To strengthen school based health services and systems that promote the health and academic success of young people.
Technical Assistance and Training Expenses: This program provides support and resources to develop and expand capacity of school health staff and to strengthen school health services and school based health center (SBHC) sustainability. OSBHA provides training, facilitates key discussions among stakeholders, and provides project management and oversight for school-based staff and student wellness initiatives.OSBHA also works with health and education partners to develop innovative system initiatives and programming to enhance community wellness as well as student academic and attendance outcomes. We serve as a convener and leader in system innovation. OSBHA also provides pass-through funding and support to sites for program development and implementation. Accomplishments this year include:Community Engagement and ConveningConvened and facilitated three regional meetings with SBHCs, CCOs, LPHAs and tribal partners in Jefferson, Jackson, and Curry/Douglas counties focused on increasing youth engagement.Lane County SBHC Collaborative work led to developing and launching a collective website that serves as a single point of information on SBHCs, with prevention and healthcare tips and updates.The OR School-Based Mental Health Summit was held in Bend, led by OSBHA in partnership with OHA Public Health Division School-Based Health Center Program.Promoting Healthy RelationshipsWe led a collaborative effort to implement a HTRA (Healthy Teen Relationship Act) model at two Portland High Schools from 7/1 to 12/30/18. We provided healthy relationship education and advocacy services to 4,506 students, 212 teachers, administrators and SBHC staff, and to parents. Project partners collaborated with PPS to develop new policies to better support students.ACTION grants were awarded to four SBHCs in Columbia, Multnomah, Umatilla and Washington counties to facilitate healthy youth relationship programming.Positive Youth DevelopmentDeveloped and implemented a statewide Youth Action Council Summit and developed and conducted webinars on Engaging & Powerful YAC Projects and Destigmatizing Mental Health.Thirteen Student Health Advocates strengthened the youth voice in healthcare access and promotion of healthy relationships, participating in over ten events throughout the state and at a national conference.Youth-led HPV prevention education is being developed by our Student Health Advocates and will be provided to high school students. These students are also developing a training for healthcare providers on youth-oriented HPV prevention.OSBHA Statewide Youth Acton Council expanded efforts to center youth voice in healthcare.Trauma-Informed SchoolsCompleted the third year of providing technical assistance for the trauma informed schools pilot in Central High School (Polk County) and Tigard High School (Washington County).OSBHA continues work with Central School District, developing and facilitating the Central Community Collaborative, a group of district and health partners working together to reduce chronic absenteeism by addressing ACEs and toxic stress.
Advocacy: This program aims to influence public policy and resource decisions within political, economic and social systems. Approaching policy makers, including legislators, we address issues relative to the expansion of school health care and quality of that care, as well as policy agenda items. All advocacy is non-partisan and unrelated to any campaigns for office. Advocacy includes social media campaigns, public speaking and community organizing around a central issue. Social media, electronic newsletters, action alerts and our website are all important in communication with our members, champions, stakeholders and grassroots advisors who message to a variety of audiences. Advocacy accomplishments this year:Our House Bill 3165 passed, appropriating close to $1 million in funding for school districts to conduct a supported school assessment and planning process, with ongoing funding support.School Health Advocacy Day included over 100 participants who had 27 meetings with legislators to advocate for school health.
