Organizations Filed Purposes: THE EAST LOOP IMPROVEMENT DISTRICT (CID)'S MISSION IS TO PROVIDE ANY SERVICES AND IMPROVEMENTS AUTHORIZED UNDER THE CID ACT, INCLUDING WITHOUT LIMITATION FURTHERING ECONOMIC DEVELOPMENT, ENHANCING PUBLIC SAFETY, AND MAINTAINING AND IMPROVING INFRASTRUCTURE WITHIN THAT PORTION OF THE CITY OF ST. LOUIS, MISSOURI, THAT IS LOCATED WITHIN THE CID'S BOUNDARIES.

THE EAST LOOP CID MANAGES MAINTENANCE, SECURITY, AND ECONOMIC DEVELOPMENT FOR THE DISTRICT. DURING THE FISCAL YEAR 2019-2020, THE DISTRICT MANAGED REGULAR TRASH PICK-UP AND MAINTENANCE OF THE PUBLIC AREAS INCLUDING LANDSCAPING AND MAINTAINING THE PUBLIC PARKING LOT IN THE 5800 BLOCK OF DELMAR THAT IS LEASED FROM THE MISSOURI HISTORY MUSEUM. THE DISTRICT BEGAN PLANNING FOR SECURITY AND CONTRACTED WITH A SECURITY CONSULTING FIRM WITH PLANS FOR IMPLEMENTING SECURITY PATROLS. ECONOMIC DEVELOPMENT INITIATIVES INCLUDED MANAGING ALL OF THE EVENTS, SOCIAL MEDIA AND PUBLIC RELATIONS & MARKETING FOR THE ENTIRE DELMAR LOOP (5800 DELMAR TO 6600 DELMAR). THE EVENTS INCLUDED THE HOLIDAYS IN THE LOOP THAT KICKED OFF WITH SMALL BUSINESS SATURDAY, A CHRISTMAS TREE LIGHTING, A MENORAH LIGHTING, AND A KWANZAA EVENT. THE LOOP ICE CARNIVAL WAS HELD THE SECOND WEEKEND OF JANUARY. THE COVID-19 CRISIS BROUGHT UNFORESEEN CHALLENGES TO THE DISTRICT AND DURING THE SHUTDOWN ORDER, THE DISTRICT CREATED A GRANT PROGRAM TO ASSIST BUSINESSES WITH RENT PAYMENTS AND LATER WITH SMALL GRANTS FOR REOPENING. IN CONJUNCTION WITH WASHINGTON UNIVERSITY, THE DISTRICT SET-UP AND MANAGED A LUNCH PROGRAM WHERE THE UNIVERSITY PURCHASED OVER 400 MEALS A WEEK FROM DISTRICT RESTAURANTS. THE COVID-19 CRISIS WILL CONTINUE TO DICTATE THE FOCUS ON ECONOMIC DEVELOPMENT INITIATIVES FOR SOME TIME.THE DISTRICT STAFF ALSO MANAGES THE COMMITTEE TO APPROVE CONDITIONAL USE PERMITS AND LIQUOR LICENSES FOR NEW BUSINESSES. DESPITE THE COVID-19 CRISIS, THERE ARE 6 NEW BUSINESSES THAT HAVE OPENED OR ARE OPENING IN THE DISTRICT.
