THE RURAL PARISH CLINIC, THROUGH THE MISSION OF JESUS CHRIST, PROVIDES PRIMARY HEALTHCARE AND SOCIAL SERVICES TO IMPROVE THE HEALTH AND WELL-BEING OF UNINSURED PERSONS IN THE RURAL COMMUNITIES OF THE ARCHDIOCESE OF ST. LOUIS.
THE LARGEST PROGRAM SERVICE AVAILED BY THE RURAL PARISH CLINIC FOR FISCAL 2020 (JULY 2019 - JUNE 2020) INVOLVED THE SERVICE OF PRIMARY CARE PHYSICIAN SERVICES BY VOLUNTEER PHYSICIANS, NURSES AND A COMBINATION OF VOLUNTEER AND EMPLOYED SUPPORT STAFF. WHEN CORONAVIRUS STARTED IN FEBRUARY OF 2020, BOTH CLINICS WERE SUSPENDED FROM MARCH 16 - JULY 6 TO ACQUIRE N95 MASKS, SECURE OTHER PPE, CREATE SCREENING PROTOCOLS TO IDENTIFY AND SUSPEND COVID SYMPTOMATIC PATIENTS FROM RPC SERVICES. APPROXIMATELY 25 PATIENTS WERE SEEN PER MONTH FOR A TOTAL OF 260 PATIENTS ON A START UP CLINIC. XENOPHOBIA OF RURAL PATIENTS TOWARDS URBAN PROVIDERS LIMITED BUILDING TRUST WITH THE PATIENTS AND CORONAVIRUS SLOWED THE VOLUMES DUE TO FEAR OF CONTRACTING THE VIRUS IN COMING TO THE CLINIC, BUT VOLUME HAS RESUMED AND GROWS. A SECOND SITE OF ST. CLARE PARISH IN ST. CLAIR, MISSOURI OF FRANKLIN COUNTY BEGAN IN MARCH OF 2020. VOLUMES INCREASED AS A RESULT. THE RPC TRACKS THE SOCIAL DETERMINANTS OF HEALTH FOR ITS PATIENTS AND CAN REPORT THAT DURING THE SECOND QUARTER OF FISCAL 90% ARE BELOW THE 100% FEDERAL POVERTY GUIDELINES, 26% OF PATIENTS AVOIDED AN ER VISIT BY COMING TO RPC AS A LAST RESORT DUE TO INDIGENCY, 75% WERE UNEMPLOYED, 4% REPORTED HOMELESS, 26% FOOD INSECURE, 21% NEEDING TRANSPORTATION ASSISTANCE AND 15% NEEDING UTILITY BILL ASSISTANCE. IN JANUARY OF 2020, RURAL PARISH CLINIC WAS PROVIDED WITH A LARGE DONATION TO ALLOW RPC TO CONSTRUCT A NEW, DENTAL VAN TO SERVE THE DENTAL HEALTH NEEDS OF THE ARCHDIOCESE OF ST. LOUIS. RPC ALSO LEARNED OF A NEED FOR SERVICES AT AN URBAN SITE WHICH MAY BE ABLE TO AVAIL A SOURCE OF FUNDING FOR THE OPERATIONS OF THE DENTAL VAN. DECISIONS WERE MADE TO BID THE WORK TO LIFELINE MOBLIE OF COLUMBUS, OHIO TO CONSTRUCT A NEW VAN. EFFICIENCIES OF LABOR, TIMELINE AND EQUIPMENT COSTS WARRANTED INSTALLING ALL MAJOR EQUIPMENT DURING CONSTRUCTION OF THE VAN. THE ORIGINAL MISSION OF MEDICAL SERVICES WAS THEN ALLOWED TO EXPAND TO INCLUDE A SEPARATE VAN FOR DENTAL SERVICES.
AS THE DENTAL VAN BEGAN CONSTRUCTION IN MARCH OF 2020. A DENTIST WAS APPOINTED AS THE DENTAL DIRECTOR AND THE WORK OF EQUIPMENT SELECTION AND INSTALLATION, IDENTIFICATION OF NEEDED SUPPLIES, ESTABLISHING PURCHASING CONTRACTS WITH DENTAL VENDORS UNDER CONTRACT, RECRUITMENT OF ADDITIONAL DENTISTS, HYGIENISTS AND A FULL TIME EMPLOYED DENTAL COORDINATOR BEGAN. . BUDGETS WERE CREATED AND ALLOCATION OF INITIAL DENTAL EXPENSES ESTIMATED AT $ 6,192 AS NOTED BELOW IN 4(B), WERE SET UP APART FROM MEDICAL OPERATIONS IN ACCOUNT 3061, UNDER ACCOUNT 3062. ADDITIONAL ALLOCATION OF ANY GRANTS, DONATIONS OR OTHER FUNDING FOR DENTAL SERVICES WERE ALSO SET TO BE ALLOCATED TO 3062. AS OF THE END OF FISCAL YEAR 2020 ON JUNE 30, 2020, THE DENTAL VAN WAS UNDER CONSTRUCTION AND SCHEDULED FOR DELIVERY BEFORE SEPTEMBER OF 2020. DEVELOPMENT OF A FULL DENTAL VAN MISSION, SEPARATE VAN FACILITY AND INITIATION OF POLICIES, BUDGETS, ACCOUNTING, MARKETING, PUBLIC RELATIONS, SITE LOCATION DETERMINATIONS AND AGREEMENTS WITH PARTNERSHIP SITES AS WELL AS RECRUITMENT OF ADDITIONAL VOLUNTEERS AND RECRUITMENT OF A FULL TIME DENTAL COORDINATOR BEGAN BY THE END OF FISCAL 2020.
