Racine Vocational Ministry empowers the unemployed and underemployed of RacineKenosha to become productive in their community
The average rate of annual recidivism in Wisconsin is 14.8% for high, medium and low-risk individuals. RVM only works with medium and high- risk offenders. The three-year State rate for medium and high-risk individuals averages 40.1%. In 2020, RVM maintained a rate of 5% for one year. Our 3-year rate for 2018-2020 is 12.58%, a 65% reduction over the State average. RVM has been recognized as a best practice by the US Attorney's Office of the Eastern District of Wisconsin and by the International Association of Chief's of Police. Kenosha Vocational Ministry is overseen by the Kenosha Unity Coalition, led by Kenosha's District Attorney and RVM. SECOND CHANCE RE-ENTRY PROGRAM
This program serves some of Racine's most challenged population. A number of our walk-in participants are struggling with mental illness, anti-social attitudes, criminal backgrounds, gang involvement and chronic episodes of unemployment. The majority of our walk-ins have been unemployed for more than one year. Racine Vocational Ministry placed 106 people in jobs and education in 2020. This is the lowest output in the last 14 years and is a result of the challenges generated by the pandemic. In 14 of the last 15 years, RVM has placed over 200 in jobs, education and certificate programs. This program is generally funded by the United Way of Racine County and the SC Johnson Fund. In 2020, virtually all (94%) of the participants who enroll in our programs qualify under the HUD definition as low-income. In 2020, RVM served 122 homeless participants, 44 gang participants, 57 prison returnees, and 135 in the walk-in program. Those we serve have experienced a greater capacity to reconnect with their families, get and maintain employment, stabilize their lives through increased self- awareness, and gained a more positive pro-social mode of thinking. RVM assisted this population with over $8,400 in supports for drivers' license recovery, gas cards, bus passes, work clothes, work tools, CNA certificates, forklift licenses and CDL certifications.
