Organizations Filed Purposes: THE PENNSYLVANIA CHAMBER OF BUSINESS AND INDUSTRY IS THE LARGEST BROAD-BASED BUSINESS ASSOCIATION IN PENNSYLVANIA. THOUSANDS OF MEMBERS THROUGHOUT THE COMMONWEALTH EMPLOY GREATER THAN 50 PERCENT OF PENNSYLVANIA'S PRIVATE WORKFORCE. HEADQUARTERED IN HARRISBURG, THE PA CHAMBER SERVES AS THE FRONTLINE ADVOCATE FOR BUSINESS ON CAPITOL HILL BY INFLUENCING THE LEGISLATIVE, REGULATORY, AND JUDICIAL BRANCHES OF STATE GOVERNMENT. THE PENNSYLVANIA CHAMBER OF BUSINESS AND INDUSTRY IS DEDICATED TO HELPING ITS MEMBERS UNDERSTAND AND EASILY FOLLOW THE COMPLEXITIES OF STATE AND FEDERAL WORKPLACE REGULATIONS. SERVICES INCLUDE CONFERENCES AND PUBLICATIONS ON A WIDE VARIETY OF ISSUES IMPORTANT TO THE BUSINESS COMMUNITY. OUR MISSION IS TO ACT AS THE "STATEWIDE VOICE OF BUSINESS AND ARTICULATE AND ADVOCATE ON THOSE PUBLIC POLICY ISSUES THAT WILL EXPAND PRIVATE SECTOR JOB CREATION AND LEAD TO A MORE PROSPEROUS PENNSYLVANIA FOR ALL ITS CITIZENS.

"LEGISLATIVE RELATIONS: THE PA CHAMBER SERVES AS THE FRONTLINE ADVOCATE FOR BUSINESS ON CAPITAL HILL IN HARRISBURG. OUR HIGHLY VISIBLE GOVERNMENT AFFAIRS TEAM TAKES ACTION TO INFLUENCE PUBLIC POLICY AND WORKS TO ENSURE THAT THE CONCERNS OF OUR MEMBERS ARE HEARD BY THE STATE'S LAWMAKERS. THROUGH LOBBYING, TESTIFYING, DEVELOPING KEY RELATIONSHIPS, GRASSROOTS ACTIVITIES, AND TRACKING BILLS AND REGULATIONS, THE CHAMBER PROMOTES PRO-BUSINESS LEGISLATION AND FIGHTS ANTI-BUSINESS LEGISLATION WITH ONE GOAL IN MIND: IMPROVING THE BUSINESS CLIMATE FOR PA'S JOB CREATORS." DURING 2019 THE CHAMBER'S LEGISLATIVE ACHIEVEMENTS INCLUDED:ENACTMENT OF A STATE-BASED HEALTH INSURANCE EXCHANGE FOR AFFORDABLE CARE ACT INDIVIDUAL MARKET PLANS (ACT 42 OF 2019). THE FEDERAL AGENCY CENTERS FOR MEDICARE & MEDICAID SERVICES ISSUED NEW GUIDANCE FOR STATES SEEKING MORE FLEXIBILITY THROUGH WAIVERS, ALLOWING FOR GREATER INNOVATION IN FINDING TOOLS AND SOLUTIONS THAT HELP TO REDUCE PREMIUM COSTS. THIS LEGISLATION WILL BRING STABILITY AND REDUCED COSTS TO PENNSYLVANIA'S HEALTH CARE SECTOR. INCREASE IN THE EDUCATIONAL IMPROVEMENT TAX CREDIT PROGRAM BY $25 MILLION. THOUGH THE GOVERNOR VETOED LEGISLATION SUPPORTED BY THE PA CHAMBER THAT WOULD HAVE INCREASED THE EITC PROGRAM BY $100 MILLION, THE FINAL 2019-20 BUDGET AGREEMENT DID INCLUDE AN INCREASE TO THE PROGRAM. THE PA CHAMBER SUPPORTS THE EITC BECAUSE IT ALLOWS THE STATE'S BUSINESS COMMUNITY TO HELP PENNSYLVANIA STUDENTS GAIN ACCESS TO ALTERNATIVE EDUCATIONAL OPPORTUNITIES.PASSAGE OF A SENATE RESOLUTION S.R. 20 THAT DIRECTS THE LEGISLATIVE BUDGET AND FINANCE COMMITTEE TO CONDUCT AN ANALYSIS OF THE IMPACT OF THE MEDICAL MALPRACTICE VENUE REFORMS IMPLEMENTED IN 2002. THIS RESOLUTION WAS A DIRECT REACTION TO A PROPOSED CHANGE TO THE VENUE RULE BY THE PENNSYLVANIA SUPREME COURT. THE COURT'S CIVIL PROCEDURAL RULES COMMITTEE PROPOSED TAKING PENNSYLVANIA BACKWARDS BY UNDOING MEDICAL MALPRACTICE VENUE REFORMS IMPLEMENTED IN 2002 AND ALLOWING MEDICAL LIABILITY LAWSUITS TO BE FILED IN OTHER JURISDICTIONS BEYOND THE COUNTY WHERE THE ALLEGED MALPRACTICE OCCURRED. THE RESOLUTION WAS ADOPTED BY THE SENATE; THE COURT HAS DECIDED TO AWAIT THE RESULTS OF THE LEGISLATIVE BUDGET AND FINANCE COMMITTEE REPORT BEFORE CONSIDERING THE RULE CHANGE.FOUGHT OFF ATTEMPTS TO PLACE AN ADDITIONAL PUNITIVE TAX ON THE NATURAL GAS INDUSTRY.COMBATTED EFFORTS TO MORE THAN DOUBLE ENTRY LEVEL WAGES TO $15 AN HOUR THROUGH A MANDATED HIKE TO THE STATE'S MINIMUM WAGETHIS PROPOSAL WOULD HAVE ESPECIALLY HURT SMALL BUSINESS OWNERS. A BIPARTISAN EFFORT TO CLOSE THE JOBS SKILLS GAP (HOUSE BILL 265). LAWMAKERS FROM BOTH SIDES OF THE AISLE PASSED AN OMNIBUS WORKFORCE DEVELOPMENT BILL WHICH WAS STRONGLY SUPPORTED BY THE PA CHAMBER, INCORPORATING A NUMBER OF WORKFORCE DEVELOPMENT PROPOSALS TO EXPAND INFORMATION AVAILABLE TO STUDENTS IN ORDER TO HELP THEM BETTER PREPARE FOR THEIR POST-SECONDARY EDUCATION.

CHAMBER DINNER: MORE THAN 1,500 PA BUSINESS LEADERS AND ELECTED OFFICIALS GATHERED AT HERSHEY LODGE IN A SPIRIT OF PROBUSINESS, BI-PARTISAN FELLOWSHIP AS THEY CELEBRATED THE 35TH ANNUAL CHAMBER DINNER.

"EDUCATION: THE CHAMBER'S MEMBER BENEFITS DEPARTMENT IS DEDICATED TO HELPING IT'S MEMBERS/CUSTOMERS UNDERSTAND AND EASILY FOLLOW THE BURDENSOME COMPLEXITY OF STATE AND FEDERAL WORKPLACE REGULATIONS. THE CUSTOMER-DRIVEN MEMBER BENEFITS DEPARTMENT IS A STATEWIDE LEADER IN EDUCATION AND TRAINING, PROVIDING VALUABLE INFORMATION TO THOUSANDS OF CUSTOMERS ANNUALLY THROUGH CONFERENCES, SPECIAL EVENTS SUCH AS THE GOLF OUTING AND UP-TO-THE-MINUTE ONLINE INFORMATION. THE MEMBER BENEFITS DEPARTMENT ALSO CONDUCTS HALF-DAY ROUNDTABLES SO CUSTOMERS CAN JOIN TOGETHER TO DISCUSS ISSUES OF COMMON CONCERN, SUCH AS ITS SECURITY. "
