Organizations Filed Purposes:
THE INSTITUTE FOR ECONOMIC DEVELOPMENT, DBA RIVERFRONT ALLIANCE OF DELAWARE COUNTY (RADC), IS A CONSORTIUM OF PRIVATE SECTOR CORPORATIONS AND NON-PROFIT INSTITUTIONS THAT HAVE COME TOGETHER TO DEVELOP AND IMPLEMENT PROGRAMS AND ACTIVITIES DESIGNED TO COUNTER THE SOCIAL AND ECONOMIC CONDITIONS THAT RESULT FROM DISINVESTMENT AND COMMUNITY DETERIORATION IN DISTRESSED COMMUNITIES. WITHIN THIS BROAD CONTEXT, RADC IS SPECIFICALLY COMMITTED TO UNDERTAKING A TARGETED MIX OF INNOVATIVE ECONOMIC DEVELOPMENT PROGRAMS AND ACTIVITIES FOCUSED ON THE PHYSICAL, ECONOMIC AND SOCIAL REVITALIZATION OF THE CITY OF CHESTER.
IMPLEMENT PROGRAMS TO PROMOTE THE DEVELOPMENT OF THE DELAWARE COUNTY WATERFRONT.
ECONOMIC DEVELOPMENT - RADC IS INVOLVED IN ECONOMIC DEVELOPMENT WITH A SPECIFIC FOCUS ON PROMOTING WATERFRONT-RELATED PROJECTS. MANY OF ITS MEMBERS, INCLUDING HARRAH'S, THE PHILADELPHIA UNION, SIG COMBIBLOC, DELCORA AND MONROE ENERGY, ARE LOCATED ON THE WATERFRONT AND ARE SUPPORTIVE OF THIS DEVELOPMENT. AS SUCH, RADC HAS CREATED A WATERFRONT DEVELOPMENT COMMITTEE TO GUIDE THIS PROCESS. THE COMMITTEE INCLUDES REPRESENTATIVES OF WATERFRONT BUSINESSES, ELECTED OFFICIALS AT THE COMMONWEALTH, CITY, AND COUNTY LEVELS, AS WELL AS ENVIRONMENTAL AND PLANNING ORGANIZATIONS. IT IS CURRENTLY FOCUSING ON TWO INITIATIVES. THE FIRST IS FUNDING FOR A MASTER PLAN THAT WILL BUILD ON THE RECENTLY COMPLETED PARKS, TRAILS AND OPEN SPACE PLAN. (CONTINUED ON SCHEDULE O)THE PARKS, TRAILS AND OPEN SPACE PLAN OUTLINES SPECIFIC RECREATIONAL IMPROVEMENTS AND PROGRAMMING FOR THE AREA BETWEEN HIGHLAND AVENUE AND NORRIS STREET.THE GOAL OF THE PLAN IS TO BUILD UPON THE EXISTING ASSETS WHICH INCLUDE THE 18,500 SEAT SUBARU PARK, THE DELAWARE RIVER, THE COMMODORE BARRY BRIDGE AND COMMODORE BARRY BRIDGE PARK, THE 1.5 MILE CHESTER RIVERWALK, WHICH IS PART OF THE EAST COAST GREENWAY, AND THE 400,000 SQUARE FOOT COMMERCIAL OFFICE BUILDING. THE SPECIFIC TARGET AREA EXTENDS FROM HIGHLAND AVENUE TO THE DELAWARE RIVER, FROM NORRIS STREET TO ROUTE 291 (WEST 2ND STREET).RADC RAISED THE REQUIRED FUNDING FOR THE MASTER WATERFRONT PLAN. THE PLAN WAS NEARING COMPLETION IN JUNE 2020 AFTER A YEAR-LONG PROCESS THAT INCLUDED EXTENSIVE COMMUNITY AND STAKEHOLDER OUTREACH. THE PLAN ADDRESSES INITIAL PUBLIC SECTOR INVESTMENT AND LONGER-TERM DEVELOPMENT OF COMMERCIAL, RESIDENTIAL, AND RECREATIONAL USES IN THE TARGET AREA. TO DATE, RADC HAS BEEN INVOLVED IN IMPLEMENTATION OF THE PLAN AND HAS ACCOMPLISHED THE FOLLOWING:- RAISED $215,000 IN WATERFRONT DEVELOPMENT TAX CREDITS FOR THE RECONSTRUCTION OF THE UNIT AND 100 BLOCKS OF ENGLE STREET AS A DIRECT CONNECTION TO THE CHESTER WATERFRONT.- DEVELOPED SPECIFICATIONS AND PUBLICLY BID THE RECONSTRUCTION OF THE UNIT AND 100 BLOCKS OF ENGLE STREET. WORK IS UNDERWAY AND CLOSE TO COMPLETION. - ASSISTED THE PENNSYLVANIA ENVIRONMENTAL COUNCIL AND EAST COAST GREENWAY ALLIANCE ON FUNDING APPLICATIONS FOR DESIGN OF THE HIGHLAND AVENUE CONNECTOR, WHICH WILL LINK THE RIVERWALK TO THE PROPOSED ROUTE 291 SECTION OF THE TRAIL. APPLICATIONS WERE SUBMITTED TO THE PENNSYLVANIA DEPARTMENT OF CONSERVATION AND NATURAL RESOURCES AND THE COASTAL ZONE MANAGEMENT PROGRAM UNDER THE PENNSYLVANIA DEPARTMENT OF ENVIRONMENTAL PROTECTION FOR CONSTRUCTION DESIGN.
PUBLIC SAFETY - RADC RECOGNIZES THAT HAVING A SECURE ENVIRONMENT TO IN WHICH TO LIVE, WORK, AND RECREATE IS ESSENTIAL AND MAINTAINS A STANDING PUBLIC SAFETY COMMITTEE, WHICH FUNCTIONS AS FOLLOWS:-REGULARLY CONVENES LAW ENFORCEMENT AGENCIES, PRIVATE CORPORATIONS, AND NON-PROFIT ORGANIZATIONS TO SHARE BEST PRACTICES AND COORDINATE EFFORTS;-IDENTIFY GOVERNMENT, FOUNDATION, AND CORPORATE FINANCIAL AND HUMAN RESOURCES THAT CAN BE USED TO AUGMENT LOCAL RESOURCES. RADC AND ITS PARTNER ORGANIZATIONS USE FUNDS FOR ADDING SECURITY CAMERAS, LIGHTING AND IMPROVED STREETSCAPES, ADDING MAN POWER AND PATROLS, AND RESEARCHING AND RECOMMENDING BEST PRACTICES. RADC'S GOAL IS TO IMPROVE PUBLIC SAFETY.
EMPLOYER ASSISTED HOUSING - THE EMPLOYER HOMEBUYER ASSISTANCE PROGRAM (EAH) ENCOURAGES CHESTER-BASED EMPLOYERS TO PROVIDE FINANCIAL INCENTIVES FOR THEIR EMPLOYEES TO PURCHASE AND MAINTAIN HOMES. THE PROGRAM INCLUDES FORGIVABLE LOANS PROVIDED BY THE MEMBERS OF RADC. BASED ON FEEDBACK FROM CURRENT PARTNERS AND COLLABORATING BUSINESSES, RADC HAS IDENTIFIED THE NEED TO EXPAND EAH SERVICES. FURTHER, RADC IS ENGAGED IN THE CONSTRUCTION OF NEW RESIDENTIAL HOMES. (CONTINUED ON SCHEDULE O)RADC IS COMMITTED TO EXPANSION OF THE EAH PROGRAM BECAUSE WE BELIEVE HOMEOWNERSHIP CREATES REAL AND INTRINSIC VALUE IN STABILIZING NEIGHBORHOODS AND COMMUNITIES. FURTHER, HOMEOWNERS HAVE THE POTENTIAL TO BUILD EQUITY IN THEIR PROPERTIES, PROVIDING AN OPPORTUNITY TO ACCUMULATE A FINANCIAL ASSET.
