Organizations Filed Purposes: NEIGHBORWORKS GREEN BAY SOLVES HOUSING CHALLENGES AND BUILDS STRONGER COMMUNITIES. WE ENVISION OURSELVES AS A SUSTAINABLE, RECOGNIZED LEADER IN COMMUNITY DEVELOPMENT, HOUSING REVITALIZATION, AND INNOVATIVE HOMEOWNERSHIP SOLUTIONS.WE SEEK TO BE FINANCIALLY STRONG, TO BUILD ON COMMUNITY ASSETS, TO MAKE GOOD DECISIONS, AND TO BE A HEALTHY ORGANIZATION.

NEIGHBORWORKS GREEN BAY SOLVES HOUSING CHALLENGES AND BUILDS STRONGER COMMUNITIES.

REAL ESTATE MANAGEMENT:OBJECTIVES: NEIGHBORWORKS GREEN BAY ADDRESSES THE HOUSING NEEDS OF VERY LOW INCOME HOUSEHOLDS AND SUPPORTS ITS CHARITABLE MISSION TO LOW-INCOME POPULATIONS THROUGH THE OPERATION OF RENTAL HOUSING. THE ORGANIZATION OWNED AND OPERATED 250 UNITS OF RENTAL HOUSING AT THE END OF 2019. MANY UNITS WERE RENOVATED USING FEDERAL GRANTS (INCLUDING HOME, CDBG, AND NSP) OR THROUGH THE LOW INCOME HOUSING TAX CREDIT (98 OF THESE SUBSIDIZED UNITS HAVE ACTIVE RESTRICTIONS REQUIRING OCCUPANCY BY LOW-INCOME HOUSEHOLDS). 144 UNITS ARE COVERED BY A HOUSING CHOICE VOUCHER (SECTION 8) PROJECT-BASED CONTRACT FOR OCCUPANCY BY HOUSEHOLDS WITH INCOMES AT OR BELOW 50% OF AREA MEDIAN INCOME (AMI).ACHIEVEMENTS: IN 2019 WE PLACED INTO SERVICE THREE (3) ADDITIONAL UNITS, MADE POSSIBLE THROUGH A COMBINATION OF SUBSIDY AND THE ORGANIZATIONS OWN FUNDING. THE ORGANIZATION SECURED HOME FUNDS AND INVESTED THEIR OWN FUNDS TO REHAB AND PLACE INTO SERVICE A SIDE BY SIDE DUPLEX IN A NEAR DOWNTOWN NEIGHBORHOOD. THE ORGANIZATION ALSO SECURED DONOR FUNDING AND INVESTED ITS OWN FUNDS TO ACQUIRE AND REHAB A PROPERTY THAT HAD BEEN RECENTLY UTILIZED AS A DAYCARE FACILITY. THE PROPERTY NOW FUNCTIONS AS A FOSTER CARE CENTER WHERE SUPERVISED VISITS BETWEEN FOSTER CHILDREN AND THEIR BIRTH PARENTS AND CHILDREN CAN BE HOUSED IN EMERGENCY SITUATIONS. THE PROPERTY HAS A RESIDENTIAL FEEL AND IS A SIGNIFICANT IMPROVEMENT COMPARED TO THE PROPERTY MOST RECENTLY USED TO ADMINISTER THESE PROGRAMS.VOLUNTEERS: EIGHT VOLUNTEERS FORM AN ASSET MANAGEMENT TEAM THAT EXAMINES THIS LINE OF BUSINESS AND DEVELOPS PLANS AND POLICIES. IN 2019, THESE VOLUNTEERS (DRAWN FROM AMONG NEIGHBORHOOD RESIDENTS AND LOCAL BUSINESS PEOPLE) PROVIDED APPROXIMATELY 90 HOURS OF SERVICE.

COUNSELING & LENDINGOBJECTIVES: NEIGHBORWORKS GREEN BAY IS A HUD-CERTIFIED HOUSING COUNSELING AGENCY AND ADOPTER OF THE NATIONAL INDUSTRY STANDARDS FOR HOMEBUYER EDUCATION AND COUNSELING. WE PROVIDE COMPREHENSIVE PRE- AND POST-PURCHASE EDUCATION AND COUNSELING, FORECLOSURE MITIGATION COUNSELING, HOME EQUITY CONVERSION MORTGAGE (HECM) COUNSELING, AND FINANCIAL CAPABILITIES TRAINING AND COUNSELING. WE ASSIST HOMEBUYERS BY PROVIDING NO-INTEREST, DEFERRED PAYMENT SECOND MORTGAGE LOANS.ACHIEVEMENTS: IN 2019, WE SERVED 722 CLIENTS WITH EDUCATION AND COUNSELING SERVICES. 432 PROSPECTIVE BUYERS COMPLETED OUR HOMEBUYER EDUCATION CLASSES. 573 CLIENTS RECEIVED ONE-ON-ONE PRE-PURCHASE COUNSELING. 208 CLIENTS PURCHASED HOMES. 83 CLIENTS RECEIVED POST-PURCHASE COUNSELING (FORECLOSURE AND HECM) AND 66 RECEIVED ONE ON ONE FINANCIAL CAPABILITIES COUNSELING THAT RESULTED IN INCREASED SAVINGS, REDUCED DEBT AND IMPROVED CREDIT. WE FACILITATED $29,047,175 OF COMMUNITY INVESTMENT THROUGH OUR CLIENTS' PURCHASES OF HOMES.VOLUNTEERS: MORE THAN A DOZEN AREA LENDERS AND REALTORS VOLUNTEERED IN EXCESS OF 120 HOURS OF THEIR TIME TO ADDRESS OUR PRE-AND POST-PURCHASE CLASSES AND TO ASSIST IN PROGRAM PLANNING AND PRODUCT DESIGN.

REAL ESTATE DEVELOPMENT:OBJECTIVES: NEIGHBORWORKS GREEN BAY ACQUIRES AND RENOVATES OR BUILDS HOMES FOR OWNER-OCCUPANCY IN GREEN BAY. WE DE-CONVERT MULTIFAMILY DWELLINGS BACK TO SINGLE FAMILY HOMES AND STIMULATE REINVESTMENT BY OTHERS WITH OUR NEW CONSTRUCTION PROJECTS. WE LOWER OVERALL NEIGHBORHOOD DENSITY, ELIMINATE BLIGHT, AND INCREASE ECONOMIC DIVERSITY. OUR PROJECTS COUNTER DECADES OF DISINVESTMENT AND EXTEND THE LIVES OF STRUCTURALLY SOUND HOMES. OUR WORK LOWERS ENERGY CONSUMPTION AND MAINTENANCE COSTS FOR RESIDENTS.ACHIEVEMENTS: NEIGHBORWORKS GREEN BAY SOLD SEVEN (7) HOMES IN 2019. A SINGLE FAMILY HOME WAS CONSTRUCTED AND SOLD USING FUNDING FROM THE ADOPT-A-HOME PROGRAM AT 720 N BROADWAY STREET, ONE SINGLE FAMILY HOME WAS REHABILITATED AND SOLD USING HOME FUNDING AT 716 KELLOGG STREET, AND FIVE HOMES PREVIOUSLY HELD AS RENTALS WERE SOLD TO OWNER OCCUPANTS OR LOCAL PROVIDERS OF NON-PROFIT PROGRAMMING. IN 2019, THE ORGANIZATION BEGAN NEW CONSTRUCTION OF ANOTHER SINGLE FAMILY ADOPT-A-HOME PROJECT, REHAB OF ANOTHER SINGLE FAMILY ADOPT-A-HOME PROJECT AND NEW CONSTRUCTION OF A 7 UNIT APARTMENT BUILDING USING THEIR OWN FUNDING. BOTH ADOPT-A-HOME PROJECTS ARE TO BE COMPLETED IN 2020 AND UNITS WILL BE SOLD TO OWNER-OCCUPANTS, WHILE THE 7-UNIT APARTMENT IS ALSO EXPECTED TO BE COMPLETED IN 2020 AND RENTED TO QUALIFIED TENANTS (3 OF THE 7 UNITS WILL HAVE ACTIVE RESTRICTIONS REQUIRING OCCUPANCY BY LOW-INCOME HOUSEHOLDS). IN 2019, IN PARTNERSHIP WITH A TEN-COUNTY CONSORTIUM, WE CONTINUED TO PROVIDE HOUSING QUALITY STANDARDS INSPECTIONS, HOME REPAIR SCOPE-WRITING, CONSTRUCTION PROJECT OVERSIGHT, AND ADDED LEAD TESTING, FOR AN OWNER-OCCUPIED HOME REHABILITATION LOAN PROGRAM ADMINISTERED BY BROWN COUNTY.VOLUNTEERS: IN ADDITION TO THE WORK OF THE ASSET MANAGEMENT TEAM (MENTIONED UNDER REAL ESTATE MANAGEMENT, ABOVE), A DESIGN REVIEW TEAM WORKS AS AN AD HOC COMMITTEE REVIEWING AND GUIDING PROJECT SCOPE, SPECIFICATIONS, AND SELECTION OF COLORS AND FINISHES. THESE FIVE VOLUNTEERS DONATED APPROXIMATELY 40 HOURS IN 2019.
