Organizations Filed Purposes: The Central Philadelphia Transportation Management Association (CPTMA) is a state approved association, established in 2001, to coordinate private sector perspectives with public efforts to address local and regional transportation issues. Its mission is to facilitate discussions between the public and private sectors in the development of transit, traffic, and parking policies that improve access, reduce traffic congestion, reduce commuting costs, facilitate commerce and provide access to an expanded labor pool. Programs are designed to increase utilization of alternative means of transportation by area commuters, lessen parking demand, increase transit, bicycling and walking to work and upgrade the appearance and information along major transportation routes.

In cooperation with public and private agencies, to develop proposed transit, traffic flow, and parking improvements for the Central Philadelphia area.

Public Involvement: CPTMA serves the downtown core of Philadelphia. With almost 300,000 jobs, more than 3,200 retailers, and more than 400 arts and cultural institutions, Center City is the largest employment center in the region, a major regional tourist and entertainment center and the location for the Pennsylvania Convention Center and 11,200 hotel rooms. CPTMA promotes transportation alternatives - public transportation walking and biking - to help alleviate the congestion that is often found in dense centers of economic activity, and to ensure a safe and pleasant experience for users who choose non-motorized means of transportation. This is accomplished through various subtasks. The first subtask is promoting transportation alternatives. As an effort to build transit ridership, bicycle use, and pedestrian accessibility, CPTMA provides information that promotes transportation options as fun and easy alternatives to driving. This includes outreach about new changes to the regional transportation system, including SEPTA Key, PATCO system improvements, Indego Bike Share, and the Philadelphia Police Bicycle registration, as well as the annual Santa Express Black Friday Transit promotion event, held in connection with Septa. The CPTMA manages a major event along with SEPTA at Dilworth Park that attracts 3,000 - 4,000 people. This event entails event planning and distribution of promotional information about transit at train stations on four transit lines. Work product includes monthly emailed newsletter to recipients (67,500); quarterly print newsletter that reaches 17,000 business leaders, social media posts/tweets (10 per month/16,000 followers); traffic alert emails (10 per month / 3,100 recipients); transportation promotion event (1). The second subtask involves walkability. CPTMA promotes walking to access Center City by collecting and delivering information on pedestrian activity trends in the office and retail districts. Two new counting sites will be added this year. Reports of pedestrian activity will be distributed on a monthly basis to promote the walkability of Center City.

Access to Work: To promote the convenience and benefits of using non-motorized means to access Center City Philadelphia. Center City's infrastructure and transportation allow workers and visitors to reach their destinations without the use of a car, and CPTMA's role is to promote and enhance that experience. With the additional development, jobs, and residents that have been added to Center City, it is important to ensure that transportation alternatives continue to be integrated into development and utilized by those traveling in our area. This will be achieved over the following subtasks. Task 1 - Walk! Philadelphia Sign Modernization & Expansion: Walk! Philadelphia is designed to offer pedestrians guidance with physical signs every block, including mid-block Diskmap signs matching the system. The modernization and expansion will enhance the continuity of the system by adding new directional signage and mid-block Walk! Philadelphia "you are here" diskmaps, which are referenced on transit portal signs; and by ensuring references to transit options and the renamed Jefferson Station are clear and up-to-date. Project area includes a two block radius around exits from underground transit concourse to enhance information about transit accessibility. Work products include Jefferson Station Listing Updates (22); Walk! Philadelphia Directional Signs (42), Walk! Philadelphia Diskmap signs (18); Tweets promoting system transit and walking (6). Task 2 - Transit Concourse Signage: Enhance customer friendliness of concourse area under City Hall with installation of new signage directing riders to and from the 5 major transit lines (Broad Street Line, Market-Frankford Line, Trolley Lines, Regional Rail, and PATCO) accessible from the concourse, as well as elevator and ramp access for disabled passengers. Work products include new signs fabricated and installed (16) and tweets promoting system and transit

I-95 Construction Project: The goal of this program is to assist PennDOT and DVRPC with mitigating congestion on the I-95 corridor by helping to reduce the number of drivers on the road during construction, particularly during AM and PM peak hours, by focusing on commuters and select employers with employees using the corridor. This will be achieved by sharing and supplementing efforts to inform regular users of upcoming construction schedules and by educating them on and assisting them with finding viable alternatives to driving alone along this corridor, utilizing Travel Demand Management (TDM) techniques. The CPTMA brings together representatives of major property owners, businesses, transportation and parking organizations on a routine basis to share information about transportation related issues as they relate to Philadelphia's central business district and propose new initiatives that can enhance the accessibility and competitiveness of the largest downtown in the Commonwealth of Pennsylvania. The CBD may be greatly affected by the large construction project that will improve the I-95 corridor, so CPTMA is a well-suited partner to reach employers and employees in this area. CPTMA benefits from its affiliation with the CCD and CPDC in that they provide the CPTMA with direct access to more than 5,000 property owners, 10,000 businesses and 288,000 workers and can provide information to these Center City stakeholders. Such information is to be communicated through various forms of media including (IN)Center City e-newsletter - 65,000 recipients, (IN)Center City e-blast with special focus on transportation topics, CCD Digest Newsletter - 14,500 recipients, CCD Website, Facebook and various other transportation events (both hosted and attended).
