Organizations Filed Purposes: KEYSTONE DEVELOPMENT PARTNERSHIP IS DEDICATED TO DEVELOP OR ENHANCE LABOR/MANAGEMENT PARTNERSHIPS BY ENGAGING WORKING MEN AND WOMEN AND THEIR EMPLOYERS IN CREATING WORK FORCE DEVELOPMENT SOLUTIONS BY ACCESSING THE RESOURCES NEEDED TO ENSURE SUSTAINABLE ECONOMIC GROWTH FOR THE COMMONWEALTH OF PENNSYLVANIA.

KDP HAS DEVELOPED THE REGISTERED APPRENTICESHIP (RA) NAVIGATOR PROGRAM FOR WORKFORCE INTERMEDIARIES TO EXPAND APPRENTICESHIP THROUGHOUT THE COMMONWEALTH. THE RA NAVIGATOR IS AN APPRENTICESHIP PROGRAM THAT TRAINS PEOPLE TO START APPRENTICESHIP PROGRAMS. RA NAVIGATORS HELP GROW THE APPRENTICESHIP ECOSYSTEM THROUGH REGIONAL PARTNERSHIPS AND PROVIDE TECHNICAL ASSISTANCE TO UNIONS, EMPLOYERS, INDUSTRY ASSOCIATIONS, COMMUNITY ORGANIZATIONS, TRAINING PROVIDERS, AND THE WORKFORCE SYSTEM. THE ONE-YEAR APPRENTICESHIP PROGRAM INCLUDES 2,000 HOURS OF ON-THE-JOB TRAINING (OJT) PLUS 144 HOURS OF RELATED TECHNICAL INSTRUCTION (RTI). THE PILOT OF THE RA NAVIGATOR APPRENTICESHIP PROGRAM KICKED OFF IN SEPTEMBER 2019 IN SOUTHEAST PA IN PARTNERSHIP WITH PHILADELPHIA WORKS AND PENN STATE UNIVERSITY, AND ADDITIONAL REPLICATIONS ARE PLANNED FOR CENTRAL AND WESTERN PA IN THE NEAR FUTURE. THE INITIATIVE ALSO RECENTLY RECEIVED THE PINNACLE FOR BUSINESS DEVELOPMENT AWARD AT THE NATIONAL ASSOCIATION OF STATE WORKFORCE AGENCIES' (NASWA) 2020 WINTER POLICY FORUM IN WASHINGTON, D.C. FOR "DEMONSTRATING EXCELLENCE AND INNOVATION IN THE AREA OF EMPLOYER ENGAGEMENT", AND THERE IS A GROWING INTEREST IN REPLICATING THE PROGRAM NATIONALLY.

KDP HAS PARTNERED WITH THE PA DEPARTMENT OF LABOR & INDUSTRY APPRENTICESHIP & TRAINING OFFICE (ATO) SINCE ITS INCEPTION IN 2016, HELPING TO LAY THE GROUNDWORK FOR REGISTERED APPRENTICESHIP THROUGHOUT THE STATE. IN COLLABORATION WITH THE ATO AND LOCAL WORKFORCE DEVELOPMENT BOARDS (LWDBS), KDP COORDINATES ACTIVITIES TO PROMOTE RA FOR NON-TRADITIONAL OCCUPATIONS. KDP MAINTAINS CONTACT WITH EMPLOYERS, UNIONS, TRAINING PROVIDERS, AND INDUSTRY ASSOCIATIONS TO PROVIDE TECHNICAL ASSISTANCE, AND DOCUMENT PROGRAM DEVELOPMENT AND/OR EXPANSION THROUGH TRADE ADDITIONS

KDP IS ENTERING ITS FOURTH YEAR AS A PARTNER TO THE AFL-CIO WORKING FOR AMERICA INSTITUTE (WAI) MULTI-INDUSTRY INTERMEDIARY CONTRACT. FUNDED BY THE U.S. DEPARTMENT OF LABOR (USDOL), THE CONTRACT SUPPORTS THE EXPANSION OF APPRENTICESHIP PROGRAMS IN THE MANUFACTURING AND HOSPITALITY SECTORS. KDP SERVES AS THE INTERMEDIARY FOR MANUFACTURING WORKING WITH THE AFL-CIO INDUSTRIAL UNION COUNCIL (IUC). IN THIS ROLE, KDP PROVIDES TECHNICAL ASSISTANCE AND FINANCIAL INCENTIVES TO UNIONS AND EMPLOYERS REGISTERING NEW APPRENTICES IN THE MANUFACTURING SECTOR. OVER THE FIRST THREE YEARS OF THE PROJECT, KDP PROVIDED ASSISTANCE AND INCENTIVES RESULTING IN 1,441 NEW APPRENTICES. THIS IS EQUIVALENT TO 8.7% OF FY 2018 NATIONAL TOTAL. TO ACHIEVE THESE OUTCOMES, KDP HAS WORKED WITH THE AFL-CIO INDUSTRIAL UNION COUNCIL, PA AFL-CIO, OHIO AFL-CIO, UNITED STEEL WORKERS (USW), INTERNATIONAL ASSOCIATION OF MACHINISTS (IAM), OFFICE AND PROFESSIONAL EMPLOYEES INTERNATIONAL UNION (OPEIU), UNITED AUTO WORKERS (UAW), THE UNITED FOOD AND COMMERCIAL WORKERS (UFCW), THE INTERNATIONAL UNION OF ELECTRICAL-COMMUNICATION WORKERS OF AMERICA (IUE-CWA), AND SHEET METAL, AIR, RAIL, TRANSPORTATION UNION (SMART).
