A HAP CONTRACT PROVIDES RENT ASSISTANCE FOR LOW INCOME FAMILIES (OR PERSONS) UNDER THE SECTION 8 PROGRAM OF THE NATIONAL HOUSING ACT, WHILE HUD PAYS THE BALANCE OF THE RENT.
