THE NORTHWEST ENERGY EFFICIENCY ALLIANCE (NEEA OR "THE ALLIANCE")WORKS TO MOBILIZE THE NORTHWEST TO BECOME INCREASINGLY ENERGY EFFICIENT FOR A SUSTAINABLE FUTURE. NEEA IS FUNDED BY THE BONNEVILLE POWER ADMINISTRATION, ENERGY TRUST OF OREGON AND ELECTRIC AND NATURAL GAS UTILITIES ACCROSS THE REGION. ITS STAKEHOLDERS INCLUDE PUBLIC BENEFITS ADMINISTRATORS, STATE GOVERNMENTS, PUBLIC INTEREST GROUPS AND ENERGY EFFICIENCY INDUSTRY REPRESENTATIVES. NEEA COLLABORATES WITH ITS FUNDERS AND STAKEHOLDERS TO IDENTIFY EMERGING ENERGY-EFFICIENT PRODUCTS, SERVICES AND PRACTICES AND CREATE THE MARKET CONDITIONS FOR THEIR ADOPTION. BY WORKING TOGETHER AS AN ALLIANCE, NEEA'S FUNDERS AGGREGATE THEIR ENERGY EFFICIENCY INVESTMENT TO ACHIEVE REGIONAL ECONOMIES OF SCALE, INCREASE MARKET LEVERAGE AND POOL RISK. THE RESULT IS LONG-TERM, COST-EFFECTIVE ENERGY SAVINGS FOR THE REGION.SINCE 1997, NEEA'S ACTIVITIES HAVE SAVED MORE THAN 1,400 AVERAGE MEGAWATTS.
MARKET EXECUTION:IN PARTNERSHIP WITH THE REGION, THE ALLIANCE USES THE MARKET POWER OF THE NORTHWEST TO ACCELERATE THE INNOVATION AND ADOPTION OF BOTH ELECTRIC AND NATURAL GAS ENERGY-EFFICIENT PRODUCTS, SERVICES AND PRACTICES. SOME KEY ACTIVITIES AND REGIONAL RESULTS STEMMING FROM THE ALLIANCE'S 2019 INVESTMENT INCLUDE: - REMOVED MARKET BARRIERS AND DROVE REGIONAL SALES OF MORE THAN 15,000 HIGHLY EFFICIENT HEAT PUMP WATER HEATERS AND MORE THAN 20,000 DUCTLESS HEAT PUMP INSTALLATIONS;- GREW MARKET SHARE OF ENERGY STAR CERTIFIED CLOTHES DRYERS TO 41 PERCENT, UP FROM 17 PERCENT IN 2015;- PROVIDED INCENTIVES ON MORE THAN 115,000 EFFICIENT CONSUMER PRODUCTS THROUGH NEEA'S RETAIL PRODUCTS PORTFOLIO PROGRAM; - INFLUENCED THE ADVANCEMENT OF PROGRESSIVELY EFFECTIVE BUILDING ENERGY CODES AND EQUIPMENT STANDARDS, PROVIDING RESEARCH, TECHNICAL SUPPORT AND TRAINING;- DELIVERED ALLIANCE-SPONSORED TRAINING TO HUNDREDS OF TRADE ALLIES ACROSS THE REGION INCLUDING HVAC INSTALLERS, PLUMBERS, ARCHITECTS, LIGHTING DESIGNERS, CONTRACTORS, AND HOME BUILDERS; - MAINTAINED ROBUST ONLINE LIBRARIES OF INFORMATION, TOOLS AND RESOURCES, INCLUDING SEM HUB, BETTERBUILTNW, AND BETTERBRICKS, TO SUPPORT REGIONAL ENERGY EFFICIENCY EFFORTS;- WORKED WITH MANUFACTURERS, TECHNOLOGY DEVELOPERS, TRADE ASSOCIATIONS AND OTHERS TO ACCELERATE THE DEVELOPMENT OF EFFICIENT NATURAL GAS TECHNOLOGIES, INCLUDING: EFFICIENT GAS WATER HEATERS, COMBINATION WATER AND SPACE HEATING SYSTEMS AND CONDENSING ROOFTOP UNITS; - ADVANCED A NEW STANDARD FOR COMMERCIAL GAS-FIRED FURNACES - DEVELOPED WITH CANADIAN STANDARDS ASSOCIATION AND OTHER PARTNERS - EXPECTED TO BE PUBLISHED Q4 2020; AND- COMMISSIONED AND PUBLISHED TWO REPORTS EXAMINING EMERGING NATURAL GAS TECHNOLOGIES. NEEA SCANS THE MARKET TO IDENTIFY PROMISING NEW ENERGY-EFFICIENT PRODUCTS AND CONDUCTS LAB AND FIELD TESTING TO VALIDATE PRODUCT PERFORMANCE AND ENERGY SAVINGS. IN 2019, THE ALLIANCE: - INVESTIGATED A PIPELINE OF EMERGING ENERGY EFFICIENCY OPPORTUNITIES REPRESENTING TECHNICAL SAVINGS POTENTIAL FOR THE REGION OF MORE THAN 900 AVERAGE MEGAWATTS (AMW)- CONDUCTED LAB AND FIELD-TESTING OF SEVERAL EMERGING TECHNOLOGIES, INCLUDING: COMBINATION SPACE AND WATER HEATING UNITS WITH CO2 REFRIGERANT, VARIABLE-CAPACITY SPLIT-SYSTEM HEAT PUMPS, SMART THERMOSTATS AND ULTRA-HIGH DEFINITION TVS. - CONTINUED TO POPULATE AND MAINTAIN THE REGION'S SHARED EMERGING TECHNOLOGY DATABASE, WHICH INCREASES REGIONAL VISIBILITY INTO EMERGING TECHNOLOGY ACTIVITIES ACROSS ORGANIZATIONS AND REDUCES DEVELOPMENT COSTS BY AVOIDING REDUNDANCIES. IN 2019, MORE THAN 30 REGIONAL EMERGING TECHNOLOGY PROJECTS AND PRODUCTS WERE ADDED TO THE DATABASE.
PLANNING, EVALUATION AND TECHNOLOGY:ALLIANCE RESEARCH AND EVALUATION EFFORTS DRIVE PROGRAMMING, DEFINE CHALLENGES WITHIN ENERGY EFFICIENCY WORK, AND PROVIDE CRITICAL MARKET DATA AND ANALYSIS ABOUT REGIONAL ENERGY CONSUMPTION AND BUILDING STOCK.
