A 4-HOUR SESSION IN MORNING OR AFTERNOON. CHILDREN WERE SERVED BREAKFAST AND LUNCH IN THE MORNING SESSION OR LUNCH AND SNACK IN THE AFTERNOON SESSION.

SENIOR PROGRAMS: PROVIDES NUTRITION, TRANSPORTATION, EMPLOYMENT, REFERRAL AND HEALTH SERVICES FOR INDIVIDUALS OVER 60 YEARS OF AGE. AMONG OTHER SERVICES, APPROXIMATELY 700 SENIORS WERE SERVED.
