Organizations Filed Purposes: BUTLER COUNTY CHILDREN'S CENTER, INC.'S MISSION IS TO PROVIDE A VARIETY OF HIGH QUALITY EARLY LEARNING PROGRAMS THAT FOSTER A SAFE AND POSITIVE CULTURE THROUGH KINDNESS AND RESPECT TO MEET THE COMPREHENSIVE NEEDS OF FAMILIES.

PROVIDES HEAD START/EHS AND CHILD CARE THROUGHOUT BUTLER COUNTY AND IS AN ELRC

HEADSTART - THE LARGEST CHANGE THAT HAPPENED IN 2020 WAS THE ADDITION OF THE HEAD START/EARLY HEAD START GRANT FOR ARMSTRONG COUNTY (EFFECTIVE JULY 1, 2020-JUNE 30, 2025). AN OPEN APPLICATION FOR ARMSTRONG COUNTY WAS AVAILABLE THROUGH THE OFFICE OF HEAD START IN 2019. IN EXAMINING OUR STRATEGIC GOALS, AND THE EXPANSION OF SERVICE DELIVERY INTO A FIVE COUNTY AREA WITH THE ELRC IN 2018, WE FELT THE EXTENSION OF OUR FOOTPRINT WITH CHILD RELATED SERVICES IN ARMSTRONG COUNTY WAS WARRANTED. WHILE THE COUNTY HAD HEAD START CENTER BASED SERVICES, THE PROGRAMMING WAS LIMITED TO HALF DAYS. WE ADDED HOME VISITING SERVICES FOR EARLY HEAD START, AS WELL AS CENTER BASED FOR THAT PROGRAM OPTION. WE EXPANDED THE LENGTH OF DAY AND DAYS PER WEEK WITH 2 DURATION CLASSROOMS, AND EXTENDED TO FULL DAY 4 DAYS A WEEK FOR THE REMAINING HEAD START SLOTS. WE ARE OFFERING 136 HEAD START SLOTS AND 36 EARLY HEAD START SLOTS IN A COMBINATION OF HOME AND CENTER BASED. CENTER LOCATIONS IN ARMSTRONG COUNTY WERE ESTABLISHED IN THE FOLLOWING COMMUNITIES:KITTANNINGFORD CITYAPOLLODAYTON ELEMENTARY IN PARTNERSHIP WITH ARMSTRONG SCHOOL DISTRICT ANDS BUFFALO ELEMENTARY WITH FREEPORT AREA SCHOOL DISTRICT.THERE IS AN ADMINISTRATIVE OFFICE LOCATED IN ELDERTON.TO FURTHER SUPPORT OUR SERVICES IN ARMSTRONG COUNTY, WE WERE AWARDED 40 HSSAP (STATE HEAD START SLOTS FUNDED BY THE STATE OF PENNSYLVANIA) SLOTS. AN ADDITIONAL 4 SLOTS WERE TRANSFERRED TO BUTLER COUNTY TO ALLOW FOR APPROPRIATE CLASS SIZE AND RATIONS. UNDER OUR BUTLER COUNTY HEAD START/EARLY HEAD START GRANT WE OPERATED HEAD START EXTENDED DURATION IN THREE (3) CLASSROOMS AT OUR BON AIR LOCATION AND WE WERE AWARDED AN ADDITIONAL 60 EXTENDED DURATION SLOTS FOR THE 2019-2020 SCHOOL YEAR. WE OPERATED FOUR QUALITY PRE K COUNT CLASSROOMS WITH A TOTAL CAPACITY OF 70 CHILDREN. PRE K COUNTS IS FUNDED BY THE STATE OF PA THROUGH OCDEL. THE AGENCY HAS A PROGRAM MANAGER WHO PROVIDES SUPERVISION FOR TEACHERS TRANSITIONING FROM A LEVEL 1 TO A LEVEL 2 CERTIFICATION WHICH ELIMINATES THE NEED TO CONTRACT WITH AN OUTSIDE AGENCY TO PROVIDE TEACHER EVALUATIONS USING THE DANIELSON MODEL. IN 2019, AN OPPORTUNITY THROUGH THE STATE BECAME AVAILABLE FOR INFANT TODDLER CONTRACTED SLOTS. SIMILAR TO THE FEDERAL EARLY HEAD START CENTER BASED MODEL, WE WERE SUCCESSFULLY AWARDED 20 SLOTS. THIS IS A STATE FUNDED PROGRAM THAT IS COORDINATED AND MONITORED BY THE ELRC. EXISTING CHILDREN IN THE DAY CARE ROOM WHO MET THE ELIGIBILITY AND AGE CRITERIA WERE TRANSFERRED TO THIS MODEL. UPGRADES TO THE ROOMS WERE COMPLETED, AND WE CURRENTLY HAVE 14 INFANTS AND TODDLERS ENROLLED AT BON AIRE.

ELRC - THE ELRC 3 PERFORMANCE REVIEW BY PA OCDEL INDICATED THAT WE WOULD MEET ALL 2019-20 PERFORMANCE STANDARDS AND OBJECTIVES. ELRC 3 EXPENDED OVER 15.5 MILLION DOLLARS TO DAYCARE PROVIDERS ON BEHALF OF OUR SUBSIDY CLIENTS. WE SUCCESSFULLY AWARDED OVER $650,000 IN STARS GRANTS/AWARDS TO OUR PROVIDERS IN REGION 3. WE CONTINUE TO BUILD UPON OUR REGIONAL ELRC LOCAL LEADERSHIP COUNCIL (LLC) AND THE COLLABORATION BETWEEN LOCAL COUNTY BASED EARLY EDUCATION COUNCILS WITH-IN OUR REGION. ELRC ADMINISTERED A NEW PILOT PROGRAM CALLED THE INFANT TODDLER CONTRACTED SLOTS (ITCS) FOR 19-20. WE AWARDED $450,000 IN TOTAL TO THREE PROVIDERS IN OUR REGION FOR ITCS CLASSROOM IMPLEMENTATION. ELRC ALSO ADMINISTERED CARES FUNDING FOR ELIGIBLE CHILDCARE FACILITIES IN OUR REGION FOR 19-20. WE MANAGED SEVERAL OTHER INITIATIVES SUCH AS COMMUNITY ASSET MAPPING, THE GOVERNOR'S INSTITUTE FOR EARLY EDUCATION PROJECT, AND STARS MOVEMENT KITS FOR PROVIDERS IMPROVING THEIR PROGRAM THROUGH THE QUALITY STARS RATING SYSTEM. ELRC CONTINUES TO MAKE SIGNIFICANT STRIDES IN EDUCATING PROVIDERS ON THE BENEFITS AND EFFICIENCIES OF PARTICIPATION IN DIRECT DEPOSIT AND THE PROVIDER SELF-SERVE (PSS) ON-LINE OPTION. THE EARLY LEARNING RESOURCE CENTER PROVIDES FAMILIES, EARLY LEARNING SERVICE PROVIDERS, AND COMMUNITIES ACCESS TO INFORMATION AND SERVICES THAT SUPPORT HIGH-QUALITY CHILDCARE AND EARLY LEARNING PROGRAMS. WE ARE THE REGIONAL HUB FOR EARLY LEARNING RESOURCES IN OUR FIVE COUNTY GEOGRAPHICAL AREA.

WE CONTINUED OUR COLLABORATION WITH BUTLER HUMAN SERVICES TO PROVIDE THE DROP-IN CHILD CARE PROGRAM FOR CLIENTS WITH HUMAN SERVICE NEEDS. THESE NEEDS INCLUDE MENTAL HEALTH TREATMENT, SUBSTANCE ABUSE TREATMENT, AND FINDING EMPLOYMENT. IN ADDITION, WE CONTINUED TO PROVIDE CHILDCARE SERVICES FOR CLIENTS ELIGIBLE FOR CHILD CARE WORKS AND FOR PRIVATE PAY CLIENTS. THE CHILD CARE PROGRAM ATTEMPTED WITH COMMUNITY BLOCK GRANT FUNDS. TO PROVIDE ONSITE BABYSITTING FOR CHILDREN OF CLIENTS AT THE CARE CENTER. THIS COLLABORATION WAS NOT SUSTAINABLE BECAUSE FAMILIES WERE UNABLE TO TRANSPORT THEIR CHILDREN TO THE CARE CENTER.DUE TO COVID RELATED RESTRICTIONS, WE HAVE REDUCED OUR ENROLLMENT CRITERIA TO INCLUDE CHILDREN UP TO 3RD GRADE ONLY, AND TEMPORARILY ELIMINATED THE BEFORE AND AFTER SCHOOL PROGRAMMING. THESE DECISIONS WERE MADE CAREFULLY, AND BASED ON CDC GUIDELINES, SOCIAL DISTANCING MANDATES AND THE NUMBER OF CHILDREN THAT WE COULD SAFELY MAINTAIN IN THE CLASSROOM ENVIRONMENTS. OVERALL, THE AGENCY HAS BENEFITTED FROM COVID/CARES FUNDING AVAILABLE FROM THE FEDERAL AND STATE GOVERNMENTS. THESE DOLLARS HAVE ENABLED US TO MAKE PPE PURCHASES FOR THE SAFETY OF OUR CHILDREN AND FAMILIES, AS WELL AS DEEP CLEANING AND SANITIZING TO ENSURE A HEALTHY ENVIRONMENT FOR SERVICE DELIVERY.
