Organizations Filed Purposes: To ensure that every Bladen County child, birth to age five years old, has an equal and fair opportunity for success.

RESOURCE AND LENDING LIBRARY: The Bladen County Resource & Lending Library will loan materials and provide trainings to early educators and families of young children, ages 0 - 5, to support young children's learning and development. The Bladen County Resource & Lending Library will provide a variety of early childhood materials, inclusive of resources focused on STEM and early literacy, through a check-out system to all members. The trainings for early educators and families will be aimed at supporting their classroom instruction and home environments to enhance children's learning. As deemed necessary, the Resource and Lending Library may employ the services of a contracted professional to provide for parent and/or provider workshops. The Resource & Lending Library will also provide the services of tools to create literacy rich environments in classrooms and homes for members. Membership of the Lending Library will be provided as a free service to remove barriers of participation. When transportation isn't available for early childhood professionals, the Lending Library Coordinator may deliver materials to participating sites. The primary focus of material delivery will be facilities with a program score of 2 or less, based on the North Carolina Star Rated License Scale. Other early educators seeking to enhance their instructional practices may also request delivery services, when transportation is a barrier. Members may be provided with nominal resources (ex. activity kits, books) through non-cash grants to enhance and extend knowledge gained from participating in trainings of the Lending Library. New members will receive an orientation to the Lending Library, which may be open for use some nights and weekends to increase access. The Lending Library Coordinator may participate in events such as Week of the Young Child and other events as determined relevant by the partnerships Executive Director. At a minimum, the Coordinator of the Resource and Lending Library will hold an Associate Degree.

PROGRAM COORDINATION AND EVALUATION: The Program Coordination and Evaluation activity will ensure that Smart Start funded activities operate in compliance and efficacy to meet the needs of the young children of Bladen County. The Program Manager, full time employee, will guide Smart Start funded activities in developing evaluation plans and will provide assistance to ensure that partnership goals, objectives, benchmarks, Early Childhood profile standards, projected outputs and outcomes are met. This quality assurance process may be coordinated in conjunction with the services of a contract evaluator. The Program Manager will have oversight of meeting programmatic goals and objectives, development and reporting of short- and long-term outputs and outcomes, compilation of data and researching best practices for model fidelity. The Program Manager will develop and disseminate programmatic reports and assist with needs-based strategic planning. This activity will also provide support to partnership staff and community partners through trainings and technical assistance in order to successfully implement programs and practices.

RAISING A READER: A Raising A Reader (RAR) Community Coordinator will implement Raising A Reader, a program that promotes improved literacy development through daily book sharing between caregivers and young children. The RAR Coordinator will hold a Bachelor's degree in early childhood education or related human service field and is required to attend the RAR National Coordinator Training prior to initial implementation. Coordinators will host two trainings for the site implementers that have been identified to participate in this project. Child care centers, child care homes, or other community sites with a high percentage of low-income children will be targeted and will loan identified families a book bag containing high quality developmentally appropriate childrens books. The books will be exchanged each week. Weekly shared reading sessions will take place at each RAR site. Parents of the children in the project will be invited to participate in at least two parent workshops where they will learn book sharing strategies. At least one library event will be provided for RAR participants and their families. Participants and their families will be provided with library information, library card application, and other community literacy resources. The program will be implemented with model fidelity as described above. Smart Start funds may also be used for books for children, child care for participants, nominal non-cash grants, incentives for eligible participants, light meals and other contracted services.
