MORTGAGE DEFAULT PREVENTION AND LOSS MITIGATION COUNSELING: CLARIFI WORKS WITH STRUGGLING HOMEOWNERS IN ALL STAGES, FROM THOSE WHO ARE CURRENT BUT FACING POTENTIAL FUTURE DELINQUENCY TO THOSE WHOSE HOMES ARE SCHEDULED FOR SHERIFF'S SALE. OUR COUNSELORS WORK WITH CLIENTS TO FIRST DETERMINE THE REASON(S) THAT THE CLIENT IS DELINQUENT AND DISCUSS OPTIONS TO BRING THE MORTGAGE CURRENT. THEY THEN COMPLETE A CURRENT BUDGET ANALYSIS AND WORK TO ESTABLISH A REALISTIC BUDGET. COUNSELORS ASSIST WITH INTERVENTIONS INCLUDING HARDSHIP LETTERS, APPLICATIONS FOR MODIFICATION AND FORBEARANCE. IF APPROPRIATE, THE COUNSELOR MAY REFER CLIENTS TO OTHER SERVICES TO HELP WITH OTHER AREAS SUCH AS UTILITIES, FOOD AND CLOTHING, IN ORDER TO FREE UP ADDITIONAL FUNDS TO PAY THE MORTGAGE, AND/OR REFER THEM TO SOCIAL AGENCIES THAT MAY HAVE GRANTS FOR HOMEOWNERS IN DEFAULT. CLARIFI ALSO COLLABORATES WITH GOVERNMENT AGENCIES AND COURT SYSTEMS IN PHILADELPHIA, PA, NEW JERSEY, NEW CASTLE COUNTY, DE, MONTGOMERY COUNTY, PA, AND DELAWARE COUNTY, PA TO ASSIST HOMEOWNERS WHOSE PROPERTIES ARE SCHEDULED FOR SHERIFF'S SALE. CLARIFI HAS COUNSELORS IN COURT WORKING WITH HOMEOWNERS AND COUNSEL TO EXPLORE ALL OPTIONS INCLUDING LOAN MODIFICATION, SHORT SALE, REFINANCING AND APPLICATION FOR A HOMEOWNERSHIP PRESERVATION LOAN IF APPLICABLE. TOGETHER WITH LOCAL PRO BONO ATTORNEYS, CLARIFI WORKS TO CONTINUE THE NEGOTIATIONS WITH THE MORTGAGE COMPANY, AND SUBMITS CONCILIATION PROPOSALS IN COURT, WHICH OUTLINE THE CLIENT'S BUDGET AND EFFORTS TO MAKE PAYMENT ARRANGEMENTS WITH THE END GOAL OF AVOIDING FORECLOSURE. CLARIFI HAS ALSO ESTABLISHED RELATIONSHIPS, DIRECT LINES OF COMMUNICATION, AND ONGOING BORROWER OUTREACH CAMPAIGNS WITH MULTIPLE MORTGAGE SERVICERS AND INVESTORS TO IMPROVE THE LINE OF COMMUNICATION WITH MORTGAGE BORROWERS IN DISTRESS. IN 2019, CLARIFI PROVIDED 1,171 COUNSELING SESSIONS TO 898 HOMEOWNERS IN VARIOUS STAGES OF MORTGAGE DEFAULT, WITH 670 REPORTING THAT THEY AVOIDED FORECLOSURE OR WERE IN THEIR HOMES WORKING TOWARD SOLUTION AS OF 12/31/19

FINANCIAL HEALTH COUNSELING AND EDUCATION:IN 2019, CLARIFI PROVIDED FINANCIAL HEALTH COUNSELING TO 4,628 CLIENTS OVER 6,555 SESSIONS AND DELIVERED 380 WORKSHOPS REACHING 3,853 PARTICIPANTS. OUR COUNSELORS WORK WITH INDIVIDUALS AND FAMILIES TO CREATE A REALISTIC BUDGET, UNDERSTAND THE IMPORTANCE OF SAVINGS INCLUDING PREPARING FOR RETIREMENT, ASSIST WITH DEBT REDUCTION INCLUDING STUDENT LOAN DEBT, ESTABLISH SAFE AND AFFORDABLE BANK ACCOUNTS, AND ESTABLISH AND MAINTAIN AFFORDABLE HEALTHCARE COVERAGE. THE FINANCIAL EMPOWERMENT CENTERS ARE LOCATED IN COMMUNITY HUBS WHERE OTHER PUBLIC SERVICES ARE OFFERED. AT THE FEC, LOW-TO-MODERATE INCOME PEOPLE AND FAMILIES RECEIVE ONGOING COUNSELING AND ASSISTANCE IN REACHING PERSONAL FINANCIAL GOALS RELATED TO BUDGETING, SAVING, CREDIT, DEBT AND BANKING. IN 2013 CLARIFI STARTED A COLLABORATIVE PARTNERSHIP WITH THE CITY OF PHILADELPHIA TO LAUNCH AND OPERATE THE FINANCIAL EMPOWERMENT CENTERS (FECS). THE FECS BEGAN IN NEW YORK CITY TO SERVE VERY LOW-INCOME CLIENTS BY EMPLOYING A CASE MANAGEMENT MODEL THAT PROMOTES INTENSIVE FOLLOW-UP OF CLIENT ACTIVITIES AND DOCUMENTATION OF A SET OF WELL-DEFINED OUTCOMES. THERE ARE NO ELIGIBILITY REQUIREMENTS AND NO LIMITATIONS ON THE VOLUME OF SERVICE PER CLIENT. CLIENTS OFTEN RETURN FOR MULTIPLE FOLLOW-UP APPOINTMENTS. THIS METHODOLOGY INCREASES THE CHANCE THAT EACH CLIENT MAKES POSITIVE BEHAVORIAL CHANGES AND MAINTAINS FINANCIALLY HEALTHY BEHAVIORS OVER TIME, BOTH OF WHICH YIELD STRONG, MEASURABLE LONG-TERM OUTCOMES. SINCE THEIR LAUNCH IN 2013, THE FECS HAVE PROVIDED 32,787 COUNSELING SESSIONS TO 16,735 CLIENTS. COLLECTIVELY, THOSE CLIENTS HAVE REDUCED THEIR DEBTS BY $17 MILLION, INCREASED THEIR SAVINGS BY $4.5 MILLION; 2,597 CLIENTS' CREDIT SCORES IMPROVED BY AT LEAST 35 POINTS AND 631 OPENED SAFE AND AFFORDABLE BANK ACCOUNTS.

HOMEOWNERSHIP COUNSELING: CLARIFI WORKS WITH POTENTIAL HOMEOWNERS IN ALL STAGES, FROM THOSE WHO WISH TO LEARN ABOUT THE VARIOUS ASPECTS OF BUYING AND MAINTAINING A HOME TO THOSE IN THE PRE-CLOSING STAGE. WE PROVIDE COUNSELING TO CURRENT HOMEOWNERS, AFTER CLOSING, AND TO LONG TIME HOMEOWNERS REGARDING THE RISKS AND REWARDS OF USING THEIR EXISTING HOME EQUITY TO MEET OTHER FINANCIAL GOALS OR NEEDS. OUR COUNSELORS HELP CLIENTS ESTABLISH THEIR GOALS, WORK WITH THEM TO DEVELOP A BUDGET AND COMPLETE AN ANALYSIS, AND CREATE A MUTUALLY AGREED UPON ACTION PLAN. IN 2019, CLARIFI PROVIDED PRE-HOME PURCHASE COUNSELING TO 368 CLIENTS OVER 413 SESSIONS. OF THOSE, 83 BECAME MORTGAGE READY, AND 42 PURCHASED A HOME. CLARIFI OFFERS A COMPREHENSIVE ARRAY OF EDUCATION OPPORTUNITIES TO ADDRESS THE EVOLVING NEEDS OF OUR CLIENTS AND COMMUNITY. OUR FINANCIAL SMARTS PROGRAM COVERS TOPICS INCLUDING: SHOW ME MY MONEY (MONEY MANAGEMENT), GOOD CREDIT FOR LIFE (BASICS OF CREDIT), UNDERSTANDING YOUR CREDIT REPORT (OBTAINING OR MAINTAINING A GOOD CREDIT SCORE), SAVING & INVESTING 101 (ASSET BUILDING AT ALL INCOME LEVELS), KEYS TO HOMEOWNERSHIP (FINANCIAL PREPARATION FOR FIRST-TIME HOMEBUYERS), GUARD AGAINST ID THEFT AND ANTI-PREDATORY LENDING (PROTECTING YOURSELF FROM SCAMS). CLARIFI ALSO OFFERS PROGRAMMING FOCUSED ON FEMALE FINANCIAL EMPOWERMENT. THESE WORKSHOPS INCLUDE UNLOCKING THE MYSTERY - THE WHY BEHIND THE BUY (FINANCIAL MOTIVATIONS AND DECISION-MAKING), HOW TO RUN YOUR HOUSEHOLD LIKE A BUSINESS (MONEY MANAGEMENT), GIVE YOURSELF GOOD CREDIT (HOW TO BUILD STRONG CREDIT), YOU CAN SAVE (ASSET-BUILDING FOR EVERYONE) AND RAISING MONEY-SAVVY KIDS (HEALTHY FINANCIAL HABITS). WE ALSO FEATURE EDUCATIONAL EVENTS ON VARIOUS TOPICS THROUGHOUT THE YEAR, INCLUDING PAYING FOR COLLEGE AND WOMEN AND BUSINESS.
