The mission is to enable access to quality mental health services by all MO citizens in need of such services, while maximizing their human potential and quality of life.
MEETING/EDUCATION/TRAINING: MONTHLY MEETINGS FOR CEO'S, FISCAL DIRECTORS, AND STAFF ON DOC, DMH, AND CHILDREN'S COMMITTEES. BIMONTHLY MEETINGS FOR CLINICAL DIRECTORS. OTHER MEETINGS FOR WORKGROUPS. SESSIONS TO TRAIN COALITION MEMBER AGENCY STAFF IN TOPICS OF CURRENT CONCERN TO ENHANCE QUALITY OF CARE IN THE PUBLIC MENTAL HEALTH SYSTEM. SUPPORT AND MEMBERSHIP OF RELIAS LEARNING FOR ONLINE LEARNING OF MEMBER AGENCY STAFF. MEMBERSHIP IN NATIONAL ORGANIZATIONS FOR EDUCATIONAL PURPOSES. PROMOTION OF MENTAL HEALTH CONCERNS TO THE GENERAL PUBLIC. FIVE REGIONAL ADMINISTRATIVE AGENTS RECEIVE ALLOCATIONS FROM DMH WHICH ARE PAID TO THE COALITION FOR PARTIAL FUNDING OF TRAINING INITIATIVES.
MISSOURI WAS SELECTED AS ONE OF EIGHT STATES TO PARTICIPATE IN THE CERTIFIED COMMUNITY BEHAVIORAL HEALTH (CCBHC) DEMONSTRATION PROJECT UNDER THE EXCELLENCE IN MENTAL HEALTH ACT. THE DEMONSTRATION PERIOD WAS TWO YEARS, BUT HAS BEEN EXTENDED. CERTIFIED CLINICS WILL RECEIVE AN ENHANCED MEDICAID PAYMENT RATE BASED ON THEIR ANTICIPATED COSTS OF PROVIDING AN ARRAY OF BEHAVIORAL HEALTH SERVICES, INCLUDING SUBSTANCE ABUSE. MISSOURI HAS 15 PROVIDERS WHO WERE AWARDED THIS STATUS BY THE DEPARTMENT OF MENTAL HEALTH (DMH). aS PART OF THE PPS RATE (PROSPECTIVE PAYMENT SYSTEM) THE COALITION RECEIVES A PORTION OF THESE DOLLARS FOR TECHNOLOGY, DATA AND TRAINING ASSISTANCE.
THE COMMUNITY MENTAL HEALTH LIASON (CMHL) PROGRAM IS PART OF THE STRENGTHENING MENTAL HEALTH INITIATIVE. THIRTY+ CMHLS WORK ACROSS THE STATE TO ASSIST LAW ENFORCEMENT AND COURTS. THE CMHL COORDINATOR WORKS IN THE COALITION OFFICE. THE GOAL IS TO FORM BETTER COMMUNITY PARTNERSHIPS AMONG COMMUNITY MENTAL HEALTH CENTERS, LAW ENFORCEMENT, AND COURTS TO SAVE VALUABLE RESOURCES THAT MIGHT OTHERWISE BE EXPENDED ON UNNECESARRY JAIL, PRISON, AND HOSPITAL STAYS AND TO IMPROVE OUTCOMES FOR INDIVIDUALS WITH BEHAVIORAL HEALTH ISSUES. LIASONS ALSO FOLLOW UP WITH MISSOURIANS REFERRED TO THEM IN ORDER TO TRACK PROGRESS AND ENSURE SUCCESS. THROUGH THE CMHL PROGRAM, PEOPLE WITH BEHAVIORAL HEALTH ISSUES WHO HAVE FREQUENT INTERACTION WITH LAW ENFORCEMENT AND THE COURTS WILL HAVE IMPROVED ACCESS TO BEHAVIORAL HEALTH TREATMENT.IN JANUARY 2016 THE EMERGENCY ROOM ENHANCEMENT (ERE) AND CIT PROGRAMS WERE ADDED TO THE CATEGORY:ERE INITIATIVE: THE COALITION PROVIDES MANAGEMENT OF THE ERE PROGRAM, INCLUDING DATA COLLECTION AND OUTCOME REPORTING RESPONSIBILTIES. DATA RELATED EXPENSES INCLUDE LICENSE FEES, DATA WAREHOUSE FEES, AND DATA ANALYTIC TOOL COSTS. OTHER EXPENSES INCLUDE TRAVEL, MEETING EXPENSES, TRAINING MATERIALS, AND STAFF DEVELOPMENT.CIT TRAINING: THE COALITION SUPPORTS THE CIT EXECUTIVE COUNCIL IN PLANNING THE ANNUAL CIT CONFERENCE. THE COALITION WORKS WITH THE CIT EXECUTIVE COUNCIL TO FINANCIALLY SUPPORT MISSOURI INDIVIDUALS WHO WISH TO ATTEND AND/OR PRESENT AT THE INTERNATIONAL CIT CONFERENCE. THE COALITION SUPPORTS THE CIT COORDINATOR IN THE DEVELOPMENT OF CIT PROGRAMS. A LAW ENFORCEMENT OFFICER IS EMPLOYED AT 90% FTE TO PROMOTE AND EDUCATE THE LAW ENFORCEMENT COMMUNITY ABOUT THE CIT PROGRAM.
