Organizations Filed Purposes: THE CORPORATION WAS FORMED TO STRENGTHEN AND SERVE COMMUNITY ACTION IN WISCONSIN. IN THIS ROLE IT SHALL: ACT AS AN ADVOCATE FOR THE LOW-INCOME AT ALL LEVELS OF GOVERNMENT; ENCOURAGE, PROMOTE AND STIMULATE THE DEVELOPMENT OF RESOURCES WHICH DEMONSTRATE PROGRESS TOWARD THE ELIMINATION OF POVERTY; PROMOTE MUTUAL UNDERSTANDING AMONG MEMBER AGENCIES AND STATE AND LOCAL ORGANIZATIONS TO FURTHER THE GOALS OF COMMUNITY ACTION; RECOMMEND APPROPRIATE ACTION TO MEMBER AGENCIES ON PENDING LEGISLATION; APPOINT, ELECT OR NOMINATE REPRESENTATIVES OF MEMBER AGENCIES TO VARIOUS STATE AND REGIONAL BOARDS, COMMISSIONS, COUNCILS AND COMMITTEES; PROMOTE PROFESSIONAL GROWTH AND COMPETENCE OF MEMBERS THROUGH TRAINING AND SUPPORT IN THE SOLUTION OF ADMINISTRATIVE PROBLEMS AFFECTING COMMUNITY ACTION AS A WHOLE; ACCEPT AND ADMINISTER GRANTS AND CONTRACTS FOR THE PURPOSE OF CONDUCTING PROGRAMS; SECURE FUNDS AND HIRE STAFF TO MANAGE AND ADMINISTER CORPORATION AFFAIRS AND SPECIFIC PROJECTS FOR PLANNED OPERATIONS.

THE CRISIS COUNSELING PROGRAM FUNDED BY THE WI DEPARTMENT OF HEALTH SERVICES WITH FUNDING FROM FEMA AND SAMHSA FOR AREAS WITH A DECLARED DISTASTER DECLARATION DEPLOYS LOCAL CRISIS COUNSELORS TO HELP RESIDENTS IN DEALING WITH THE DISASTER, HELPING THEM FIND RESOURCES AND TALKING WITH THEM TO ASSIST THEM IN MOVING THROUGH AND BEYOND THE DISASTER PHYSICALLY AND EMOTIONALLY.

ASSET DEVELOPMENT PROGRAMS:PROVIDE ASSISTANCE TO LOW-INCOME ENTREPRENEURS TO CREATE JOBS THROUGH THE JOB & BUSINESS DEVELOPMENT PROGRAM (JBD) BY STARTING NEW BUSINESSES OR EXPANDING EXISTING BUSINESSES. IN 2019, 8 CAAS ASSISTED LOW-INCOME ENTREPRENEURS IN LAUNCHING 34 NEW SMALL BUSINESSES (106% OF CONTRACT GOALS) AND SUSTAINING OR EXPANDING OPERATIONS AT 20 MORE EXISTING BUSINESSES. JBD CREATED 63 NEW FULL TIME JOBS AND 41 NEW FTES (104 TOTAL AND 325% OF GOAL). JBD ALSO PRESERVED 40 MORE FULL-TIME JOBS AND 24.5 FTES (64.5 TOTAL) AT EXISTING BUSINESSES. JBD LEVERAGED $789,356 IN BUSINESS LOANS. ALSO, UNDER ASSET DEVELOPMENT, THE RURAL BUSINESS DEVELOPMENT GRANT PROGRAM (RBDG) FROM USDA RURAL DEVELOPMENT PROVIDED TECHNICAL ASSISTANCE TO 16 RURAL SMALL BUSINESSES THAT CREATED 51 NEW JOBS.

TRAINING AND DEVELOPMENT:THESE PROGRAMS ARE DESIGNED TO INCREASE THE CAPACITY OF THE 18 COMMUNITY SERVICE BLOCK GRANT-FUNDED ENTITIES IN WISCONSIN TO PRODUCE AND ACHIEVE INTENDED RESULTS. THE TRAINING PROGRAMS STRENGTHEN THE ORGANIZATIONAL, FINANCIAL, AND PROGRAM CAPACITY OF PARTICIPANTS AND ENHANCES AND SUSTAINS THEIR ABILITY TO PLAN, DELIVER, MANAGE AND EVALUATE PROGRAMS TO PRODUCE INTENDED RESULTS FOR LOW-INCOME PEOPLE IN WISCONSIN. IN 2019, WISCONSIN COMMUNITY ACTION PROGRAM ASSOCIATION, INCORPORATED (WISCAP) ORGANIZED AND ADMINISTERED 1 LARGE CONFERENCE, THE POVERTY MATTERS! CONFERENCE. ATTENDANCE FOR POVERTY MATTERS! INCLUDED OVER 700 REGISTERED PARTICIPANTS, SPEAKERS, SPONSORS AND EXHIBITORS. WISCAP ALSO PLANNED AND ORGANIZED THE WISCAP ANNUAL TRAINING CONFERENCE IN MAY FOR STAFF OF OUR 18 MEMBER AGENCIES. WISCAP ALSO SPONSORS QUARTERLY MEETINGS OF ITS BOARD OF DIRECTORS.
